Regular Meeting Minutes
President James Soriano called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Steve Mortensen-present, Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present,
James Soriano presented the Rubrics Scoring from the 3 Trustee applications turned in, they all scored a 9 out of 10. James Soriano informed Council it was up to Council to make a motion to decide who would be appointed to the position. All the applicants spoke and gave Council a summary of themselves.
Steve Mortensen made a motion seconded by Kathryn Kerr to appoint Don Cole to the Trustee Seat, roll call-all ayes, motion passes
Clerk-Melissa Lazzaro swore in Don Cole
Council started a Zoom meeting with the Village Attorney about the car wash. Mr. Millard’s Attorney-Mr. Devine, wife and father-in-law were present. Village Treasurer Courtney Garchow presented Mr. Williams and Mr. Devine with the 3 different proposals she prepared for Council, the first option was Mr. Millard’s account with no adjustments, with Mr. Millard owing the Village $14,382.97, the second option was Mr. Millard’s account without the 12.5 REU’s from notified closure in September of 2019, with Mr. Millard owing the Village $6,771.98, the last option is Mr. Millard’s account without the 12.5 REU’s from suspected closing in November of 2018 with Mr. Millard having a credit of $125.13. Mr. Devine was not satisfied with those options and referred to his letter to Mr. Williams from November 20, 2020 in which he figured the Village owes Mr. Millard $2, 208.91. Mr. Williams advised Council that he felt Mr. Millard is not entitled to a refund, and a compromise was attempted without success. Mr. Williams advised Council to come up with an amount for the lien and make it good for thirty (30) days.
James Soriano made a motion seconded by Evelyn Jones to make the lien discharge amount on Mr. Millard’s sewer account $4,000, this offer is good for thirty (30) days, (January 8, 2020) roll call-all yeses, motion passes.

Barryton Police Report: Chief Miller read the Police report, the report will be posted around town. Chief Miller informed Council Officer Scott Morgan is interested in replacing him in January, and that Officer Ryan Douglas is interested in taking over the Ordinance position.
Kathryn Kerr made a motion seconded by Evelyn Jones to make Scott Morgan a Chief in training, roll call all yeses, motion passes
Kathryn Kerr made a motion seconded by Evelyn Jones to purchase an in-car video two camera base kit from PRO-VISION, to be taken out of licensing fees, not to exceed $4,524.00 roll call-all yeses, motion passes
DPW Report: Tom Brown read the report, he is waiting on quotes for removing trees at the Boy Scouts and Brian Sutton for storm drain repair, both to be completed in the spring. F&B Stump Grinding donated 2 truckloads of woodchips for the barn, Council wishes to thank them for their donation. Tom presented Council with a quote from Gingrich’s for new tires for the ½ ton pickup and a new computer tower for DPW as the one he has now is not usable anymore.
James Soriano made a motion seconded by Evelyn Jones to purchase 4 new tires for the ½ ton pickup from Gingrich’s, not to exceed $750, roll call-all yeses, motion passes
Evelyn Jones made a motion seconded by Kathryn Kerr to purchase an HP ProDesk 600 and a 3 year warranty, not to exceed $288.96, roll call-Kathryn-yes, Evelyn-yes, Steve-no, Don yes, James-yes, motion passes
Minutes of Regular Meeting November 11, 2020 and Special Meeting Minutes November 20, 2020 were presented
Evelyn Jones made a motion seconded by Steve Mortensen to accept all minutes as written, roll call-all ayes, motion passes
Melissa Lazzaro read the Clerk report, Melissa presented Council with a quote from Amazon for envelopes, informed Council that she could not find an address for the Boy Scout leader to be able to send a letter to them, Courtney said she can try to get it from soccer. Melissa also reminded Council of a motion made in November of 2019 to have all Village vehicles inspected monthly at Huff’s and asked if it is being done. It is not being done monthly, but Tom will start doing it. Melissa will also be updating the Village phone list and Committee list.
Evelyn Jones made a motion seconded by Don Cole to purchase envelopes from Amazon, not to exceed $51.48, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Steve Mortensen to accept the clerks report, roll call-all ayes, motion passes
Courtney Garchow read the Treasurer’s Report: Current Bank Balances as of 11/30/2020 per Isabella Bank Statement: General Fund: $156,979.82, Sewer Fund: $247,677.89, Solid Waste Fund: $31,442.99 Major Street Fund: $84,078.60 Local Street Fund: $34,346.27 Motor Pool Fund: $47034.54, Sewer Bond Interest $1,015.33.
Courtney updated Council on the amount of money the petition to dissolve the Village cost the Village-$1,680, volunteers spent $295.86 on signs, postage, etc., and the Village received $ 495.75 in FOIA requests concerning the Village dissolution. Courtney also updated Council on the money left from licensing fees, $7,472.57 remains.
Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check# 18347-18367, for $3,766.69, Sewer Fund with check #3248-3254 for $5,421.66, Motor Pool Fund with check #1307-13011 for $829.35, for a total of $10,017.70, roll call-all yeses, motion passes
Melissa Lazzaro read a letter from Mrs. Joellen Wing, she sent a postcard from Barryton in 1917, she would like it to go to the Museum.
Evelyn Jones made a motion seconded by Don Cole to accept the Vanguard quote of $228.41 for 2 fire extinguishers and a return trip fee, which Courtney will try to have removed, roll call-all yeses, motion passes
Evelyn Jones made a motion seconded by Kathryn Kerr to accept the jeep bid from Ann Wrobbel for $2,101.00, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Evelyn Jones to create a non-voting, non-paying chair for a business representative to sit with Council and be able to discuss with Council until a DDA is created, roll call-all ayes, motion passes
President James Soriano would like to add a Grant Committee with Kathryn Kerr as Chair-they are responsible for researching grants for the Dam, roads, USDA, or anything else that comes up.
Evelyn Jones made a motion seconded by Don Cole to re-open the Village account at Barryton Hardware, with a spending limit of $250 a month, roll call-all yeses, motion passes
James Soriano made a motion seconded by Evelyn Jones to extend the meeting by 10 minutes, roll call-all ayes, motion passes
Evelyn Jones made a motion seconded by Steve Mortensen to join PROTEC with a yearly cost of $44.38, roll call-all yeses, motion passes
Committees: Ordinance Committee met, they will be bringing a recommendation to Council to adopt a frost law.
Public Comment: a resident asked if we could look into having a logger buy the trees at the Boy Scout Building instead of having them cut down, Council agreed to look into it.
