Regular Meeting Minutes

President James Soriano called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Michelle Kundrat-present, Steven Hammond-present

Public Comment: A resident asked how to go about moving a driveway, three residents spoke with Chief Morgan about issues they are having with a neighbor

Barryton Police Report: Chief Morgan read the Police Report

DPW Report: Tom Brown was absent, James Soriano read the report, Tom is requesting rain guards for the plow truck, a new torch for potholes, windshield washer fluid, and antifreeze for the bathrooms in the park

Kathryn Kerr made a motion seconded by Evelyn Jones to purchase rain guards for the plow truck, roll call- Steven Hammond-no, Evelyn Jones-yes, James Soriano-yes, Kathryn Kerr-yes, Michelle Kundrat-yes, motion passes

Kathryn Kerr made a motion seconded by Steven Hammond to have Tom use petty cash at Barryton Hardware to purchase windshield washer fluid and antifreeze, roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Evelyn Jones to purchase up to 20 bags of cold patch, not to exceed $220, roll call-all yeses, motion passes

Minutes of Regular Meeting September 14, 2022, were presented

Evelyn Jones made a motion seconded by Michelle Kundrat to accept all minutes as written, roll call- all ayes, motion passes

James Soriano read the President Report: Rocky is interested in coming back to work as needed, still has another job, but will fill in as he is able to, Barryton Excavating replaced the pipe at the end of Angel Ave with 8 in corrugated plastic pipe

Evelyn Jones made a motion seconded by Michelle Kundrat to re-hire Rocky Dunklee to work as needed at his last rate of pay, roll call-Steven Hammond-no, James Soriano-yes, Michelle Kundrat-yes, Evelyn Jones-yes, Kathryn Kerr-yes, motion passes

Melissa Lazzaro read the Clerk’s report: informed Council the new office computer is being processed and will come with the same anti-virus as the police department’s computer, she left a message and sent an email to get the PFAS demonstration, has not received an answer yet

Evelyn Jones made a motion seconded by Kathryn Kerr to accept the Clerks Report, all ayes, motion passes

Courtney Garchow read the Treasurers report: She turned in taxes to the County, has been working on the F-65, Act 51, and Revenue Sharing Reports, closing out the Farmer’s Market and the Rate Study

Michelle Kundrat made a motion seconded by Evelyn Jones to increase Vw’s Pizzeria REU’s from 2 to 3 to accommodate the upstairs apartment and Barryton Barker’s Beauty Salon REU’s from 1 to 2 to accommodate the business in the home, effective November 1, 2022, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Michelle Kundrat to accept the Treasurers Report as read, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check #19258-19281 303-304(E) for $6,786.18, Sewer Fund with check # 3375-3381 for $4,804.14, Motor Pool fund with check #1416-1419 for $2,451.43 for a total of $14,041.75, roll call-all yeses, motion passes

James Soriano made a motion seconded by Kathryn Kerr to lower Rob’s Tire and Towing from 3 REU’s to 1 REU effective November 1, 2022, roll call-all yeses, motion passes

James Soriano made a motion seconded by Evelyn Jones to post for DPW help as needed, at $10.00/hr., roll call-all yeses, motion passes

Michelle Kundrat made a motion seconded by Evelyn Jones to have residentsput leaves in biodegradable containers, effective 2023 leaf season roll call-all yeses, motion passes

James Soriano made a motion seconded by Kathryn Kerr to accept the request to change a Residential Property behind the Pit Stop on 20 Mile Rd to a Commercial Property, roll call-all yeses, motion passes

James Soriano made a motion seconded by Steven Hammond to accept all Ordinance Amendments, roll call-all yeses, motion passes

Public Comment: None

Council Comment: Point Broadband was on Haddix St with a map supplied by the State, it shows Rio Passeo recognized by the State,  so she’s wondering if we should be getting Act 51 Money, it’s not recognized by the Village or the County,  it’s still an abandoned road so no Act 51 money, Council needs to come up with suggestions on how to solve the License Fee shortage, it will be discussed again next month.
