Regular Meeting Minutes

President James Soriano called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Michelle Kundrat-absent, Steven Hammond-present

Public Comment: none

Barryton Police Report: Chief Morgan was absent

DPW Report: Tom Brown read the report, Tom is requesting new blades for the V-Plow at a cost of $580, air bags on the new truck to haul more weight (salt/sand) at a cost of $825, he would like Brian Sutton to bring him a load of sand/salt, he charges $100, Tom will use petty cash to pay Brian, The Police Cruiser needs new tires at a cost of $680 and a new radiator at a cost of $700, Tom would like to remind residents there is no parking on the Village streets from 2am-6am vehicles can be towed at the owners expense, discharge is done and went well, he will discharge again in March or April, the Police Cruiser also needs new headlights.

James Soriano made a motion seconded by Kathryn Kerr to replace the blades on the V-Plow, to be purchased from The Ina Store, not to exceed $580, roll call-all yeses, Michelle Kundrat-absent, motion passes

Kathryn Kerr made a motion seconded by Evelyn Jones to have the headlights and pigtail replaced on the Police Cruiser, not to exceed $500, roll call-all yeses, Michelle Kundrat-absent motion passes

Kathryn Kerr made a motion seconded by Evelyn Jones to purchase air bags for the new truck to haul additional weight, not to exceed $825, roll call-all yeses, Michelle Kundrat-absent, motion passes

Kathryn Kerr made a motion seconded by Steven Hammond to purchase new tires for the Police Cruiser from Gingrich in Remus, not to exceed $680, roll call-all yeses, Michelle Kundrat-absent, motion passes

James Soriano made a motion seconded by Kathryn Kerr to have the radiator in the Police Cruiser replaced not to exceed $700, roll call-all yeses, Michelle Kundrat-absent, motion passes

Minutes of Regular Meeting November 10, 2021, were presented

Kathryn Kerr made a motion seconded by Evelyn Jones to accept the minutes as written, roll call- all ayes, Michelle Kundrat-absent motion passes

James Soriano read the President Report, despite a complaint about plowing by the Church and old dentist office, James is happy with plowing so far, Unfortunately there really isn’t any other way to plow that section of the road.

Melissa Lazzaro read the Clerk’s Report, Half of the ARPA funds have been deposited into the Sewer Fund, Melissa emailed Matt from Michigan Rural Water about the Confined Space Class and he will let her know when he wants to set up a class here in Barryton, all the paperwork for the WEX Fuel cards is done and the cards have arrived and been dispersed to the DPW Director and Police Chief, Melissa forwarded the email from a resident to the Police Chief as requested by Council, Chief Morgan got back to Melissa and requested an address for the resident, Melissa  reached out to the original sender and has not heard back from her, a reminder to Council, when sending emails from your Village account, you must have the Village clause on it.

James Soriano made a motion seconded by Kathryn Kerr to accept the Clerk report, roll call-all ayes, Michelle Kundrat-absent, motion passes

Mindy Campbell read the Treasurer’s Report: Bank Balances as of 11/31/2021 per Isabella Bank Statement: General Fund: $152,673.57, Sewer Fund: $296,080.78, Solid Waste Fund: $38,483.90 Major Streets Fund: $106,220.29 Local Streets Fund: $43,957.55 Motor Pool Fund: $32,656.31 Sewer Bond Interest $1,018.77.

Office and DPW petty cash has been rectified, Revenue Sharing Report for 2022 has been completed and submitted, bank recs are in the process of being completed, Courtney will be in next week to help with them, a new line must be added for the chart of accounts for the ARPA funds

James Soriano made a motion seconded by Kathryn Kerr to accept the Treasurers Report as read, roll call-all yeses, Michelle Kundrat-absent, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check #18863-188904 and 277(E) for $5,446.19 Sewer Fund with check # 3324-3330 for $6,510.38, Motor Pool fund with check #1364-1368 for $2,886.51, and Solid Waste Fund with check #1022 for $2,309.84 for a total of $17,152.92, roll call-all yeses, Michelle Kundrat-absent, motion passes

The Village received a Christmas card and donation

The flags on M66 will be worked on in the spring

Planning Commission is working on the Capital Improvement Plan they are meeting the 1st Wednesday of every month.

The Village has not received a land sale proposal from the Village attorney yet

Kathryn Kerr made a motion seconded by Evelyn Jones to have Thomas Sage survey the 2 acres Vivid Farms LLC is currently leasing from the Village, roll call-James Soriano-abstain, Michelle Kundrat-absent, all yeses, motion passes

Council is waiting on a drawing from Vivid Farms LLC showing the proposed placement of their sign.

Kathryn Kerr will continue to get information on bringing Solar panels to the Village

Kathryn Kerr made a motion seconded by Evelyn Jones to declare that the Village land that is currently being leased is not and has never been intended for public use, roll call-James Soriano-abstain, Michelle Kundrat-absent, all yeses, motion passes

Kathryn Kerr made a motion seconded by Steven Hammond to temporarily add Courtney Garchow to mail pickup, roll call-Evelyn Jones-no, Michelle Kundrat-absent, all yeses, motion passes

Committees: Still looking for a Market Master for the Farmer’s Market

Public Comment: none

Council Comment: Kathryn Kerr updated Council on the new slide, its current delivery date is now January, she has not yet heard from Matt at Michigan Rural Water about the sewer pond, the Village will be included in a fish survey by the DNR, Tom will be plowing on Haddix instead of Rocky, Evelyn Jones wanted to know about a house on Marion, and she called the realtor about the broken window in the home on Northern and Darrah, James updated Council on the recall attempt, it was rejected by the Electoral Committee
