Regular Meeting Minutes
President James Soriano called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Steve Mortensen-present, Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Michelle Kundrat-present
Public Comment: A resident asked if they could park their camper in the road for a few days to get it ready for camping season, Council agreed to let them. A couple introduced themselves and informed Council they are trying to secure a building in the Village for a new business.
Barryton Police Report: Chief Morgan read the Police report
Evelyn Jones made a motion seconded by Kathryn Kerr to sell the two 45 pistols for $325 each and purchase two 9mm semi-automatic pistols for $168 roll call-all yeses, motion passes
DPW Report: Tom Brown read the report-DPW Dept has been working at the lagoons, mowing, hauling dirt to fill in the holes. Community Service workers will be here on Wednesdays in June, hoping to get them in July as well. They have started spraying weed killer on the roads, will keep working on that. They have used 2 tons of hot patch on the roads, they will need more. Tom would like Council to look into getting an outside spicket at the Office. Tom got a quote for $1500 from K&J Doors for a new door on the Quonset Hut. Tom Brown will be on vacation June 14-18.
Evelyn Jones made a motion seconded by Steve Mortensen to purchase 4 tons of hot patch, roll call-all yeses, motion passes
James Soriano made a motion seconded by Evelyn Jones to put the red dump truck with salt spreader up for sealed bids, minimum bid of $9,000 to go towards the purchase of another vehicle. All bids must be turned in to the Village Office by 2:00 pm July 13, 2021, roll call-Steve Mortensen-yes, Evelyn Jones-yes, Kathryn Kerr-yes, Michelle Kundrat-no, James Soriano-yes, motion passes
Minutes of Regular Meeting May 12, 2021, were presented
Evelyn Jones made a motion seconded by Steve Mortensen to accept minutes as written, all ayes, motion passes
Melissa Lazzaro read the Clerks Report: Working on getting addresses for parks, new sewer/trash postcards were ordered and received, sent in sea lamprey control letter, finished insurance renewal, needs to order new filters for air purifier.
James Soriano made a motion seconded by Steve Mortensen to purchase 3 air purifier filters not to exceed $19.99, roll call-all yeses, motion passes
James Soriano made a motion seconded by Michelle Kundrat to accept the Clerk report, roll call-all ayes, motion passes
Courtney Garchow read the Treasurer’s Report: Current Bank Balances as of 05/31/2021 per Isabella Bank Statement: General Fund: $123,042.60, Sewer Fund: $243,573.82, Solid Waste Fund: $34,897.20 Major Streets Fund: $92,499.59 Local Streets Fund: $36,234.83 Motor Pool Fund: $50,355.92 Sewer Bond Interest $1,018.57.
Our information for refinancing the sewer loan has been passed on to a financial advisor who has determined that there would be beneficial savings to the Village. She will email a draft of tax newsletter to Council to approve. Farmers Market payoff check has cleared, waiting on a letter to state the Village is debt free. Chief ordered tactical lights and donated the $149 to the Village to cover the expense. Delinquent tax amount is $18, 137.14. Courtney is resigning from her position as treasurer due to other obligations. She will stay until we find a qualified replacement and will also train her replacement.
James Soriano made a motion seconded by Evelyn Jones to post the Treasurer position, all applications to be turned in to the Village Office by 2:00pm Tuesday July 6, 2021, roll call-all ayes, motion passes
Evelyn Jones made a motion seconded by Michelle Kundrat to accept the Treasurers Report as read Roll call-all yeses, motion passes
Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check #18579-18629 and 271(E) for $44,662.39, Sewer Fund with check # 3287-3291 for $8,262.22, Motor Pool fund with check #1336 for $29.99, Local Street Fund with check # 1006-1007 for $620.68, Major Street Fund with check # 1081-1082 for $ 735.29 and Solid Waste Fund with check # 775-778 for $2,976.04 for a total of $57,286.61, roll call-all yeses, motion passes
Renee Earle sent an email to the Village resigning from her position as Market Master of the Farmers Market.
Kathryn Kerr made a motion seconded by Evelyn Jones to purchase regulatory signs, not to exceed $1,700, roll call-Michelle Kundrat-no, Steve Mortensen-yes, James Soriano-yes, Kathryn Kerr-yes, Evelyn Jones-yes, motion passes
James Soriano made a motion seconded by Kathryn Kerr to postpone the scheduled sewer increase until there is more information on refinancing the sewer loan, roll call-all yeses, motion passes
Evelyn Jones made a motion seconded by Kathryn Kerr to order the replacement slide for Central Park not to exceed $1,500, invoice will be sent to the insurance company for payment, roll call-all yeses, motion passes
Public Comment: Mike Kundrat has volunteered to mow and weed whip on Rio Passeo
Council Comment: Residents have asked a Council member if flags can go back up on M-66, Council will look into it. James Soriano donated the banner at Central Park, Evelyn Jones donated paint, and painted the swings at Central Park, James Soriano thanked Council and residents for their time, Evelyn Jones thanked Melissa Lazzaro for making the new flower bed at the Village Office. Steve Mortensen regretfully resigned from his position due to health reasons.
