Regular Meeting Minutes
President James Soriano called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Steve Mortensen-present, Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present
Public Comment: A resident asked if the Village is still getting Community Service workers, as of now the answer is no, they are not doing Community Service because of Covid-19
James Soriano made a motion seconded by Evelyn Jones to appoint Michelle Kundrat to the open Trustee seat, roll call-all yeses, motion passes
Barryton Police Report: Chief Morgan read the Police report
James Soriano made a motion seconded by Evelyn Jones to send the Police Department taser in for repairs, not to exceed $500 roll call-all yeses, motion passes
DPW Report: Tom Brown read the report-DPW Dept has worked on the dam, at the Boy Scout Building, redid the landscaping timbers for the flower beds at the Office and Central Park, started working on the roads, worked on the bridge, grated the alleys, yard waste is Tuesday and Friday, took dirt to lagoons. He needs weed killer, 8 flags, 3 new safety vests, and toilet paper for the park bathrooms.

Evelyn Jones made a motion seconded by Kathryn Kerr to purchase 4 2.5 gallons of weed killer not to exceed $240.00, roll call- all yeses, motion passes
Evelyn Jones made a motion seconded by James Soriano to purchase 3 new safety vests, not to exceed $45.00, roll call-all yeses, motion passes
James Soriano made a motion seconded by Kathryn Kerr to purchase 4 boxes of toilet paper for the Park bathrooms, roll call-all yeses, motion passes
Evelyn Jones made a motion seconded by Michelle Kundrat to purchase landscaping timbers to make a flower box under the Farmers Market sign, not to exceed $100, roll call-all yeses, motion passes
Minutes of Regular Meeting April 14, 2021 were presented
Evelyn Jones made a motion seconded by Kathryn Kerr to accept minutes as written, all ayes, motion passes
Melissa Lazzaro read the Clerks Report: She posted list from Republic on acceptable and unacceptable items for bulk pick up, after the confusion on May 3, 2021, our Representative looked at our contract, and the bulk pick up is for 1 item per week, not per month. A blind was purchased for the Office door, DPW Handbook is done, all 3 DPW employees received a copy and they all signed it. Consumers was contacted about the lights, port-a-potties are ordered and will be delivered on May 28, 2021, Parade permits for Memorial Day and Lilac Festival are done and approved, need to order new sewer/trash postcards, committee and phone list will be updated, Melissa asked Council if she could change her office hours from 10-3 on Monday to 8-1 on Monday, Council agreed. Melissa presented Council with a letter from US Fish and Wildlife Service about sea lamprey control.
James Soriano made a motion seconded by Kathryn Kerr to grant the US Fish and Wildlife Service standing permission to enter our property for sea lamprey control, roll call-all ayes, motion passes
James Soriano made a motion seconded by Evelyn Jones to order 12,000 sewer/trash postcards, not to exceed $600, roll call- all yeses, motion passes
James Soriano made a motion seconded by Michelle Kundrat to accept the Clerk report, roll call- all ayes, motion passes

Courtney Garchow read the Treasurer’s Report: Current Bank Balances as of 04/30/2021 per Isabella Bank Statement: General Fund: $153,049.82, Sewer Fund: $247,493.87, Solid Waste Fund: $32,264.54 Major Streets Fund: $90.371.36 Local Streets Fund: $35,419.29 Motor Pool Fund: $45,432.29 Sewer Bond Interest $1,018.53. Courtney is still waiting on more information about refinancing the sewer loan, it is almost tax season, Courtney would like to send out a newsletter with taxes this year. Due to’s are high this month because there was a delay in shipping for General fund checks and she ran out of checks, so she had to use other funds checks.

Michelle Kundrat made a motion seconded by Evelyn Jones to accept the Treasurers Report as read, roll call-Steve Mortensen-absent, all yeses, motion passes
Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check #18554-18578 and 270(E) for $3,909.43, Sewer Fund with check # 3279-3286 for $35,539.99, Motor Pool fund with check #1330-1335 for $4,970.54, and Solid Waste Fund with check #773-774 for $2,140.60 for a total of $46,560.56, roll call-Steve Mortensen-absent, all yeses, motion passes

James Soriano read an email from Dawn Eichenberg about putting a bench and tree in Central Park.
James Soriano made a recommendation to appoint Melissa Babcock and Lavonne Cowan to the Planning Commission

Tom Brown will be getting quotes for sealing the bridge, Farmer’s Market, and walking trail, and for a new backpack blower
Public Comment: A resident informed Council about a metal framed cover for the artesian well as a temporary replacement
Council Comment: James Soriano welcomed Michelle Kundrat to Council
