Regular Meeting Minutes
President Evelyn Jones called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Steve Mortensen-present, Evelyn Jones-present, Kayliecia Gilleran-present, Kathryn Kerr-present, Lavonne Horstman-present
Public Comment: None
Barryton Police Report: Chief Miller read the Police report, the report will be posted around town. Chief Miller is looking into dash cams and town surveillance. Craig Barket, an IT tech for Big Rapids answered questions. Steve Mortensen asked Chief Miller to look into getting the Village an Enforcement Officer.
DPW Report: Tom Brown read the report, discharge is ongoing, hopefully done by Friday November 13, 2020. Tom thanked everyone for helping with leaf pickup and discussed the issue with paving at Kelly’s. Melissa Lazzaro will be sending a letter to Fenstermacher Asphalt and Paving regarding Al’s bill and repair. Kat asked about the posting boards being hard to open and if they could be fixed.
Minutes of Regular Meeting October 14, 2020 and Special Meeting Minutes October 22, 2020 and Special Meeting Minutes October 30, 2020 were presented
Kayliecia Gilleran made a motion seconded by Evelyn Jones to accept all minutes as written, roll call-all ayes, motion passes
Melissa Lazzaro was absent, No report this month
Courtney Garchow read the Treasurer’s Report: Current Bank Balances as of 10/31/2020 per Isabella Bank Statement: General Fund: $150,558.60, Sewer Fund: $237,264.35, Solid Waste Fund: $27,526.86 Major Street Fund: $81,282.54 Local Street Fund: $32,971.49 Motor Pool Fund: $47,573.17, Sewer Bond Interest $1,015.29.
Evelyn Jones made a motion seconded by Kayliecia Gilleran to spend up to $637 of the remaining Corona Virus relief check, roll call-all yeses, motion passes
Evelyn Jones made a motion seconded by Kayliecia Gilleran to spend up to $110.00 on Office supplies from Quill.com, roll call-all yeses, motion passes
Council would like Melissa Lazzaro to send a letter to the Boys Scouts to remind them of their responsibility to maintain the building and grounds
Kathryn Kerr made a motion seconded by Steve Mortensen to accept the Treasurers Report as read, roll call-all ayes, motion passes
Kathryn Kerr made a motion seconded by Lavonne Horstman to put out a bid for the pine trees and stumps removal at the Boy Scout Hall, roll call-all yeses, motion passes
Kayliecia Gilleran made a motion seconded by Kathryn Kerr to have all eligible Council Members attend the Virtual Training Session from MML at a cost of $65.00 per person, roll call-all yeses, motion passes
Lavonne Horstman made a motion seconded by Kathryn Kerr to pay General Fund bills with check# 18301-18339, for $6,788.00, Sewer Fund with check #3242-3247 for $8,010.67, Motor Pool Fund with check #1305-1306 for $733.20, Solid Waste Fund with check # 764-765 for $563.68, Local Street Fund with check # 996-999 for $2,359.58 and Major Street Fund with check #1073-1074 for $739.78, for a total of $19,194.91 with $10,978.28 for due to’s and $8,216.63 in expenses, roll call-all yeses, motion passes
Kayliecia Gilleran would not rescind her motion about rotating tows/impounds between Rob’s Towing and Huff’s from the October regular meeting.
Evelyn Jones made a motion seconded by Steve Mortensen to have all Police tows/ impounds go back to Huff’s, roll call-all, Kathryn Kerr-yes, Steve Mortensen-yes, Kayliecia Gilleran-no, Lavonne Horstman-yes, motion passes
Zoning Administrator-Tom Brown receives $500/year, Code Enforcement-Rocky Dunklee receives $500/year
Committees: Ordinance Committee Meeting on December 6, at 6:00pm
Public Comment: a resident thanked everyone for helping with leaf pickup and discussed more effective ways to do leaves in the future
Council Comment: Drain on Angel/Renwick is to be marked off.
Steve Mortensen made a motion seconded by Lavonne Horstman to spend up to $4,000 to fix the storm drain on Angel/Renwick and to get bids for the storm drain on Hudnut/Park Place, roll call-all yeses, motion passes
Tom Brown was asked to remove all the broken curbs prior to plow season.
