Regular Meeting Minutes

August 14, 2024

President James Soriano called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Steven Hammond-present, Lavonne Horstman-Present

Public Comment: A resident asked what is being done about the stray cats on Norman Street

James Soriano read the DPW Report: There is no update on when Tom will return, Jake and Roy have been doing a fantastic job, town is looking noticeably better, the gazebos are in the process of being stained, the outlook at Central Park has been stained.

Evelyn Jones made a motion seconded by Steven Hammond to hire Thomas Moore to grade the alley from M-66 to the library and lay gravel to prepare it for the millings from the Northern Ave Project, roll call-all yeses, motion passes

James Soriano made a motion seconded by Kathryn Kerr to increase Jacob Morgan’s wage to $16/hr., roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Evelyn Jones to purchase a new Angell Ave. Street sign to replace the one that was stolen, roll call-all yeses, motion passes

Chief Morgan gave the Police Report, has received a community policing Grant, he is working on meeting the criteria.

Minutes of Regular Meeting July 12, 2024, were presented

Kathryn Kerr made a motion seconded by Evelyn Jones to approve minutes as written, roll call-all ayes, motion passes

James Soriano read the presidents Report: James asked Council if they would consider changing the name of Central Park to a person’s name if a sizeable donation was given to the Village, possibly enough to pay off the sewer loan.

Bank Balances as of 7/31/2024-General Fund-$400,834.83, Sewer Fund-$225,383.09, Solid Waste Fund-$12594.88, Major Street Fund-$258,426.13, Local Street Fund-$35,077.17, Motor Pool Fund-$19,218.88, Sewer Bond Interest-$8,394.09

CD Balances: Sewer Reserve (53,535.61)

General (25,000), Sewer (25,000), and Solid (20,000) = $70,000

Accumulated interest (matures 1/20/2025) $1,847.16

General (25,000), Local (15,000), Solid (10,000)

Accumulated interest (matures 6/16/2025) $491.20

Off season audit is in progress, review budget-Parks has exceeded preliminary estimates and prior years, Farmers Market is way down, no coupons have been turned in.

James Soriano made a motion seconded by Kathryn Kerr to approve the Treasurers Report, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Lavonne Horstman to pay General Fund bills with check #19722-19737, 470-477(E) for $11,709.35, Sewer Fund with check #3452-3455 3116-3118(E) for $20,526.75, Motor Pool fund with check #1501 27-28(E)  for $4,166.00,  Solid Waste Fund with check #750(E) for $2,468.38,  for a total of $38,870.48, roll call-all yeses, motion passes

Pump Station 6 still in progress

Council does not want permanent paint put on the tennis court for pickle ball, however they will allow the tape or chalk, if using tape it must be removed and properly disposed of after every use

Village phone will be changed to village use only, turn over the number being used now to Tom, Tom will need to return the village phone and get himself a new phone, and the village phone will get a new number.

Kathryn Kerr made a motion seconded by Evelyn Jones to accept the Contract from Coyne Oil, roll call-all yeses, motion passes

Public Comment: None

Council Comment: Thomas Moore asked if he could have any left-over millings for the fire department, The fire department asked to borrow village barricades the last weekend in September

James Soriano made a motion seconded by Steven Hammond to allow the Barryton Fire Department to borrow village barricades the last weekend in September, roll call-all yeses, motion passes

If Council wishes to do a beer tent next year for Mecosta Mayhem, we need to start working on it now

Jim will contact Hardcrete to get a quote for sidewalks for non-motorized Act 51, house across from the bank needs cleaned up, the lease with M66 Group has been discontinued, three open parcels
