Special Meeting Minutes

Pro-Tem Evelyn Jones called the Village Council to Order

Pledge to the Flag was recited

Roll Call: Evelyn Jones-present, Steve Mortensen-present, Kayliecia Gilleran-present

Derek Hall from the State of Michigan went over our 2019 audit report.

Deann Millard from the Car Wash asked what it would take to get the car wash open, and if the Village would forgive or reduce their previous unpaid sewer bills.  Evelyn Jones explained that they could put a meter in, and the Village would monitor and read it, and they would be charged 1 REU for every 4,000 gallons of water used. Also, it was explained to her that if they decided to go with the meter, they could not change back to the REU System.  There is nothing the Village can do for the previous unpaid sewer bills.

Todd Levitt spoke to the Community about Medical and Recreational Dispensaries and answered questions.

Chief Miller read the Police report-it will be posted throughout town.

Kayliecia Gilleran made a motion seconded by Steve Mortensen to allow Chief Miller to purchase new uniform pants for Officer Morgan, not to exceed $84.50 roll call-all yeses, motion passes

Tom Brown read the DPW Report

Steve Mortensen made a motion seconded by Kayliecia Gilleran to have Field Tile and Drain Cleaning clean out the storm drains at the end of Northern Ave. Not to exceed $800 roll call-all yeses, motion passes

Steve Mortensen made a motion seconded by Kayliecia Gilleran to purchase 2 heavy duty surge protectors, not to exceed $140 roll call-all yeses, motion passes

Steve Mortensen made a motion seconded by Kayliecia Gilleran to purchase a plow from Ina Store Inc and a Jasper Motor from Huff’s Service LLC not to exceed $12,000 roll call-all yeses, motion passes

The Minutes from Regular Meeting August 14, 2019 were presented

Steve Mortensen made a motion seconded by Kayliecia Gilleran to accept the minutes as written all ayes, motion passes

Melissa Lazzaro Read the Clerk Report.

Kayliecia Gilleran made a motion seconded by Steve Mortensen to allow Melissa Lazzaro to amend the minutes from Public Hearing June 5, 2019 to include the name of the Ordinance along with the number of the Ordinance, roll call-all ayes, motion passes

Kayliecia Gilleran made a motion seconded by Steve Mortensen to allow Melissa Lazzaro to remove the phrase “Yearly pay may be increased/decreased due to significant changes in duties, per motion of the Village Council” from the Clerk and Treasurer’s Job Description,  and add “The Labor Committee will perform all reviews annually on July 1st, with the first review to take place after a full year of employment. Village Council will review the recommendation of the Labor Board at the regular July Meeting. Any proposed wage increase will be effective the first pay period in August.” Which is in the Employee Handbook roll call-all yeses motion passes

Melissa Lazzaro asked Council to review the new wording in the drug free policy, Council asked to have, if an injury occurs on the job a drug test will automatically be required, put into the policy. That will be added and brought back to have Council review it next month.

Melissa Lazzaro presented Council with the new DPW Director Holiday Pay and Vacation Policy, council decided to make a new policy based on a 40-hour work week, Steve Mortensen will be writing it and brining it to Council next month.

Melissa Lazzaro spoke with Neal Feikema from Gold Wing Road Runners Association about renting the pavilion for a motorcycle show next summer. He previously rented the pavilion for the same thing but claims he was not charged a rental fee from a previous employee.  He asked if the fee could be waived.

Evelyn Jones made a motion seconded by Steve Mortensen to not waive the pavilion rental fee for Neal Feikema roll call all yeses, motion passes

Courtney Garchow read the Treasurers Report

Kayliecia made a motion seconded by Evelyn Jones to purchase 200 Motor Pool checks, not to exceed $210 roll call-all yeses, motion passes

Kayliecia Gilleran made a motion seconded by Steve Mortensen to accept the Treasurers Report roll call all yeses, motion passes

Kayliecia Gilleran made a motion seconded by Steve Mortensen to pay General Fund bills check #17270-17298 for $11,173.05, Local Street Fund with check # 975 for $82.70 Major Street Fund with check # 1053 for $379.78 Sewer Fund with check #3154-3159 for $7,909.23 and Solid Waste Fund with check # 739 for $961.18 for a grand total of $20,505.94 roll call-all yeses, motion passes

Correspondence: A letter from Dennis Flynn concerning the Marijuana Ordinance was read.

Council discussed and tabled the Marijuana Ordinance

Evelyn Jones made a motion seconded by Kayliecia Gilleran to not pursue tree grants this year roll call-all yeses, motion passes

Kayliecia Gilleran made a motion seconded by Steve Mortensen to accept Labor Boards recommendation of a .30 raise for Officer Bielecki roll call-all yeses, motion passes

Evelyn Jones Updated everyone on the Historical sign, A new Sponsor needs to be found. Kathryn Kerr is going to check with the Lion’s Club.

Courtney Garchow informed Council that she has been in contact with Michigan Rural Water Association and a new Rate Study is in the process of being scheduled, there is no fee for this rate study because the Village is a member of MRWA.

Kayliecia Gilleran made a motion seconded by Evelyn Jones to purchase the updated Labor Law Posters for $29.00 roll call-all yeses, motion passes

Melissa Lazzaro informed council of a quote from Vanguard Fire & Security Services for new Fire Extinguishers. Since they have been tagged as good, Council decided not to purchase new extinguishers.

The Village received an Application for Farmland Agreement, Council was informed on what it was and what needs to be done with it.

Evelyn Jones made a motion seconded by Steve Mortensen to allow for $100 in Petty Cash in the Office roll call-all yeses, motion passes

Courtney explained that she did find in Village of Barryton’s Rules of Procedure that Council Members that do not have an excused absence will not get paid for a missed meeting. Steve Mortensen missed the August Meeting and was paid, he stated he would return the check.  Stacy and Don Dennis received a check for July, August and September and resigned before the September meeting, Stacy Dennis stated she would return their money for September.

Steve Mortensen made a motion seconded by Evelyn Jones for Village Council to be paid monthly, a month behind,  instead of quarterly roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Kayliecia Gilleran to allow Fred Mahaffey to stay in a camper on his property while his building is under construction roll call-all ayes, motion passes

Public Comment: Kathryn Kerr mentioned putting up yield signs at Rose Ave and Darrah St, because no one stops at the stop sign, Council said no, because if they won’t stop at a stop sign, they won’t yield at a yield sign.

Kathryn also asked for Council’s permission to do the Scarecrow Contest again this year, Council gave permission.

Stacy Dennis reminded Council that there are amendments in the budget that need to be done, Courtney stated when taxes have been completed it will be taken care of.

Kayliecia Gilleran made a motion to adjourn, seconded by Steve Mortensen, roll call all ayes, motion passes
