Regular Meeting Minutes

President James Soriano called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Steve Mortensen-absent, Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Donald Cole-absent

Public Comment: A resident expressed concern about water not draining into the river because the ditch needs work, James Soriano will get quotes to have the ditch fixed. Another resident talked about potholes on Perry Ave, Street and Sidewalk Committee will walk around town and make note of all street repairs needed. Another resident was concerned about trucks blocking the sidewalks by Hanson’s.

Barryton Police Report: Chief Morgan read the Police report, then introduced our new Officer-Cutler Allen. The report will be posted around town.

Kathryn Kerr made a motion seconded by Evelyn Jones to Hire Cutler Allen as a Police Officer, and to purchase a left handed holster, practice ammunition, and a name tag, not to exceed $600, roll call-Steve Mortensen –absent, Donald Cole-absent, all yeses, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to have light bulbs in the Police vehicle replaced, roll call-Steve Mortensen-absent, Donald Cole-absent, all yeses, motion passes

DPW Report: Tom Brown was absent, Melissa Lazzaro read the report, He needs paint for the bathrooms, brush needs pushed back at the yard waste facility, the pickup and dump truck have had their monthly service check, starting in May the tractor will also be going in for a monthly service check, he would like 6 new flags and poles, new flags and poles were purchased last year, James Soriano will check the inventory before purchasing more.

Evelyn Jones made a motion seconded by Kathryn Kerr to purchase 2 gallons of paint for Central Park bathrooms, at $27.00 a gallon, roll call-Steve Mortensen-absent, Donald Cole-absent, all yeses, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to have Barryton Excavating push back the brush pile at the yard waste facility, not to exceed $300, roll call-Steve Mortensen-absent, Donald Cole-absent, all yeses, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to purchase landscape timbers not to exceed $200, motion void if not purchased in 30 days, and will be re-addressed, roll call-Steve Mortensen-absent, Donald Cole-absent, all yeses, motion passes

Minutes of Regular Meeting March 10, 2021 and Special Meeting March 27, 2021 Minutes were presented

Evelyn Jones made a motion seconded by Kathryn Kerr to accept all minutes, as written, roll call-Steve Mortensen-absent, Donald Cole-absent, all ayes, motion passes

Melissa Lazzaro read the Clerks Report:  Street lights on Haddix and Rose Ave are finished, I ordered and received the fireproof file cabinet, ordered and received the new white board and markers for Council, requesting a new blind for the office door, file folders, and paper, asked Council if she could put the budget on the Village website, Council agreed that it is a good idea, read a resignation letter from Donald Cole.

Evelyn Jones made a motion seconded by Kathryn Kerr to order 8 reams of paper for $25.99, roll call-Steve Mortensen-absent, Donald Cole-absent, all yeses, motion passes

James Soriano made a motion seconded by Evelyn Jones to accept Donald Cole’s resignation, James expressed his appreciation for everything Donald has done for the Village, roll call-Steve Mortensen, absent, Donald Cole-absent, all ayes, motion passes

James Soriano made a motion seconded by Kathryn Kerr to post the open trustee seat, all applications will be due by 3:00pm Tuesday May 11, 2021. Roll call-Steve Mortensen-absent, Donald Cole-absent, all ayes, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to accept the Clerk report, roll call-Steve Mortensen-absent, Donald Cole-absent, all ayes, motion passes

Courtney Garchow read the Treasurer’s Report: Current Bank Balances as of 03/31/2021 per Isabella Bank Statement: General Fund: $166,176.61, Sewer Fund: $237,670.04, Solid Waste Fund: $34,927.22 Major Streets Fund: $87,352.66 Local Streets Fund: $33,904.66 Motor Pool Fund: $50,383.96 Sewer Bond Interest $1010.49. Courtney reminded Council that this is only the second month of the new spending year, and to please consider this in their spending decisions as we have a mandatory 10k audit and possible grant matching for the dam to consider as well. Principal payment/payoff for the Farmer’s Market loan as of 4/30/2021 is $32, 090.38 Payoff would mean not having to complete compliance review paperwork due in April and open up possibilities of new loans for the dam. Courtney is still waiting on information for refinancing the sewer loan. Farmers Market will be accepting EBT, Double up, WIC Project Fresh, Spectrum Health Vouchers, Spectrum Health Prescription for Health and Spectrum Vendor this year.

Kathryn Kerr made a motion seconded by Evelyn Jones to accept the Treasurers Report as read, roll call-Steve Mortensen-absent, Donald Cole-absent, all yeses, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check #18507-18539 and 267-268(E) for $9,542.34, Sewer Fund with check # 3277-3278 for $394.11, Motor Pool fund with check #1327-1329 for $1,639.36, and Solid Waste Fund with check # 772 for $2,104.60 for a total of $13,680.41, roll call-Steve Mortensen-absent, Donald Cole-absent, all yeses, motion passes

Melissa Lazzaro read an email from Ian MacKersie regarding his home being vandalized.

Evelyn Jones made a motion seconded by Kathryn Kerr to accept the requested changes in the employee handbook, roll call-Steve Mortensen-absent, Donald Cole-absent, all ayes, motion passes

James Soriano will be getting quotes for 2 doors and installation for the Office and Meeting room.

Kathryn Kerr made a motion seconded by Evelyn Jones to have Consumer’s Energy convert the rest of the street lights to LED at no cost to the Village, roll call-Steve Mortensen-absent, Donald Cole-absent, all ayes, motion passes

Kathryn Kerr made a motion seconded by Evelyn Jones to accept Country Wide Septic’s bid of $210 for the first month (delivery charge) and $160 a month for 2 port a potties,  May 28-October 30, roll call-Steve Mortensen-absent, Donald Cole-absent, all yeses, motion passes

Public Comment:  A resident asked if the Village could start accepting credit card payments, it would cost the Village money, which would end up  being charged to the customer, so no, the Village is not going to accept credit card payments 

Council Comment: Evelyn Jones asked about an update to the Donnie Dennis law suit, we have not received any new updates.
