Regular Meeting Minutes

President James Soriano called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Michelle Kundrat-present, James Soriano-present, Kathryn Kerr-present, Steven Hammond-present

Public Comment: Karen Russel has requested Council allow her to use a sunshade in her back yard

James Soriano made a motion seconded by Kathryn Kerr to allow Karen Russel to use a sunshade in her yard on the east side of her home, roll call-all yeses, motion passes

James Soriano read the DPW Report: The John Deere (2016) is at Remus Repair, it needs a new engine at a cost of $3,000. Due to having over 5,000 hours it is recommended to replace the mower. Al has 2 options, one $11,000 and the other is $13,000. He would give us $500 for the John Deere mower as is for trade.

Tommy Moore has done a great job behind the office, he is also in progress cleaning up the DPW property. Jake has spread grass seed at the office and the park.

Jake replaced the spigot at the park bathroom.

Bruce Kennedy has partially power washed the tennis court and installed tape for pickle ball.

382 Tourist Dr has a broken pipe on the discharge line between the grinder pump and the main line. Brian Sutton will be doing the repair in approximately two weeks. Brian will bill the village and the village will bill the homeowner as per the ordinance.

Chief Morgan read the Police Report-Follow up to the ATM Robbery, 2 arrests were made in Minnesota, they bonded out, the department Has come out with a survey for residents to see what they would like to see from the department, plan on handing out at Lilac Festival and putting it online. Casey will be covering the Lilac Festival Friday night and Jim and Mike will be there on Saturday, Scott will be in the tent Saturday. Angelina is getting quotes for the trailer and e-bike.

Minutes of Regular Meeting April 9, 2025, were presented

Kathryn Kerr made a motion seconded by Steven Hammond to accept minutes with changes-Jim, not Shellie made the motion to increase James’ pay, roll call- all ayes, motion passes

James Soriano read the President Report-Courtney is applying for the MDOT grant again to hopefully get Darrah or Renwick Street repaved, we received a quote from Black Gold, this quote is necessary for the application.

Applications Part I and Part II are underway for continued progress with the CWSRF

The dam is still moving within the engineering phase. There has been a slight hiccup, there are mussels in the pond, and they must be moved and protected prior to any work done. A separate company will be here to assist F&V to ensure their safety. Monies will be diverted to the protection from the project.

Courtney Garchow was absent, James Soriano read the Treasurers report: Bank balances as of 4/30/2025 are: General Fund-$404,054.89, Sewer Fund-$413,604.33, Solid Waste Fund-$16,929.41, Major Streets-$31,145.30, Local Streets-$29,179.43, Motor Pool-$29,179.43, Sewer Bond Interest $1,062.73

CD Balances: Sewer Reserves (53,535.61)

General (25,000), Local (15,000), and Solid (10,000) =$50,000

Accumulated interest (Matures 6/16/2025): $1999.48

General (50,000), Solid (20,000) = $70,000

Accumulated Interest (Matures 6/16/26): $225.00

Notes from Treasurer: Audit in progress, she will be on vacation the last week of June, still waiting for a response from Tyler Dutcher for the MJT Lease

Michelle Kundrat made a motion seconded by Kathryn Kerr to pay General Fund bills with check #19893-19909 562-570(E) for $22,573.31, Sewer Fund with check # 3488-3491 3136-3139(E) for $58,799.44, Motor Pool fund with check # 1516-1517 37-38(E) for $1,443.81,Local Street Fund with check # 1064 27-28(E) for $ 2,497.98, Major Street Fund with check # 32(E) for $899.05 for a total of $89,546.01, roll call-all yeses, motion passes

The Community Garden needs to be a 501 C3 or it has to be under the Village

The vendors would like to move some of the picnic tables out from under the pavilion

Kathryn Kerr made a motion seconded by Steven Hammond to purchase a gallon of Avast for the duckweeds at the lagoons for $2,043.61 plus shipping, roll call-all yeses, motion passes

Committees: Kathryn has been active with ordinances, the sewer issue has been resolved, DPW will be cleaning up on Norman Street as the homeowner has ignored all warnings.

Kathryn Kerr made a motion seconded by Steven Hammond to have the Driveway Dr crack seal and seal coat the walking trail, bridge and farmer’s market parking lot, not to exceed $3,966.00, roll call-all yeses, motion passes

Council Comment: The Auction has about $900 in bids, and we have received $500 in donations
