Regular Meeting Minutes
President James Soriano called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Steven Hammond-present, Lavonne Horstman-present
Public Comment: A Resident informed Council they did not follow proper procedure when making a zoning change, Council will confer with the Village attorney
James Soriano made a motion seconded by Evelyn Jones to send zoning change information to the Village attorney, roll call=all yeses, motion passes
Emerald Fire Farms is interested in a provisioning center license and wondered if there was a license available, they will be making a presentation next month, M66 Group LLC plans on a grand opening the same weekend as Barryton Days, 2 vendors from the farmers market asked if there was a market master yet, Kathryn Kerr will be filling in until the Village can find a permanent Market Master, Council was presented with information on a possible new festival to bring to Barryton
DPW Report: Tom Brown read the report, Tom presented Council with quotes for a new lawn mower, 15 new flags and 5 flag poles, a quote from Todd Taylor for $6,000 to roof the former Boy Scout Building, and a quote from Sean Roberds for $350 for a sign for the side of the Office Building
Kathryn Kerr made a motion seconded by Steven Hammond to purchase 15 flags and 5 flag poles, not to exceed $255, roll call-all yeses, motion passes
James Soriano made a motion seconded by Kathryn Kerr to purchase a mower from State Street Hardware for $9,485 plus $90.00 for an extra set of blades, roll call-all yeses, motion passes
James Soriano made a motion seconded by Kathryn Kerr to accept the quote from Todd Taylor for $6,000 with a $3,000 deposit, to roof the former Boy Scout building, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Evelyn Jones to purchase a sign from Sean Robards for $350 to put on the side of the Office Building, roll call-all yeses, motion passes
James Soriano made a motion seconded by Lavonne Horstman to purchase all new street signs in blue and white, not to exceed $2,200, roll call-all yeses, motion passes
Minutes of Regular Meeting April 12, 2023, were presented
Evelyn Jones made a motion seconded by Steven Hammond to accept all minutes as written, roll call- all ayes, motion passes
James Soriano read the President Report: James spoke with Hardcrete and sidewalks in the park should be finished before the Lilac Festival
Melissa Lazzaro read the Clerk’s report: Quotes for toilet paper and air purifier filters were presented, Melissa would like to put pavilion rental information on the sign in Central Park
Evelyn Jones made a motion seconded by Kathryn to purchase toilet paper for the park, not to exceed $90.00, roll call-all yeses, motion passes
Evelyn Jones made a motion seconded by Lavonne Horstman to purchase a 2-pack of Air purifier filters, not to exceed $30.00, roll call-all yeses, motion passes
James Soriano made a motion seconded by Kathryn Kerr to accept the Clerks Report, all ayes, motion passes
Courtney Garchow read the Treasurers report: Bank Balances as of 4/30/2023: General Fund-$137,278.11, Sewer Fund-$269,778.36, Solid Waste Fund-$42,710.29, Major Street Fund-$109,375.51, Local Street Fund-$50,022.87, Motor Pool Fund-$40,064.47, Sewer Bond Interest-$1,025.75.
Sewer Loan 92-03 submitted for payment on 4/18/2023, blight amounts on tax roll, still waiting on Audit, delinquent sewer and blight information and newsletter will be ready for the June meeting
James Soriano made a motion seconded by Evelyn Jones to charge one administration fee of $60.00 for multiple blight violations all occurring on the same day, to the same person, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Evelyn Jones to accept the Treasurers Report as read, roll call-all yeses, motion passes
Evelyn Jones made a motion seconded by Steven Hammond to pay General Fund bills with check #19420-19430 334-339(E) for $4,432.87, Sewer Fund with check #3407-3409 3070-3071(E) for $2,138.64, Motor Pool fund with check #1443-1445 for $1,276.35, Local Street Fund with check # 1047-1049 for $1,243.54, and Solid Waste Fund with check # 811 728-729 (E) for $4,998.74 for a total of $14,090.14, roll call-all yeses, motion passes
