President James Soriano called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Steven Hammond-present, Lavonne Horstman-absent

Lance Dusseau from Black Gold Transport Inc. discussed with Council the Northern Ave Street project

Public Comment: None

Tom Brown read the DPW Report: Tom needs new pipes for the Central Park Well, yellow, and red paint for painting curbs and benches, weed killer, and stain for the gazebos.

Kathryn Kerr made a motion seconded by Evelyn Jones to purchase 3 gallons of paint, 2 yellow and 1 red, not to exceed $200, roll call-all yeses, Lavonne Horstman-absent, motion passes

James Soriano made a motion seconded by Kathryn Kerr to purchase 2 jugs of weed killer not to exceed $320, roll call-all yeses, Lavonne Horstman-absent, motion passes

Evelyn Jones made a motion seconded by Steven Hammond to purchase pipes for the Central Park Well, not to exceed $145, roll call-all yeses, Lavonne Horstman-absent, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to purchase stain for the gazebos not to exceed $206, roll call-all yeses, Lavonne Horstman-absent, motion passes

James Soriano made a motion seconded by Steven Hammond to purchase 6 split rail fence posts, not to exceed $110, roll call-all yeses, Lavonne Horstman-absent, motion passes

Evelyn Jones made a motion seconded by James Soriano to increase Roy Brown’s wage to $14/hr., roll call-James Soriano-yes, Evelyn Jones-yes, Kathryn Kerr-yes, Steven Hammond-no, Lavonne Horstman-absent, motion passes

Minutes of Regular Meeting April 10, 2024, and Special Meeting April 29, 2024, were presented

Evelyn Jones made a motion seconded by Steven Hammond to approve minutes, roll call-all ayes, Lavonne Horstman-absent, motion passes

James Soriano read the President’s Report: The Village was approved for the EGLE Grant for the dam in the amount of $300,000

Evelyn Jones made a motion seconded by Kathryn Kerr to reimburse Rob Moore for jackhammer rental of $125 to demolish the Central Park Well, roll call-all yeses, Lavonne Horstman-absent, motion passes

Bank Balances as of 4/30/2024-General Fund-$434,658.38, Sewer Fund-$219,430.74, Solid Waste Fund-$214,375.19, Major Street Fund-$135,975.50, Local Street Fund-$30,905.96, Motor Pool Fund-$17,277.52, Sewer Bond Interest-$1,042.58

CD Balances: Sewer Reserve (53,500)

General (25,000) Sewer (25,000), and Solid (20,000) = $70,000, Accumulated Interest (Matures 1/20/2025) $1,150 

Audit signed for next year so Derek can do our yearly reporting, a tax letter, delinquent sewer, and blight will go out with taxes again this year, need to come up with Act 51 non-motorized project. M66 Group has still not made March’s lease payment, with Jim and Kat’s permission Courtney contacted our attorney, it was recommended to send a notice of default for lease agreement.

Kathryn Kerr made a motion seconded by Evelyn Jones to send notice of default for lease agreement to the M66 Group by certified mail, roll call-all yeses, Lavonne Horstman-absent, motion passes                                                                                                   

James Soriano made a motion seconded by Kathryn Kerr to approve the Treasurers Report, roll call-all yeses, Lavonne Horstman-absent motion passes

Evelyn Jones made a motion seconded by Steven Hammond to pay General Fund bills with check #19641-19662, 442-449(E) for $14,871.48, Sewer Fund with check #3446-3449 3107-3108(E) for $12,017.31, Motor Pool fund with check #1494 for $649.70, Solid Waste Fund with check #745(E) for $2,407.17, for a total of $29,945.66, roll call-all yeses, Lavonne Horstman-absent, motion passes

Pump Station 6 still in progress

James Soriano made a motion seconded by Steven Hammond to have a portable restroom brought in by the Farmer’s Market, not to exceed $145 per month, roll call-all yeses, Lavonne Horstman-absent, motion passes

There was a misunderstanding on the Park Rental price and the Lilac Festival did not send in enough money, Council asked Melissa to send an email to the Lilac Festival Treasurer

James Soriano made a motion seconded by Evelyn Jones to approve a modular home being placed on Park Place, roll call-all yeses, Lavonne Horstman-absent, motion passes

Council Comment: New dog sign at park by the bathrooms, Auction started May 7, goes through May 20, 2024
