Regular Meeting Minutes

President Evelyn Jones called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Steve Mortensen-present, Evelyn Jones-present, Kayliecia Gilleran-present, Kathryn Kerr-present, Lavonne Horstman-present
Public Comment: None
Barryton Police Report: Chief Miller read the Police report, the report will be posted around town.
Chief Miller introduced his choice for replacing Beau Bieliecki, Ryan Douglas.
Kathryn Kerr made a motion seconded by Steve Mortensen to hire Ryan Douglas to the Police Department with a starting wage of $14.10/hr. until training/probation is fulfilled, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Kayliecia Gilleran to allow Chief Miller to purchase uniform pants, name badge and vest for Ryan Douglas not to exceed $800.00, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Lavonne Horstman to allow Chief Miller to purchase a new hard drive not to exceed $150, to come out of the licensing fees, roll call-all yeses, motion passes
DPW Report: Tom was absent, Kathryn Kerr read the DPW Report: The Company doing the asphalt for the walking trail at the Community Center Volunteered to use the extra asphalt to fill in holes in the Villages roads. Tom contacted 3 companies for bridge quotes, two got back to him. Council discussed the street sweeping, and decided they didn’t want the streets swept, but the curbs swept. Melissa Lazzaro will send an email to see if they can sweep the curbs instead of the streets.
Steve Mortensen made a motion seconded by Kayliecia Gilleran to accept I-Deal Asphalt Sealcoating’s quote of $900 for sealcoating the area recommended by the latest bridge inspection for the Marion St Bridge, roll call-all yeses, motion passes.
Minutes of Regular Meeting August 12, 2020 and Public Hearing August 12, 2020 were presented
Kathryn Kerr made a motion seconded by Kayliecia Gilleran to accept minutes as written, roll call-all ayes, motion passes
Melissa Lazzaro read the Clerks report. Melissa presented council with a renewal for labor law posters, and explained that it’s $29.00 to renew and get all posters as needed by email for the year, or if not renewed, each poster would be $49.00. Melissa also informed Council that the Village has started receiving restitution from Chad Lindsey.
Kayliecia Gilleran made a motion seconded by Kathryn Kerr to renew our Labor Law Poster subscription for $29.00/year, roll call-all yeses, motion passes
Evelyn Jones made a motion seconded by Kathryn Kerr to accept the Clerks report, roll call-all ayes, motion passes
Courtney Garchow was absent, Melissa Lazzaro read the Treasurer’s Report: Current Bank Balances as of 08/31/2020 per Isabella Bank Statement: General Fund: $135,759.11, Sewer Fund: $223,674.71, Solid Waste Fund: $31,049.09 Major Street Fund: $75,518.63 Local Street Fund: $31,499.41 Motor Pool Fund: $44,925.71, Sewer Bond Interest $1,015.03. Courtney provided Council with an update on our loan balances-Sewer balance is $434,000, and Farmer’s Market is $36,000 with a payment of $4,000 due on October 1, 2020.
Steve Mortensen made a motion seconded by Lavonne Horstman to accept the Treasurers Report as read, roll call-all ayes, motion passes
Lavonne Horstman made a motion seconded by Kathryn Kerr to pay General Fund bills with check# 18210-18254, and 258(E) for $9,424.90, Sewer Fund with check #3233-3238 for $7,150.76, Motor Pool Fund with check #1298-1302 for $2,931.60 and Solid Waste Fund with check # 760-762 for $4,779.72 Local Street Fund with check # 992 for $446.62 and Major Street Fund with check # 1072 for $580.34 For a total of $25,313.94 with $13,884.02 in due to’s and $11,429.92 for bills and expenses, roll call-all yeses, motion passes
Evelyn Jones read a letter of resignation from Linda Johnson, she resigned from the Library Board due to health reasons. Evelyn Jones also read a letter from the Village of Clinton regarding the conflicts with General Law Village Act and the new lead and copper rules. The Village of Clinton is reaching out to other General Law Village Act communities asking for donations to help resolve the conflict. The Village of Barryton does not have City water, therefore will not be getting involved.
Kathryn Kerr made a motion seconded by Steve Mortensen to allow Melissa Lazzaro to contact the Village attorney regarding the dissolution of the Village, not to exceed $2,500 with payment to be allocated from all funds, roll call-all yeses, motion passes
Evelyn Jones made a motion seconded by Lavonne Horstman to rent a second safety deposit box for $150/year from Isabella Bank, roll call-all yeses, motion passes
Committees: The Labor Board will be meeting on September 15, 2020 to discuss Police wages. The Dam Committee will be meeting on September 16, 2020 to look at grants for dam repair, the public is welcome to attend both meetings
Public Comment: None
Council Comment: Steve Mortensen recommended Council look into hiring a Village Manager to oversee employees and any duty Council sees fit, to report to Council.
Kayliecia Gilleran made a motion seconded by Lavonne Horstman to adjourn, roll call-all ayes, motion passes
