Regular Meeting Minutes

President Evelyn Jones called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Steve Mortensen-present, Evelyn Jones-present, Kayliecia Gilleran-present, Kathryn Kerr-present, Lavonne Horstman-present

Public Comment: Bill Larsen, who is running for Mecosta County Road Commission, introduced himself.

Barryton Police Report: Chief Miller read the Police report, the report will be posted around town.

Kathryn Kerr made a motion seconded by Kayliecia Gilleran to give Chief Miller a check for $8,000  made out to the City of Big Rapids for the new Police Vehicle, a 2015 Ford Interceptor, roll call-all yeses, motion passes.

Kathryn Kerr made a motion seconded by Lavonne Horstman to allow Chief Miller to spend up to $1,000 for graphics for the new Police Vehicle, roll call-all yeses, motion passes

Steve Mortensen made a motion seconded by Kathryn Kerr to Split the background check on the possible new Police Officer replacing Beau Bielecki, with the Village of Morley, at a cost of $400.00 each, roll call-all yeses, motion passes

Andrew Duddles, the possible new Police Officer introduced himself.

Evelyn Jones made a motion seconded by Kathryn Kerr to allow Chief Miller to spend up to $500.00 to have the computer system in the Police Jeep transferred to the Interceptor, roll call-all yeses, motion passes

DPW Report: Tom Brown was absent, Melissa Lazzaro read the report. Tom and Rocky have been working on the playgrounds, they need more sand and landscaping fabric. They did 2 tons of hot patch, and will do more when the Dump Truck is fixed. The Dump Truck needs the front axle shaft fixed at a cost of $500-$1,000. Tom is waiting on quotes for repaving roads and a street sweeper. The tree at East River Park has been cut down, and half of the Lagoons have been weed whipped.

Evelyn Jones made a motion seconded by Kayliecia Gilleran to purchase 4 more rolls of landscaping fabric at a cost of $155.00 each, and 20 more yards of sand at a cost of $190.00, roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Lavonne Horstman to have Huff’s fix the front axle shaft of the Dump Truck not to exceed $1,000, roll call-all yeses, motion passes

Minutes of Regular Meeting June 10, 2020 were presented

Kathryn Kerr made a motion seconded by Kayliecia Gilleran to accept June 10, 2020 minutes, with changes-add Landscape fabric to the motion, and that Tom is getting a quote for the grinder pump, roll call-all ayes, motion passes

Melissa Lazzaro read the Clerks report. Melissa needs to order trash bags and tax envelopes for the office, the Police Department needs printer ink. I also followed up on the Due Care Plan-Tom and Evelyn are going to measure to see how much gravel is needed, and the dirt pile needed to fix the alley-Barryton Excavating has not knocked it down yet.

Kayliecia Gilleran made a motion seconded by Lavonne Horstman to purchase needed supplies from Quill, not to exceed $218.99, roll call-all yeses, motion passes.

Kathryn Kerr made a motion seconded by Steve Mortensen to accept the Clerks report, roll call-all ayes, motion passes

Courtney Garchow read the Treasurer’s Report: Current Bank Balances as of 06/30/2020 per Isabella Bank Statement: General Fund: $125,351.40, Sewer Fund: $224,137.16, Solid Waste Fund: $29,883.82 Major Street Fund: $71,697.15 Local Street Fund: $29,851.94 Motor Pool Fund: $54,930.21, Sewer Bond Interest $1,013.89. Courtney asked Council if they wanted to renew our contract with Applied Imaging for the copy machine, since we can’t get parts for it anymore Council asked her to get some quotes on a new copy machine. She also informed Council she may not be as available for office hours due to being shorthanded at Murphy’s.

Kayliecia Gilleran made a motion seconded by Kathryn Kerr to accept the Treasurers Report as read, roll call-all ayes, motion passes

Lavonne Horstman made a motion seconded by Steve Mortensen to pay General Fund bills with check# 18109-18148, and 255(E) for $8,289.02, Sewer Fund with check #3219-3226 for $4,210.98, Motor Pool fund with check #1291-1292 for $388.73, Local Street Fund with check # 991 for $114.60, and Solid Waste Fund with check # 757-758 for $2,138.10. For a total of $15,141.43.  Bills without prior approval total $2,483.13 for a grand total of $17,624.56 roll call-all yeses, motion passes

Steve Mortensen made a motion seconded by Kathryn Kerr to accept the changes to the Village of Barryton’s Rules of Procedure, roll call-all ayes, motion passes

A Public Hearing was set for August 12, 2020 at 6:00, to discuss the proposed Ordinance Amendments with the Regular Council Meeting to follow.

Kathryn Kerr made a motion seconded by Steve Mortensen to put an ad in the Pioneer to notify the public of the Public Hearing scheduled for August 12, 2020 at 6:00pm, not to exceed $150.00, roll call-all yeses, motion passes

Steve Mortensen made a motion seconded by Kathryn Kerr to purchase a Time Clock for all Village employees not to exceed $110.00, roll call-Evelyn Jones-no, Kathryn Kerr-yes, Steve Mortensen-yes, Lavonne Horstman-yes, Kayliecia Gilleran-no, motion passes

Kayliecia Gilleran made a motion seconded by Kathryn Kerr to renew our membership with Michigan Rural Water Association at a cost of $350.00, roll call-all yeses

Kathryn Kerr made a motion seconded by Lavonne Horstman to renew our Liability Insurance with Michigan Municipal League at a cost of $12,519.00, roll call-all yeses, motion passes

Steve Mortensen made a motion seconded by Kathryn Kerr to give Rocky Dunklee a .30 raise to take effect on his anniversary date, August 9, 2020, roll call-all yeses, motion passes

Public Comment:  None

Council Comment: Kathryn Kerr informed Council that there was a grinder pump that was sent to get fixed without Council’s approval, after some discussion, it was determined that Evelyn Jones authorized it to be fixed. Kathryn also brought up the well at the Farmer’s Market that was turned off by Fork Township because of a letter sent from the health Department last year.  James Soriano Volunteered to go to District 10 Health Department to get some information so it can be turned back on.
