Regular Meeting Minutes
President Daniel Cross called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Michael Kundrat-present, Daniel Cross-present, Kathryn Kerr-present, Michelle Kundrat-present, Terah Eaton-present
Public Comment: Mike Tillman from the American Legion informed council they are trying to get grants to fix up the building, however because they don’t own the property they can’t get any grants. They are willing to pay all fees necessary to have the property in their name. Karen Russell would like credit on her sewer bill for being overcharged for several years. Council will investigate and let her know what they find in the investigation
Kathryn Kerr made a motion seconded by Michelle Kundrat to contact the village attorney for the American Legion about a potential property transfer of ownership, all costs to be covered by the American Legion, roll call-all yeses, motion passes
Barryton Police Report: Cones for kids went very well, had about 120 people attend, there are no grants for the new radios needed, we will have to make a decision on which ones to purchase by the end of July, the trailer has been purchased, need to get graphics put on and the generator purchased. Chief Morgan has been promoted to a detective with the Mecosta County Sheriff’s Office; therefore, he will be resigning in 4-6 months, Casey Nemeth will be taking his place. The patrol car needs a new exhaust, Terah Eaton presented Chief Morgan with autism bags, put together by Wyatt for the patrol car for kids with autism
Jake Morgan read the DPW report: There was an issue with the call boxes, went to the wrong number, it is being worked out, Jake is going to repaint and re concrete in front of the office, will cost approximately $250.00
Michelle Kundrat made a motion seconded by Kathryn Kerr to allow Jake Morgan to purchase materials for painting and concreting at the office, not to exceed $ 250.00, roll call-all yeses, motion passes
Minutes of Regular Meeting June 10, 2026, and Special Meeting June 25, 2026, were presented
Kathryn Kerr made a motion seconded by Michelle Kundrat to accept all minutes as written, roll call- all ayes, motion passes
Daniel Cross read the President Report: Nothing at this time
Courtney Garchow read the Treasurers report: Bank balances as of 6/31/ 2026, General Fund-7$553,595.78, Sewer Fund-$390.849.67, Solid Waste Fund-$32,600.67, Major Streets-$63,055.29, Local Streets-$35,640.74, Motor Pool-$38,562.40
CD balances: Sewer Reserve (53,535.61) General (50,000), Solid (10,000), General (50,000), Solid (10,000), Major (15,000), Local (25,000), Motor Pool (20,000) = $120,000 Accumulated Interest (Matures 11/10/2026): $3,571.44.
Courtney will be getting more CD’s

Michelle Kundrat made a motion seconded by Kathryn Kerr to pay General Fund bills with check #20141-20149 714-720(E) for $6,959.89, Sewer Fund with check # 3539-3541, 3169 (E) for $87,350.53, Motor Pool fund with check #1541 57(E) for $546.25, Solid Waste Fund with check 783 (E) for $2,690.50, Major Street Fund with check #1125 for $2,400 for a total of $99,947.17, roll call-all yeses, motion passes
Chief Morgan is still working on getting information on a neighborhood watch program, Mitch is going to make a food bank to put in Lion’s Club Park next to the Office

Kathryn Kerr made a motion seconded by Michelle Kundrat to order warning signs for the Marion St. Bridge, not to exceed $350.00, roll call-all yeses, motion passes
Michelle Kundrat made a motion seconded by Kathryn Kerr to Approve Andy Lattimore’s property split request, to split a 5.5-acre parcel into 4 parcels, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Michelle Kundrat to renew M-66 Cannabis Company Dispensary’s license, roll call-all yeses, motion passes
Michelle Kundrat made a motion seconded by Terah Eaton to hire Lisa Rodgers for the Treasurer position on a 30-day probation at $13,000/year salary, and to continue paying Courtney her regular wage until August 12, 2026, after that $15/hr. for training Lisa, roll call-all yeses, motion passes
Daniel Cross made a motion seconded by Michelle Kundrat to purchase 2 scoops of salt for winter, not to exceed $400.00, roll call-all yeses, motion passes
Michelle Kundrat made a motion seconded by Terah Eaton to have Melissa Lazzaro go to the Mecosta County Court House with the Village attorney to testify for the village in the eviction of Vivid Farms LLC, roll call-all yeses, motion passes
Melissa Lazzaro has requested that the flea market turn in dated receipts for each day open, Michelle Kundrat has asked Kathryn Kerr to start making an ordinance spread sheet like she used to for council.
