Regular Meeting Minutes

President James Soriano called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Steven Hammond-present

Public Comment: A resident asked if Tom could back blade the two track by pump station 4 in the spring, Renee Earle from the Lilac Festival asked permission to have a fireworks display in the Village during the Lilac Festival, and permission to use Central Park June 2nd, 3rd, and 4th for the Lilac Festival.

Kathryn Kerr made a motion seconded by Evelyn Jones to allow Small Town Saturday Night to provide a professional grade fireworks display within the Village limits on Saturday June 3rd, 2023, roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Evelyn Jones to allow the Lilac Festival to rent Central Park June 2nd, 3rd, and 4th for $100, and a $50 deposit, roll call-all yeses, motion passes

Barryton Police Report: Chief Morgan was absent

DPW Report: Tom Brown was absent, Melissa Lazzaro read the report, Tom is requesting a set of fender flares for the truck, as one that was previously put on the truck fell off. Council would like Tom to talk with Harold Huff to see if another one will stay on before purchasing another set

Minutes of Regular Meeting January 11, 2023, Public Hearing January 23, 2023, Special Meeting Minutes January 23, 2023 and Special Meeting Minutes January 27, 2023 were presented

Evelyn Jones made a motion seconded by Kathryn Kerr to accept all minutes as written, roll call- all ayes, motion passes

James Soriano read the President Report: James is waiting on more information on pump station 6, possibly some grants, the welding students at Ferris are working on a draft for the roof for the flowing well at Central Park.

Melissa Lazzaro read the Clerk’s report: IT right was here and the new computer is up and running, we received a check from Frontier for the credit from the barn phone, the MDOT resolution was submitted and our annual permit has been approved, tax payments for the leased land were due February 5, 2023 I have not received payment from Vivid Farms as of today, there was an issue with the copier after the new driver was installed on the new computer, a technician from Applied Innovations was able to come out and fix it, received updated Labor Law poster,  set time and date for public hearing and annual meeting, needs file folders and the Police Department needs toner for their printer, presented Council with information on the Municipal Cannabis Regulators Network

Evelyn Jones made a motion seconded by Steven Hammond to send a letter to Vivid Farms reminding them of their tax obligation, and also send the portion of their lease that states the tax obligation, roll call-all yeses, motion passes

James Soriano made a motion seconded by Evelyn Jones to put an ad in the Pioneer for publishing the public hearing and annual meeting, not to exceed $200, roll call-all yesses, motion passes

Kathryn Kerr made a motion seconded by Evelyn Jones to purchase file folders and toner from Amazon, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to join the Municipal Cannabis Regulators Network for $50 annually, roll call-all yeses, motion passes

James Soriano made a motion seconded by Kathryn Kerr to accept the Clerks Report, all ayes, Evelyn Jones-absent, motion passes

Courtney Garchow was absent, Melissa Lazzaro read the Treasurers report: Bank Balances as of 1/31/2023: General Fund-$148,162.10, Sewer Fund-$255,445.11, Solid Waste Fund-$43,648.74, Major Street Fund-$103,480.81, Local Street Fund-$48,727.48, Motor Pool Fund-$40,956.31, Sewer Bond Interest-$42,375.63. USDA Loan Balances-#1 $325,000, #2 $17,000 as of February 2, 2022 Paid Summary $31,000 principal, $19,475 interest, total paid $50,547

James Soriano made a motion seconded by Steven Hammond to accept the Treasurers Report as read, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check #19364-19377 314-315(E) for $3,900.16, Sewer Fund with check #3399-3401 3060-3061(E) for $7,592.06, Motor Pool fund with check #1430-1431 for $598.71, Local Street Fund with check #1045-1046 for $515.95 for a total of $12,606.88, roll call-all yeses, motion passes

Council would like the Trustee seat to be extended till the March Meeting

Committees: Farmer’s Market meeting Wednesday February 15, 2023 at 2:00 to discuss upcoming year

Public Comment: None

Council Comment: Steven Hammond spoke with Joe Sherwood and he is willing to do the auction again this year
