Regular Meeting Minutes
President James Soriano called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Michelle Kundrat-present, Steven Hammond-present
Public Comment: None
Barryton Police Report: Chief Morgan was absent
DPW Report: Tom Brown read the report: Leaf pick-up begins October 15, 2022, and goes through November 15, 2022, Tom is requesting landscape timbers and screws to finish flowerbeds, and a Station Guard and J hook Station Guard for pump station 4, to help keep it from getting plugged up.
Kathryn Kerr made a motion seconded by Michelle Kundrat to purchase landscape timbers and 3 boxes of screws, not to exceed $100, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Evelyn Jones to have Harold Huff put springs on the portable water trailer for pumping out the sewer when needed, not to exceed $500, roll call-all yeses, motion passes
James Soriano made a motion seconded by Kathryn Kerr to purchase an 8-inch Station Guard and J Hook Station Guard, to be paid for with remaining ARPA Funds, not to exceed $4,000, including installation, roll call-all yeses, motion passes
Minutes of Regular Meeting August 10, 2022, Special Meeting Minutes August 15, 2022, and Special Meeting Minutes August 24, were presented
Kathryn Kerr made a motion seconded by Evelyn Jones to accept all minutes as written, roll call- all ayes, motion passes
James Soriano read the President Report: James and Melissa worked with MML to try to get insurance coverage on pump station 4, MML requested, proof that the pump being clogged was the reason for the failure, Fleis&Vandenbrink could not say for sure that was the reason for the failure, so the Village will not be able to file a claim. James contacted someone from the Boy Scouts, the troop has been inactive for 2 years, the Village can, according to the lease pursue the building after 3 years of inactivity, or the Village can sponsor the troop if there is interest. The County Commissioners voted to allow the Village to annex Village owned property into the Village limits the parcel numbers and land usage hasn’t changed.
Melissa Lazzaro read the Clerk’s report: Melissa requested more time cards, was able to get the Verizon account changed to a business account, after 30 days we will be able to change to a Government account, Village tax bills were paid, as of tonight she has not received payment from M66 or Vivid Farms for their share of the taxes, asked about no swimming signs for the Lion’s Club Park, Melissa will pass out candy this year on Halloween, she asked Council for candy donations, Council needs to decide how to handle Tom’s phone if he were to leave the Village, Melissa received the Land Split Application from Eric Williams, it was sent to the Fork Township Assessor and returned because it’s incomplete, Melissa will finish it, Tom was reminded the Due Care Plan is due next month, she brought Council quotes for anti-virus for computers, she will get with Chief Morgan to see what he has on the Police Department Computer.

James Soriano made a motion seconded by Michelle Kundrat to have Tom Brown pay the balance of $80 to retain his phone, but not the number, if he were to resign or be terminated from the Village, roll call-all yeses, motion passes
Kat will look into prices for signs and poles
Evelyn Jones made a motion to have the Village pay $46.63 for the upgrade fee and taxes on the phone Evelyn Jones purchased for Tom Brown, no support, motion fails
Michelle Kundrat made a motion seconded by Kathryn Kerr to split the $46.63 upgrade fee and taxes on the phone Evelyn Jones purchased for Tom Brown between the Village and Tom Brown, roll call, Evelyn Jones-no, remaining all yeses, motion passes
James Soriano made a motion seconded by Kathryn Kerr to accept the Clerks Report, all ayes, motion passes
Courtney Garchow read the Treasurers report: Bank balances as of 8/31/2022, General Fund-$151,300.75, Sewer Fund-$303,975.93, Solid Waste Fund-$39,975.93, Major Streets-$126,366.55, Local Streets-$49,909.30, Motor Pool-$34,683.41
Safety Deposit fee is increasing to $120; Liquor License fee was less because the State was over budget, received check from the Barryton Days Fair Board for the Officers pay, still working on the new Rate Study for the sewer, will be sending taxes to the County on October 4, 2022.

Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check #19199-19240 297-302(E) and DD13(A)-DD23(A) for $16,562.51, Sewer Fund with check # 3369-3374 3051(E)-3052(E) for $4,468.73, Motor Pool fund with check #1412-1414 for $150.06, Solid Waste Fund with check #804 722(E) for $2,981.48, Major Street Fund with check #1-3(E) for $1,698.03 and Local Street Fund with check #1040-1042 2-13(E) for $585.23 for a total of $26,446.04 this total includes due to’s and direct deposit payroll, roll call-all yeses, motion passes

Committees: Kat gave Council Members copies of the Ordinances that need to be amended with the amendments, Melissa will schedule a Public Hearing for October 12, 2022, at 5:30pm
