Regular Meeting Minutes
President James Soriano called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Michelle Kundrat-absent, Steven Hammond-present
Public Comment: None
Barryton Police Report: Chief Morgan was absent
DPW Report: Tom Brown read the report-DPW Department has been weed whipping along the river, fixed the lights in the Office and Meeting Room, has been putting dirt in the park, mowing, fixed some storm drains, they have been working in the barn while it’s raining. Tom is requesting a gate at Central Park, in the back to replace to the chain, lights for the back of the old truck to see at night while plowing, and a light for lift station 4. Brian Sutton will be fixing the storm drain the first part of September, Matt from Michigan Rural Water will also be available in September to check the sludge levels. The leftover landscaping Timbers will be used to make a flower box by the well in Central Park, the Office and under the boards at the American Legion and by the Office.

Evelyn Jones made a motion seconded by Kathryn Kerr to purchase 2 (two) lights for the back of the old truck for plowing not to exceed $55.98, roll call-all yeses, Michelle Kundrat-absent, motion passes
Evelyn Jones made a motion seconded by Kathryn Kerr to purchase a gate, hardware and wheels to replace the chain at Central Park not to exceed $240, using Land Lease Payment money for payment, roll call-all yeses, Michelle Kundrat-absent, motion passes
Kathryn Kerr made a motion seconded by Evelyn Jones to terminate Rocky A. Dunklee, roll call-all ayes, Michelle Kundrat-absent, motion passes
Kathryn Kerr made a motion seconded by James Soriano to accept the Driveway Doctor’s bid of $2,110 to seal coat the walking Trail and Farmer’s Market Parking Lot using Land Lease Payment money for payment, all yeses, Michelle Kundrat-absent, motion passes
Minutes of Regular Meeting July 14, 2021, Public Hearing Minutes July 23, 2021, and Special Meeting Minutes July 23, 2021, were presented
Evelyn Jones made a motion seconded by Kathryn Kerr to accept all minutes with Corrections-In a motion made by Kathryn Kerr, seconded by James Soriano, for the purchase of Village Land add the dollar amount of the offer, all ayes, Michelle Kundrat-absent, motion passes
Melissa Lazzaro read the Clerks Report: Melissa reminded Council the Grass/Leaves Ordinance is 7days, the new Blight Ordinance is 5 days, New Ordinances go into effect Thursday August 12, 2021, Recommended a sign on the pavilion with the Office phone number, Evelyn Jones is going to put the information on the sign in Central Park. Requesting a bigger post office box for $58/yr., stamps are going up the end of August, remove Steve Mortensen form mail pick up, for now leaving James Soriano and Melissa Lazzaro as authorized mail pick up. Address for East River Park, the nearest address is 2495 Coolidge, recommended Council members go to the MML website for free educational videos. Requesting toilet paper for the park restrooms, paper towels for office restroom and park restrooms, trash bags for office and park, new Certificates for Marijuana Permits, and a new Open/Closed sign.

Courtney Garchow is absent, Melissa Lazzaro read the Treasurer’s Report: Bank Balances as of 07/31/2021 per Isabella Bank Statement: General Fund: $126,046.75, Sewer Fund: $257,688.51, Solid Waste Fund: $34,443.46 Major Streets Fund: $96,488.07 Local Streets Fund: $39,007.02 Motor Pool Fund: $12,416.29 Sewer Bond Interest $1,018.66.
Still waiting to hear information on refinancing the sewer loan, our biannual audit is complete, it’s being finalized on their part, Katherine DeVary was unable to return for the Treasurer’s Position, Courtney has suggested hiring Mindy Campbell..

Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check #18680-18715 and 274(E) for $17,719.19 Sewer Fund with check # 3297-3303 for $11,207.72, Motor Pool fund with check #1084-1085 for $2,261.55, Local Street Fund with check #1009-1010 for $1,147.04, Major Street Fund with check #1084-1085 for $ 2,261.55 and Solid Waste Fund with check #780-781 for $2,847.53 for a total of $36,467.54, with $23,721.55 in due to’s and $12, 745.99 in bills, roll call-all yeses, Michelle Kundrat-absent, motion passes
James Soriano received an email from Dennis Flynn regarding excess noise, the email was sent to Chief Morgan, James responded to Mr. Flynn telling him that it’s been sent to the Chief and if there are any more issues to let him know, Mr. Flynn has not responded, James will follow up with Chief Morgan to make sure the issue has been resolved.

Tom Brown and Evelyn Jones will be working together to get the necessary information together to get flags on M66
Planning Commission will be working on a Capital Asset Plan
One Bid was received for the Dump Truck, for $10,501
