President James Soriano called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Steven Hammond-present, Lavonne Horstman-present
Public Comment: None
Police Report: Chief Morgan read the report, Chief has been looking into a records management system, need to look into Village boundaries
Kathryn Kerr made a motion seconded by James Soriano to allow Chief Morgan to move forward with pursuing the SRMS Records Management System for the police Department, roll call-all yeses, motion passes
Derek Hall-State Auditor went over the Villages bi-annual audit, he recommended the village allow him to do the villages Act 51 and F65 report in the off year.
Kathryn Kerr made a motion seconded by Lavonne Horstman to allow Derek Hall to do the village Act 51 and F65 report in the off year, roll call-all yeses, motion passes
James Soriano made a motion seconded by Kathryn Kerr to have Team UIS come in to do a quote for a flow meter, not to exceed $1,300, roll call-all yeses, motion passes
James Soriano made a motion seconded by Kathryn Kerr to purchase a new multi parameter from USA Blue Book, not to exceed $3576.75, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Lavonne Horstman to allow the Lion’s Club to store their brat wagon in the Village Barn again this year, roll call-all yeses, motion passes

James Soriano read the President Report: No report this month
Bank Balances as of 8/31/2023-General Fund-$137,983.16, Sewer Fund-$260.806.18, Solid Waste Fund-$41,062.57, Major Street Fund-$121,591.49, Local Street Fund-$53,160.80, Motor Pool Fund-$15,037.74, Sewer Bond Interest-$1,026.82.
Evelyn Jones made a motion seconded by Lavonne Horstman to pay General Fund bills with check #19489-19517, 359-369(E) for $13,297.90, Sewer Fund with check #3421-3422 3078-3080(E) for $1,274.23, Motor Pool fund with check #1461-1466 for $2,808.22, and Solid Waste Fund with check #731(E) for $2,535.41, Local Street Fund with check # 1053-1054 for $10,305.81, for a total of 30,221.57, roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Evelyn Jones to give Casey Nemeth a $1.00/hr. raise on his anniversary date in November per the Police Department pay scale, and the Clerk and Treasurer a 3% raise effective next pay period, roll call-all yeses, motion passes
James Soriano made a motion seconded by Lavonne Horstman to give Tom Brown a $1.00/hr. raise to reach his maximum pay per DPW Director pay scale, roll-call-Kathryn Kerr-no, Lavonne Horstman-no, Evelyn Jones-no, Steven Hammond-yes, James Soriano-yes, motion fails
Evelyn Jones made a motion seconded by Lavonne Horstman to change the DPW Director pay scale maximum from $17.00/hr. to $19.00/hr. and to give Tom Brown a $1.00/hr. raise effective next pay period, roll call-Kathryn Kerr-no, Steven Hammond-yes, James Soriano-yes, Evelyn Jones-yes, Lavonne Horstman-yes, motion passes
