President James Soriano called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Steven Hammond-present, Lavonne Horstman-present

Public Comment: None

Police Report: Chief Morgan presented the Police Report

James Soriano made a motion seconded by Steven Hammond to remove the no parking signs on the school side of Arthur St., roll call-all yeses, motion passes

James Soriano made a motion seconded by Lavonne Horstman to purchase 30 bags of pothole patch for $11.95 each, and 30 20-gauge mending plates at $1.38 each not to exceed $400, roll call-all yeses, motion passes

James Soriano made a motion seconded by Lavonne Horstman to purchase a Milwaukee M18 18V Lithium-Ion Cordless Combo Kit for $599 to be split 50/50 between General and Sewer Funds, roll call-James Soriano-yes, Steven Hammond-yes, Kathryn Kerr-yes, Evelyn Jones-no, Lavonne Horstman-yes, motion passes

Minutes of Regular Meeting September 13, 2023, and Special Meeting September 28, 2023, were presented

Evelyn Jones made a motion seconded by Kathryn Kerr to approve all minutes, roll call-all ayes, motion passes

James Soriano read the President Report: No report this month

Bank Balances as of 9/29/2023-General Fund-$174,580.17, Sewer Fund-$263,921.68, Solid Waste Fund-$42,204.09, Major Street Fund-$118,415.18, Local Street Fund-$48,664.05, Motor Pool Fund-$17,162.97, Sewer Bond Interest-$1,026.90

Evelyn Jones made a motion seconded by Steven Hammond to pay General Fund bills with check #19523-19529, 370-378(E) for $19,632.26, Sewer Fund with check #3423-3424 3081-3084(E) for $10,912,89, Motor Pool fund with check #1467-1468, 21(E)  for $1,534.24, Solid Waste Fund with check #732(E) for $989.35, Local Street Fund with check # 1055 10-11(E) for $2,165.66, and Major Steet Fund with 10-12(E) for $7,331.64 for a total of 42,566.04, roll call-all yeses, motion passes

James Soriano made a motion seconded by Kathryn Kerr to have Taylor Construction & Painting install a garage door on the old boy scout building, not to exceed $4,500, roll call-all yeses, motion passes

James Soriano made a motion seconded by Kathryn Kerr to add a port a potty at Central Park by the bathrooms and keep the one at the Farmer’s Market for Halloween, not to exceed $250, roll-call-Kathryn Kerr-yes, Lavonne Horstman-yes, Evelyn Jones-yes, Steven Hammond-no, James Soriano-yes, motion passes

James Soriano made a motion seconded by Evelyn Jones to appoint Cindy Mason to the Planning Commission, roll call-all yeses, motion passes
