Regular Meeting Minutes

President James Soriano called the Village Council to order at 6:00pm
Pledge to the flag was recited

Roll call: Donna McCoy-present, Evelyn Jones-present, Stacy Dennis-present, James Soriano-present, Don Dennis-present

Barryton Police Report: Chief Bongard read the report. It will be posted around town.

Melissa Lazzaro read Chief Bongard’s letter of resignation

Don Dennis made a motion to accept Chief Bongard’s letter of resignation, seconded by Evelyn Jones, roll call-all ayes, motion passes

DPW Report: Tom Brown read the report
Don Dennis made a motion to allow Tom Brown to purchase new flag poles and flags, not to exceed $115.00, seconded by Evelyn Jones, roll call-all yeses, motion passes

Don Dennis made a motion to allow Tom Brown to order the pens needed for all lift stations not to exceed $125.00, seconded by Evelyn Jones, roll call-all yeses, motion passes

Minutes of Regular Meeting April 11, 2018 were presented
Evelyn Jones made a motion to accept the minutes as presented, seconded by Donna McCoy, roll call- all ayes, motion passes

Don Dennis made a motion to allow Amy Soriano to use the established and create new transfer in and out account numbers as follows: General Fund-transfer in 101-000-669, transfer out 101-999-999, Major Streets-transfer in 202-000-669, transfer out 202-966-999, Local Streets- transfer in 203-000-699 transfer out 203-966-999 (CREATE), Sewer- transfer in 590-000-699 (CREATE) transfer out 590-999-999, Solid Waste-transfer in 596-000-699 (CREATE) transfer out 596-999-999, Motor Pool-transfer in 661-000-699 (CREATE) transfer out 661-999-999 (CREATE), seconded by Donna McCoy, roll call- all yeses, motion passes

James Soriano made a motion to reactivate Net Teller for all Village funds, seconded by Evelyn Jones, roll call-all yeses, motion passes

Don Dennis made a motion to accept the Treasurer’s Report as presented, seconded by Evelyn Jones, roll call-all ayes, motion passes

Stacy Dennis made a motion to pay General Fund bills with check #17009-17047 and 221(E) for $11,993.53, Major Streets Fund with check # 1032-1034 for $3,304.47, Local Streets Fund with check # 956-961 for $3,145.42 Sewer Fund with check # 3086-3094 for $21,914.78, Motor Pool Fund with check # 1199-1202 for $1,086.11 and Solid Waste Fund with check # 715-716 for $2,139.55, for a grand total of $43,583.86, Seconded by Evelyn Jones, roll call-all yeses, motion passes

Evelyn Jones made a motion to incorporate the Building and Zoning duties into the DPW duties at no additional pay, seconded by Donna McCoy, roll call all- ayes, motion passes

Evelyn Jones made a motion to accept the Financial Policy as written, revised 4/11/2018, seconded by Donna McCoy, roll call-all ayes, motion passes

James Soriano made a motion to put Big Bertha up for sealed bids. Bids starting at $10,000 due at the Village Office by 5:00 June 13, 2018, seconded by Donna McCoy, roll call-all yeses, motion passes

Don Dennis made a motion to freeze all impending sewer increases until after our audit, and a new rate study can be completed, seconded by Evelyn Jones, roll call- all ayes, motion passes

James Soriano made a motion to give Tom Brown a $50.00 allowance towards his phone, seconded by Donna McCoy, roll call-all yeses motion passes

Evelyn Jones made a motion to Change the Sewer/Solid percentages from Sewer 63% and Solid 37% to Sewer 50% and Solid 50%, seconded by Donna McCoy, roll call-all ayes, motion passes

Evelyn Jones made a motion to allow the Farmers Market to move forward to accept $2,500 grant from District Health Department #10, seconded by Donna McCoy, roll-call all ayes, motion passes

Evelyn Jones made a motion to extend 10 minutes, seconded by James Soriano, roll call- all ayes, motion passes

There was a question asked as to how Council determined sewer rates, James Soriano explained the procedure
