Special Meeting Minutes

President James Soriano called the Village Council to Order at 6:05 pm

Pledge to the Flag was recited

Roll Call: James Soriano-present, Evelyn Jones-present, Kathryn Kerr-present, Michelle Kundrat-present, Steven Hammond-present

Kathryn Kerr made a motion seconded by Evelyn Jones to accept the amendments to the Consumers Energy Ordinance, roll call-all ayes, motion passes

Kathryn Kerr made a motion seconded by Michelle Kundrat to accept the amendments to #9-2015 Reduction or Elimination of Blight Ordinance, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Michelle Kundrat to accept the amendments to #1-2015 Elected Council Compensation, roll call-all ayes, motion passes

Kathryn Kerr made a motion seconded by Michelle Kundrat to accept the amendments to the Medical Marijuana Ordinance, roll call-all ayes, motion passes

Kathryn Kerr made a motion seconded by Steven Hammond to accept the amendments to the Recreational Marijuana Ordinance, roll call-all ayes, motion passes

James Soriano made a motion seconded by Kathryn Kerr to enter into discussion for the sale of Village land leased by the M66 Group LLC, roll call-all ayes, motion passes

Kathryn Kerr made a motion seconded by Steven Hammond to enter into final negotiations for the sale of Village land leased by M66 Group LLC, roll call-all ayes, motion passes

Kathryn Kerr made a motion seconded by Evelyn Jones to sell 14.54 acres of Village Land to the M66 Group LLC at $8,184.32 per acre totaling $119,000 (One hundred nineteen thousand dollars) as offered on a 15-year Land Contract, or as preferred by the M66 Group LLC a 15-year Mortgage, held by the Village of Barryton (providing this is permissible with the State, verified through the Village attorney) with a 6% interest rate. The Village is asking for a $10,000 (Ten thousand dollars) deposit at signing bringing the amount of the Land Contract/or/ Mortgage to $109,000 (One hundred nine thousand dollars). The Village is also asking for 1% (one percent) of net income from the grow facilities, owned by M66 Group LLC on said property to be donated to the Village of Barryton, roll call-all yeses, motion passes

Michelle Kundrat made a motion seconded by Evelyn Jones to allow The M66 Group LLC which has offered to pay half of the attorney fees associated with drawing up the contract for the sale of 14.54 acres of Village Land, roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Evelyn Jones to approve M66 Group LLC Recreational Retailer Application, roll call-all yeses, motion passes

James Soriano made a motion seconded by Evelyn Jones to select Option one (accept funding) on the Funding Election and Budget Certification Form for the American Rescue Act Plan and to send the Village information to receive funds from the Federal Government, roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Steven Hammond to accept the quote for #1,350 from George Straus to fix the Meeting room door and replace the Office door, to be paid for out of licensing fees, roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Michelle Kundrat to remove Steve Mortensen from all Village accounts, roll call all ayes, motion passes
