Regular Meeting Minutes

President James Soriano called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Michelle Kundrat-present, Steven Hammond-present

Public Comment: A resident read a letter about why he is trying to recall James Soriano and Kathryn Kerr

Barryton Police Report: Chief Morgan was absent

DPW Report: Tom Brown was absent, Melissa Lazzaro read the report, The Due Care Plan was checked and recorded, discharge will be done by the end of the week and all is going well, Tom would like to thank James Soriano and Kathryn Kerr for their help with picking up leaves, the  new sewer pump is $1,372.00, the old e1 pumps were changed out today and replaced with newer pumps, DPW needs an extra pump on hand for emergency purposes, Tom would like 2 head lamps for $14.99 each. The quote for the new sign for the office is $150.00 from Sean Roberds it a 2×4 ft sign.

Evelyn Jones made a motion seconded by Kathryn Kerr to purchase a sign for the office from Sean Roberds, not to exceed $150.00, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to purchase a Meyers sewer pump for emergency purposes, not to exceed $1,400, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Michelle Kundrat to purchase 2 head lamps, not to exceed $30.00, roll call-all yeses, motion passes

Minutes of Regular Meeting October 13, 2021, and Special Meeting Minutes October 27, 2021, were presented

Evelyn Jones made a motion seconded by Michelle Kundrat to accept all minutes as written, roll call- all ayes, motion passes

James Soriano read the President report, DPW is doing a good job picking up the leaves, and residents have also done well getting their leaves out for DPW, it has been the best year so far. The tractor has been repaired; the police cruiser is going in on 11/11/2021 for its monthly inspection. The dirt for the alleys will be done after leaf pick up is finished.

Melissa Lazzaro read the Clerks Report: Half of the ARPA money has been warranted, it should be deposited into our account shortly, it will be going into the sewer account for sewer projects/upgrades, Melissa reminded Council members that the General Law Village books belong to the Village, they can be taken home, but please bring them back when finished. Melissa will be off on November 15, 2021, she will be working Friday November 12 to have everything ready for Mindy on Tuesday. The Jackets and sewer flags for DPW were ordered and received, the new email for Mindy has been set up and it’s working very well, I emailed Matt from Michigan Rural Water about holding a confined space class at the Village Hall, he said we could do that and one of our DPW workers could attend at no charge. I have been working on filling out paperwork for the WEX Fuel card, Audit books arrived, and Council was provided a copy. Melissa will be having surgery late December or January and will not be in the office for 4-6 weeks, Courtney Garchow has agreed to cover the office duties, not including office hours, and Melissa will be working from home, if council agrees Melissa will split her check with Courtney. Quill Plus Membership needs to be renewed, and 1099’s and W-2’s needs to be ordered.

Evelyn Jones made a motion seconded by Steven Hammond to purchase W-2’s and 1099’s from Quill.com, not to exceed $55.00, roll call-all yeses, motion passes

Michelle Kundrat made a motion seconded by Evelyn Jones to renew the Quill Plus Membership for $69.99, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to have a Confined Space class at the Village Hall, and pay $199 for one DPW worker to attend, the other DPW worker will attend at no charge, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to allow Courtney Garchow to fill in For Melissa Lazzaro’s Office duties while she is recovering from surgery, Melissa will be working from home on all other duties, Melissa and Courtney will split the Clerks wages during this time, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Michelle Kundrat to accept the Clerk report, roll call-all ayes, motion passes

Mindy Campbell read the Treasurer’s Report: Bank Balances as of 10/31/2021 per Isabella Bank Statement: General Fund: $148,429.35, Sewer Fund: $264,654.46, Solid Waste Fund: $35,916.36 Major Streets Fund: $103,615.82 Local Streets Fund: $442,991.88 Motor Pool Fund: $32,922.66 Sewer Bond Interest $1,018.73.

The taxes have been sent to the County and settled at $19, 568.84, Farmers Market has been closed out with all coupons being sent in for reimbursement except for Senior Project Fresh, there was not a contract for this year. She did get everything rectified to send them in and they will be mailed out tomorrow.

Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check #18805-18852 and 276(E) for $27,423.46 Sewer Fund with check # 3316-3323 for $8,131.32, Motor Pool fund with check #1359-1363 for $3,131.99, Local Street Fund with check #1023 for $637.42, Major Street Fund with check #1089 for $590.72 and Solid Waste Fund with check #785-787 for $2,969.43 for a total of $42,884.34, with $12,623.19 in due to’s and $30,261.15 in bills, roll call-all yeses, motion passes

The Village received a Christmas card from Joe Borders, a thank you card from the Mortensen Family, and an email concerning the Village curfew, that email will be sent to Chief Morgan.

Evelyn Jones made a motion seconded by Michelle Kundrat to have the flags that are going to be hung on M66 to hang over the road as opposed to over the sidewalk, roll call-all ayes, motion passes

Planning Commission is working on the Capital Improvement Plan they are meeting the 1st Wednesday of every month.  

Evelyn Jones made a motion seconded by Michelle Kundrat to allow Kathryn Kerr to continue to investigate Solar Panels, roll call-all ayes, motion passes

Council is waiting on a drawing from Vivid Farms LLC showing the proposed placement of their sign.

Council decided since the stump on Marion and Darrah is not on Village Property, and not causing any safety issues, it will not be removed by the Village.

Council is looking into the possibility of bringing CannaJam to Barryton

Repairs are needed on Pump Station 6, Main-Tech is waiting on parts

James Soriano will be talking to Chief Morgan about finding someone interested in doing Salvage Inspections for the Village

Council tabled public land use, to get more information

Committees: Still looking for a Market Master for the Farmer’s Market, Kathryn Kerr spoke with someone interested in providing free fruit and vegetable to residents with vouchers, like WIC and Spectrum Health, Kathryn will contact the Health Department and possibly have it go through Barryton Elementary.

Kathryn Kerr found someone willing to come to the Village for Cannabis training for Council at no charge

Public Comment: A resident asked if two trash cans could be left out  in Central Park throughout  the winter

Michelle Kundrat made a motion seconded by Evelyn Jones to leave two trash cans in Central Park throughout the winter, roll call-all ayes, motion passes

Another resident asked why Central Park Bathrooms are closed so early, in the past they have been vandalized on devils’ night, so they are always closed and winterized before the 30th of October. Possibly next year a port a pottie can be moved closer to the park and left out longer.

A resident would like to see Central Park decorated for Christmas and is asking Council’s permission to do so.

Michelle Kundrat made a motion seconded by Evelyn Jones to allow Central Park to be decorated for Christmas and the use of electricity-all lights must be on a timer and can be lit from 5pm-11pm, roll call-all yeses, motion passes
