Regular Meeting Minutes
President James Soriano called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Steve Mortensen-present, Evelyn Jones-present, Donald Cole-present, Kathryn Kerr-present, James Soriano-present
Public Comment: A resident asked why the Office isn’t open, after discussion, it was decided to keep the Office closed.
Duke Maniteau, from the Barryton Food Pantry asked if they could put a storage unit on Village property next to the Quonset hut for their supplies.
James Soriano made a motion, seconded by Donald Cole, to allow the Barryton Food Pantry to put up to an 8×20 storage unit for supplies, on Village property, next to the Quonset hut, roll call-all ayes, motion passes
Kathryn Kerr made a motion seconded by Donald Cole to allow Barryton Food Pantry to use Central Park Parking Lot for the food pantry, and allow them to bring in a port a pottie from November-May, roll call-all ayes, motion passes
Barryton Police Report: Chief Miller read the Police report, the report will be posted around town.
Village Clerk, Melissa Lazzaro swore in Scott Morgan as the new Village Police Chief
DPW Report: Tom Brown was absent, Tom submitted a quote for a floor jack and jack stands from Menards, Steve Mortensen stated that they are on sale at Harbor Freight for a better price, it was decided to look into Harbor Freights price and use petty cash to purchase them if the price was better.

Evelyn Jones made a motion seconded by Kathryn Kerr to accept minutes with changes-add motion for due to’s and add body cams to the motion for in car cameras, roll call-all ayes, motion passes
Melissa Lazzaro read the Clerk Report, the office needs to purchase toilet paper, the pole for the Historical sign has arrived, Melissa shared an email from the Road Commission about a possible Millage increase, with funds from the Village possibly coming back to the Village, and went over the Committee list, which will be updated and posted.

Courtney Garchow read the Treasurer’s Report: Current Bank Balances as of 12/31/2020 per Isabella Bank Statement: General Fund: $152,861.29, Sewer Fund: $254,559.98, Solid Waste Fund: $34,750.46 Major Street Fund: $83,936.50 Local Street Fund: $32,269.35 Motor Pool Fund: $51,509.95, Sewer Bond Interest $1,015.38.
Courtney included a copy of the proposed 2021-2022 budget for Council to review, asked for input on projects for our Capital Outlay-5 year plan, Vanguard did remove the truck charge, just waiting on them to come with new fire extinguishers, the Millard account has been reconciled, paid in full, the proposed amount, and would like to renew double up bucks for the Farmers Market

Evelyn Jones made a motion seconded by Donald Cole to accept the Treasurers Report as read, roll call-all ayes, motion passes
Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check# 18384-18420,and 264 (E) for $15,270.84, Sewer Fund with check #3255-3261 for $7,329.54, Motor Pool Fund with check #1312-1317 for $1,470.96, Solid Waste Fund with check # 766-767 for $6,383.80, Local Street Fund with check # 1000-1002 for $3,921.77 and Major Street Fund with check #1075-1077 for $2,855.54, for a total of $37,232.45 with $12852.98 for due to’s and $24,379.47 in expenses, roll call-all yeses, motion passes
Melissa Lazzaro read a letter from Mr. & Mrs. Kirgis, every year they send a Christmas card thanking the Village for keeping nice bathrooms at Central Park and send a donation.
Melissa Lazzaro read the Consumers Energy Resolutions
Evelyn Jones made a motion seconded by Kathryn Kerr to accept the Consumers Energy Resolutions for the streetlights at 191 Haddix and behind 287 Northern Ave, at $100 each, roll call-all yeses, motion passes
The quotes for the generator-for pump #6 it would be $12,175 plus shipping, and for pump 4 & 5 it would be $11,200 plus shipping, the transfer switch is $1300 each, plus shipping and installation. James Soriano is also going to get quotes from DTE on running a gas line.
Courtney Garchow sent letters to all the businesses asking if anyone was interested in being a Business Representative, and received no responses.
Evelyn Jones made a motion seconded by Steve Mortensen to change the land lease payment and permit payment due date from January 15th to March 15th, so it is in the current fiscal year, roll call-all yeses, motion passes
There will be a Public Hearing on February 10th at 5:45 right before the regular February meeting to discuss adopting the Michigan Vehicle Code
James Soriano made a motion seconded by Evelyn Jones to renew the Village Quill Plus membership for $69.99, roll call-all yeses, motion passes
Evelyn Jones made a motion seconded by Kathryn Kerr to accept the easement for electric facilities for Vivid Farms, roll call-all ayes, motion passes
James Soriano made a motion seconded by Donald Cole to accept the 5 year contract with Huff’s Service LLC, roll call-all ayes, motion passes
Council would like to look for someone to temporarily work part time to help Tom until Rocky can come back to work. Melissa will post for the position.

Donald Cole made a motion seconded by Evelyn Jones to send the water/sewer contract the Village has with the Township Office to the Village attorney, roll call-all yeses, motion passes
The Township Supervisor asked if the Village could mow the small strip of grass at the Museum, because it is private property, the Village cannot mow it.
Public Comment: a resident suggested an Officer sit on Northern Ave, he has witnessed cars getting hit and driving over curbs. He also suggested looking into a residential feed for generator gas lines. Another resident asked if there was an accident report for the accident the DPW director was in, there is a report.
Council Comment: Evelyn Jones let Council know the laundry mat is for sale. She also asked about the electric bill for 94 Angel and 99 Northern doubling-it’s because of the Christmas lights.
Steve Mortensen has noticed there are cars that haven’t been moved, and that Ordinances generally are not enforced in the winter, and he would like to see that changed. He would also like to see Council Pay increased, Kathryn Kerr is looking into it, and it will be put on February’s agenda.
Kathryn Kerr let Council know MML has a free webinar on finance for trustees, and Covid -19 updates on January 19th and 21st.
