Regular Meeting Minutes
President Evelyn Jones called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Steve Mortensen-present, Evelyn Jones-present, Kayliecia Gilleran-present, Kathryn Kerr-present, Lavonne Horstman-present
Public Comment: James Taylor, who is running for Mecosta County Sherriff, introduced himself to everyone.
Barryton Police Report: Chief Miller read the Police report, the report will be posted around town.
DPW Report: Tom Brown read the report, blades are needed for the brush hog, Barryton Excavating will charge between $50-200 for knocking down the dirt at the barn, a tree limb at East River Park fell after the storm, the whole tree needs to be taken down, and both parks need sand around the playground equipment. Tom will be taking Wednesday June 24th off-non vacation day.
Kayliecia Gilleran made a motion seconded by Lavonne Horstman to allow Tom Brown to purchase blades for the brush hog at Remus Repair, not to exceed $150.00, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Lavonne Horstman to have Barryton Excavating knock down the dirt at the barn, not to exceed $200.00, roll call-all yeses, motion passes
Steve Mortensen made a motion seconded by Kayliecia to have Steve Earle and Wayne Kennedy take down the tree at East River Park, not to exceed $825.00, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Kayliecia Gilleran to purchase 20 yards of sand for the Parks, not to exceed $360.00, roll call-all yeses, motion passes
Kayliecia Gilleran made a motion seconded by Lavonne to use the credit, and rebates at Menards to purchase Contractor’s Trash Bags, not to exceed $25.00, roll call-all yeses, motion passes
Kayliecia Gilleran made a motion seconded by Kathryn Kerr to open Central Park Bathrooms, a sign will be placed on the doors to “Use at own Risk” due to Covid-19, roll call- all ayes, motion passes

Minutes of Regular Meeting May 20, 2020 were presented
Steve Mortensen made a motion seconded by Kathryn Kerr to accept May 20, 2020 minutes, with changes roll call-all ayes, motion passes
Minutes cannot be changed, only mistakes can be corrected. Here is an update to some motions from last month- a motion was made to purchase a sneeze guard for the Office from Etsy for $69.95, instead of purchasing that, a sheet of plexi-glass was purchased at Barryton Hardware with some chains for a cost of $45.00. Council also voted to spend $391.00 to purchase a pole for a Historical sign, the Barryton Lions Club has donated $300.00 to the Village to put towards that purchase-Thank you Barryton Lions Club.
Melissa Lazzaro read the Clerks report. There has been a technical issue with sending sewer/trash bills through email, for several months, it doesn’t seem that any of the IT companies I have used can fix it, I would like to discontinue sending bills through email for this reason. The Office needs a new receipt book for General Fund, but since we have 5 books for Street Fund, and only use it once a month we would like to use a Street Fund book and cross out Street Fund and write General fund on it. The Village received an email from Applied Imaging informing us that they no longer have parts for our copy machine, they will still honor our contract, we can still purchase toner and they will still come out for service calls, but since we can’t get parts, it’s time to start looking into a new copy machine. I contacted Don Maki last month and he said he would get us a bill, he hasn’t, he gave us a quote for $400.00 for two doors, so it is my opinion if Council still wants to pay him for the installation of the Meeting Room door, it should be for $200.00. I reminded Council that we still need to look into and follow through with the Due Care Plan at Central Park.
Kathryn Kerr made a motion seconded by Steve Mortensen to send a letter to all customers that receive their sewer/trash bills by email, to let them know that service will be discontinued due to technical issues, roll call-all ayes, motion passes.
Kathryn Kerr made a motion seconded by Lavonne Horstman to allow the Office staff to substitute a Street Fund Receipt Book for a General Fund Receipt Book, roll call-all ayes, motion passes.
Steve Mortensen made a motion seconded by Kathryn Kerr to pay Don Maki $200.00 for the installation of the Meeting Room door, roll call-all ayes, motion passes

Courtney Garchow read the Treasurer’s Report: Current Bank Balances as of 05/31/2020 per Isabella Bank Statement: General Fund: $130,247.06, Sewer Fund: $219,528.88, Solid Waste Fund: $30,149.06 Major Street Fund: $70,090.79 Local Street Fund: $29,112.56 Motor Pool Fund: $53,114.56, Sewer Bond Interest $1,013.76. Courtney is getting tax bills ready to be Mailed out on July 1, 2020 they will be due September 15, 2020, she will need to purchase stamps for mailing.

Due to’s were presented: General fund owes: Motor Pool-$1,031.52, Sewer Fund owes: General-$1,904.93, Solid-$235.25, Motor Pool-$146.25, for a total of $3,317.95

Lavonne Horstman made a motion seconded by Kathryn Kerr to pay General Fund bills with check 18072-18103, 18000 and 254(E) for $$6,537.63, Sewer Fund with check #3211-3218 for $4,739.28, Motor Pool fund with check #1289-1290 for $287.32, Local Street Fund with check # 989-990 for $322.96 and Major Street Fund with check #1070-1071 for $510.77 for a grand total of $15, 519.23 with $5,837.66 for due to’s and $9,681.57 for expenses, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Kayliecia Gilleran to Renew the Village’s MIFMA Membership for the farmer’s Market, since a credit card is required for payment, Melissa Lazzaro will pay with her card and be reimbursed by the Village, not to exceed $75.00 , roll call-all yeses, motion passes
Council was given a copy of the Solid Waste Ordinance, the late fee needs to be changed from 30% to 10%. An Ordinance Committee Meeting was set for June 24, 2020, for further review.
Council was given a copy of the Village’s Rules of Procedure, the meeting time in it needs to be changed from 6:30pm to 6:00pm. Council was also given other Village’s Rules of Procedure to look at for examples and decide if they wanted to change anything else in ours.
Public Comment: James Soriano introduced himself and informed Council he is now living in the Village limits and intends on running for a seat on the board this November, which seat is yet to be determined. Tom Brown asked if all employees are going to be asked to sign the Employee Handbook-he was told by Evelyn Jones, that yes, all employees will need to sign it.
