Regular Meeting Minutes

President Evelyn Jones called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Steve Mortensen-present, Evelyn Jones-present, Kayliecia Gilleran-present, Kathryn Kerr-present, Lavonne Horstman-present

Public Comment: A resident asked if Arthur St. is going to be fixed, once they pave the parking lot at the school it will be fixed.  Tom is going to ask them if they will put some more dirt in the road until it can be fixed. A resident asked if a street light could be put up at the end of Haddix St., A resident is adding on to their home and pole barn, and asked if one of the fees could be waived, Tom said since they are doing both buildings at the same time only one fee was needed.

Kathryn Kerr made a motion seconded by Steve Mortensen to have a streetlight put in at the end of Haddix St., roll call-all yeses, motion passes

Barryton Police Report: Chief Miller read the Police report, the report will be posted around town.

Kayliecia Gilleran asked Chief Miller about rotating impounds with Rob’s Tire. Chief agreed it was only fair to rotate.

Kathryn Kerr asked Chief if it was possible at some time in the future if the Village Office could be used as a satellite State Police Post, Chief said it yes it could be used if it were to happen. Chief was also asked if Officer Douglas was ready to be on his own, he is still waiting on his vest, and will be riding with Chief Miller and Officer Morgan for another 2-3 weeks.

Tom Brown is working on getting a new speed limit sign for the west side of 20 Mile Rd.

Kayliecia Gilleran made a motion seconded by Kathryn Kerr to rotate vehicle impounds between Huff’s and Rob’s Tire, roll call-all yeses, motion passes

DPW Report: Tom Brown read the report, it’s going to cost $58.00 to have the fence railing and posts that were damaged at Central Park replaced. Tom doesn’t have any more extra railings at the barn, so he would like to purchase some extra ones to keep at the barn. Tom and Rocky have started leaf pick up. They are also doing discharge right now. Tom needs 8 gallons of antifreeze to close up the Park bathrooms.

Kayliecia Gilleran made a motion seconded by Steve Mortensen to purchase the railings and posts and the extra railings and posts, not to exceed $96.00, roll call-all yeses, motion passes.

Steve Mortensen made a motion seconded by Lavonne Horstman to allow Tom to purchase 8 gallons of antifreeze at Barryton Hardware, to close up the park bathrooms, roll call-all yeses, motion passes

Minutes of Regular Meeting September 9, 2020 and Special Meeting Minutes September 16, 2020 were presented

Melissa Lazzaro read the Clerks report. Melissa presented council with a quote for plaques for the gazebo’s and picnic tables that were donated by Nelly Weil, and for the monetary donation by The Lion’s Club for the pole for the Historical sign. Melissa reminded Council there is still work that needs to be done on the Marion St. Bridge, Tom is checking into what to use for fill, so when Spring gets here it can be worked on. He is also checking with the County for the portion of the railing that needs to be replaced. Melissa also needs to order new time cards.

Kathryn Kerr made a motion seconded by Kayliecia Gilleran to purchase 5 plaques from Graphic Specialties not to exceed $78.00, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Kayliecia Gilleran to spend up to $100 to pay for the Historical Sign Post, and supplies needed to set the sign, the pole costs $350, the Lions Club is donating $300 to help with the cost of the sign, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Steve Mortensen to purchase 300 time cards not to exceed $35.00, roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Kayliecia Gilleran to accept the Clerks report, roll call-all ayes, motion passes

Courtney Garchow read the Treasurer’s Report: Current Bank Balances as of 09/30/2020 per Isabella Bank Statement: General Fund: $155,671.51, Sewer Fund: $235,146.15, Solid Waste Fund: $29,686.45 Major Street Fund: $78,941.50 Local Street Fund: $33,217.11 Motor Pool Fund: $44,518.85, Sewer Bond Interest $1,015.16.

Courtney asked Council to clarify how they wanted payroll done as far as timecards or timesheets, Council wants timecards to be used, and to stay with being paid by the quarter hour. Vacation day is the amount of hours normally worked in a day, which right now is 6 hours. Salvage inspections will probably slow down for a while, due to health issues with the salvage inspector. Farmers Market will be done at the end of the month, so far vendors have brought in $615.00. All entities that would have received an August revenue sharing payment did not receive one. Instead we were provided with a Coronavirus Relief payment of $1,197.  These are restricted funds only to be used on things directly related to the pandemic, any unused funds are to be returned to the State. The Village is due for its annual Fire Safety inspection, and per last year’s inspection, our fire extinguishers need to be replaced. Courtney reminded Council that we have a limit on our copies per year.

Steve Mortensen made a motion seconded by Evelyn Jones to schedule the fire safety inspection and have 3 fire extinguishers replaced and purchase one for the Office, not to exceed $350, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to allow Courtney Garchow to proceed with due to’s, roll call-all yeses. Motion passes

Kathryn Kerr made a motion seconded by Evelyn Jones to accept the Treasurers Report as read, roll call-all ayes, motion passes

Lavonne Horstman made a motion seconded by Evelyn Jones to pay General Fund bills with check# 18257-18294, and 259-260(E) for $9,057.73, Sewer Fund with check #3239-3241 for $1,069.84, Motor Pool Fund with check #1302-1304 for $454.93 and Solid Waste Fund with check # 763 for $4,337.44 and Local Street Fund with check # 993-995 for $1,029.97.  For a total of $15,949.91, roll call-all yeses, motion passes

Melissa Lazzaro read a letter from Sarah Banks, about the dissolution of the Village of Barryton.

Courtney Garchow read a letter from John Devine Jr. an attorney for Mr. Millard, owner of the car wash.

Steve Mortensen made a motion seconded by Kathryn Kerr to allow Courtney to contact the Village attorney concerning the Car Wash, roll call-all yeses, motion passes

Tom will contact Brian Sutton to find something to use to fix the holes in the alley behind MacKersies, he will also be doing bi-weekly grading in the alley to help keep it up.

Kathryn Kerr made a motion seconded by Evelyn Jones to schedule a Public Hearing for October 27, 2020, at 6:00pm, at the Community Center, not to exceed $200 roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Evelyn Jones to purchase a HP 24-dp0158qe AiO PC Computer with the 3 year protection plan, not to exceed $1,200, roll call-all yeses, motion passes

Steve Mortensen made a motion seconded by Evelyn Jones to accept Labor Boards recommendation for the new Police Department wages, effective starting next pay period, roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Evelyn Jones to have the Village of Barryton be a fiduciary for the Youth Prevention Committee, roll call-all yeses, motion passes

Steve Mortensen made a motion seconded by Evelyn Jones to contact engineering firms for a quote on inspecting our Dam, roll call-all yeses, motion passes

Committees:

Public Comment: A resident asked if bank balances are being put in the minutes, they are. A resident went back to the conversation about timecards, and said at his place of work they were only allowed to punch in up to 3 minutes early.

Council Comment: Kathryn Kerr talked about grant information we received, one of them is due November 19, 2020. She also mentioned she gave the information to Mitch MacKersie, and if he decides to apply, he may need a letter of recommendation from Council.
