Regular Meeting Minutes

President Evelyn Jones called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Steve Mortensen-present, Evelyn Jones-present, Kayliecia Gilleran-present, Kathryn Kerr-present, Lavonne Horstman-present

Public Comment: None

Barryton Police Report: Chief Miller read the Police report, the report will be posted around town.

DPW Report: Tom is waiting on quotes from The Mecosta County Road Commission for fixing some roads in the Village. More sand is needed for the parks, quotes were received for street sweeping and brush hog. Tom and Rocky will continue to work on spraying the weeds in the roads. They transferred pond 1 to pond 3 to get it ready for discharge in October, and they will be working on the side of the Dam and cutting back the weeds/branches.

Kathryn Kerr made a motion seconded by Steve Mortensen to transfer the $2000 from the Vivid Farms LLC lease payment to Park Maintenance Supplies, roll call-all yeses, motion passes.

Kathryn Kerr made a motion seconded by Kayliecia Gilleran purchase 20 more yards of sand for the Parks, not to exceed $190, roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Kayliecia Gilleran to accept the estimate from Mecosta County Road Commission for Street Sweeping and to Brush Hog on Coolidge Ave, not to exceed $3,720, roll call-all yeses, motion passes

Minutes of Regular Meeting July 8, 2020 and Special Meeting July 30, 2020 were presented

Kayliecia Gilleran made a motion seconded by Lavonne Horstman to accept July 8 and July 30, 2020 minutes as written, roll call-all ayes, motion passes

Melissa Lazzaro read the Clerks report. Melissa needs to order toner for the Office Printer, Asked Council if they decided on a plan for the results of the Bridge Inspection, Tom will be getting quotes for it. Melissa read an email from Marcee Purcell explaining that the Village has 1 2 year Trustee seat open, The President seat open, and 2 4 year Trustee seats open, and that everyone running for a Trustee seat is running for the 4 year Trustee seat. Which means no one is running for the 2 year Trustee seat, it would have to be a write in, or after the election Council would have to appoint someone. Kayliecia Gilleran said she thought she was running for the 2 year seat and is going to call Marcee to find out.  Melissa asked about the Due Care Plan, and was told there is 6-8 inches of gravel in the parking lot.  Melissa asked Evelyn when she planned on taking several sensitive documents to the bank to put in the safety deposit box, Evelyn said she would get with Kayliecia Gilleran to find a time that worked for her.  Melissa explained to Council that there has been several critical security alerts in the email account and the password was changed and not given to Evelyn Jones because according to General Law Village Act the President does not check email, the President may examine any record at any time, but does not have access to them.

Kayliecia Gilleran made a motion seconded by Kathryn Kerr to purchase toner from Quill, not to exceed $48.99 roll call-all yeses, motion passes.

Courtney Garchow read the Treasurer’s Report: Current Bank Balances as of 07/31/2020 per Isabella Bank Statement: General Fund: $117,232.57, Sewer Fund: $221,254.82, Solid Waste Fund: $30,144.04 Major Street Fund: $73,537.64 Local Street Fund: $30,660.73 Motor Pool Fund: $45,436.65, Sewer Bond Interest $11,864.82-$10. Courtney informed Council that Tom Brown has 46 hours of vacation left, gave Council an update on the remaining funds from the Marijuana licensing fees, the Farmer’s Market, and reminded council to check the budget before spending money as we are over budget in several funds.

Kathryn Kerr made a motion seconded by Kayliecia Gilleran to pay the July due to’s, roll call-all yeses, motion passes

Kayliecia Gilleran made a motion seconded by Kathryn Kerr to accept the Treasurers Report as read, roll call-all ayes, motion passes

Lavonne Horstman made a motion seconded by Kathryn Kerr to pay General Fund bills with check# 18156-18207, and 257(E) for $19,353.06, Sewer Fund with check #3227-3232 for $3,856.60, Motor Pool Fund with check #10,542.80 and Solid Waste Fund with check # 759 for $2,232.84. For a total of 35,985.30.  Bills without prior approval total $2,467.16 for a grand total of $ 38,452.46 roll call-all yeses, motion passes

There was discussion during approval of the bills, as there was another grinder pump rebuilt without Council authorization, Courtney Garchow called Al from Main Tech Services and was told he received authorization from Evelyn Jones, Evelyn Jones says she did not give authorization. As a result of not knowing how the grinder pump got rebuilt, unless there is an emergency, Council must approve all calls to Main Tech Services.

Kathryn Kerr made a motion seconded by Lavonne Horstman to purchase a Ricoh Copier from Applied Imaging for $2,445.00 with a yearly service contract of $240.00, roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Steve Mortensen to amend Ordinance #4-2015 General Offences, roll call-all ayes, motion passes

Kathryn Kerr made a motion seconded by Steve Mortensen to not amend Ordinance #15-2015 Firearms, due to Village Attorney confirming the Ordinance does not need amending, roll call-all ayes, motion passes

Kathryn Kerr made a motion seconded by Steve Mortensen to amend Ordinance # 22-2015 Grass and Leaves, roll call-all ayes, motion passes

Kathryn Kerr made a motion seconded by Steve Mortensen to amend Ordinance # 29-2015 Solid Waste, roll call-all ayes, motion passes

Kathryn Kerr made a motion seconded by Lavonne Horstman to amen Ordinance #24A-2017 Sidewalk and Crosswalk Construction, roll call-all ayes, motion passes

Kayliecia Gilleran made a motion seconded by Kathryn Kerr to renew our contract with Coyne Propane at a price of 1.149, roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Kayliecia Gilleran to give sewer credit to the vacant homes that were charged for solid waste and trash cans in May, June, July and August, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Lavonne Horstman to allow Angels of Action to continue using the Village Hall to pass out food until January 4, 2021 and then it will be revisited, roll call, all ayes motion passes

Public Comment:  None

Council Comment: Kathryn Kerr informed Council that Linda Johnson has stepped down from the Library Board, they are looking for a replacement and will let Council know when they find one. Kathryn also thanked James Soriano, Steve Mortensen and Courtney Garchow for purchasing 6 flags for the Village. Steve Mortensen is concerned about all the dry gas that is being used, and will look into possible solutions.
