Regular Meeting Minutes
President James Soriano called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Steve Mortensen-present, Evelyn Jones-present, Donald Cole-present, Kathryn Kerr-present, James Soriano-present
Public Comment: A resident noticed there are lots of Ordinance Violations-specifically unlicensed/unused vehicles. Officer Douglas is now also the Ordinance Officer, these and other violations will be addressed
Barryton Police Report: Chief Morgan read the Police report.
DPW Report: Tom asked for February 19th off unpaid. Tom would also like to purchase lids for 5 trash cans.
Evelyn Jones made a motion seconded by Kathryn Kerr to purchase 5 trash can lids for $351, roll call-all yeses, motion passes
Minutes of Regular Meeting January 13, 2021 Special Meeting January 21, 2021 and Special Meeting January 29, 2021 were presented
Evelyn Jones made a motion seconded by Kathryn Kerr to accept all minutes as written, roll call-all ayes, motion passes
Melissa Lazzaro read the Clerk Report, Melissa presented Council the new plan for the light on Rose Ave. Consumers needs to trim a tree to get the light up, but since they are trimming trees in the area, Tom will look to see if that tree is marked to be trimmed. Melissa followed up with council on: Minutes from January were fixed, Committee list was updated and posted, sent thank you card to the Kirgis’ for their donation to the Village, Sent notification to the Pioneer for both Public Hearings, Easement for Vivid Farms LLC is all set, received the check from the Barryton Lion’s Club for the Historical Sign- she will get a thank you card for that.
Donald Cole made a motion seconded by Evelyn Jones to approve $100 for the new light on Rose Ave., roll call-all yeses, motion passes
Evelyn Jones made a motion seconded by Kathryn Kerr to accept the Clerks Report, roll call-all ayes, motion passes
Courtney Garchow read the Treasurer’s Report: Current Bank Balances as of 1/31/2021 per Isabella Bank Statement: General Fund: $142,652.08, Sewer Fund: $222,044.00, Solid Waste Fund: $30,307.73 Major Street Fund: $86,383.26 Local Street Fund: $33,496.64 Motor Pool Fund: $49,910.70, Sewer Bond Interest $40,868.40 ($39,850 pmt. On 2/1/2021).
Courtney included a copy of the proposed 2021-2022 budget for Council to review, she has begun the scheduling process for our biannual audit, and informed Council the minimum wage did not go up because the unemployment rate was too high. She reminded Audit committee members, if they write questions and or notes on bills, and sign it, she will assume since you signed the bill, you got your answer and you approve it, and she will pay it.
Evelyn Jones made a motion seconded by Kathryn Kerr to accept the Treasurers Report as read, roll call-all ayes, motion passes
Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check# 18430-18457, and 265 (E) for $6,468.99 Sewer Fund with check #3262-3266 for $1,995.49, Motor Pool Fund with check #1318-1324 for $1,550.55, Solid Waste Fund with check # 768 for $127, Local Street Fund with check # 1003 for $229.99 for a total of $10,372.02, roll call-all yeses, motion passes
Evelyn Jones made a motion seconded by Donald Cole to have F&K Tree Service cut the trees at the Boy scout building for $6,000 now, and $1650 for grinding stumps in the Spring, contingent on verifying the price will be the same in the Spring, roll call-all yeses, motion passes
James Soriano received quotes from DTE on running gas lines for a generator, for pump #6 it would cost approximately $3,500. And pump # 4 approximately $633.00
James Soriano got a quote for renting a bobcat for removing snow from the middle of the road, it was for $2,500 a month.
Kathryn Kerr made a motion seconded by Evelyn Jones to double Council pay, contingent on licensing fees, roll call-all yeses, motion passes
James Soriano added Tom Brown to the Menard’s account thinking he had been on it in the past, Council agreed to keep Tom on the account.
Evelyn Jones made a motion seconded by Kathryn Kerr to hire Rocky A. Dunklee at minimum wage on an as needed basis, roll call-all yeses, motion passes
Chief Morgan is looking for a new Officer
James Soriano recommended to Council to start looking into new Christmas Decorations
Kathryn Kerr made a motion seconded by Evelyn Jones to approve the renewal of M66 Group LLC Medical Class B Grow, Medical Class C Grow, and Medical Processor Licenses, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Donald Cole to approve the renewal of Vivid Farms LLC Medical Class A Grow License, roll call-all yeses, motion passes
Steve Mortensen resigned as Head of Labor Committee, Evelyn Jones volunteered to take over.
Public Comment: A Resident noticed some residents have more than one trash can and wondered if Republic asked them to get another one or if they got it on their own.
Council Comment: Evelyn Jones asked about the Donnie Dennis summons, our lawyer has filed a response.
It was noted that the snow piles on the corners need attention, Tom will take care of it.
