Regular Meeting Minutes

President James Soriano called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Michelle Kundrat-present, Steven Hammond-present

Public Comment: A resident asked what could be done about a neighbor walking their dog and not cleaning up after it

Barryton Police Report: Chief Morgan was absent, Melissa Lazzaro read the report

Kathryn Kerr made a motion seconded by Evelyn Jones to purchase 2 batteries for the portable police radios, not to exceed $260, roll call-all yeses, motion passes

DPW Report: Tom Brown read the report: DPW is getting ready to do a discharge at the lagoons, Tom is requesting hot patch

Evelyn Jones made a motion seconded by Kathryn Kerr to purchase 20 bags of cold patch, not to exceed $130, roll call-all yeses, motion passes

The Village Attorney was present for a proposed land sale contract, Council started with discussion of the proposal, there was no agreement on a contract, Mr. Williams will be working with the M66 Group to come up with an appropriate offer

Evelyn Jones amended her motion from the February 9, 2022 Regular Meeting from: send the land split application for the two acre parcel leased by Vivid Farms LLC to the Village attorney to complete, to: send all land split applications to the Village attorney to complete, Steven Hammond’s second still stands, roll call-James Soriano-abstain, all yeses, motion passes

Minutes of Regular Meeting February 9, 2022, Public Hearing-Microbusiness February 28, 2022, Public Hearing- Budget February 28, 2022 Annual Meeting February 28, 2022, Special Meeting February 28, 2022, were presented

Evelyn Jones made a motion seconded by Kathryn Kerr to accept all minutes as written, roll call- all ayes, motion passes

James Soriano read the President Report-The President has nothing to report at this time

Melissa Lazzaro read the Clerk’s report: Melissa is working on the expenditure report for ARPA, last fiscal year files have all been moved and the new files for this year are ready, asked about the computers that were supposed to have been purchased, they did not get purchased before the end of the fiscal year.

Kathryn Kerr made a motion seconded by Evelyn Jones to accept the Clerks Report, all ayes, motion passes

Mindy Campbell read the Treasurers report: Bank balances as of February 28, 2022 are: General Fund-$134,048.10, Sewer Fund-$264,656.56, Solid Waste Fund-$39,096.56, Major Streets-$114,307.73, Local Streets-$46,885.50, Motor Pool-$32,236.04. Petty cash from the Office and DPW has been verified, bank reconciliation is completed, Confirmed with Spectrum Health the Farmer’s Market will participate with the vouchers again this year, received 3 restitution payments totaling $18.75 this month, Revenue Sharing this month was $7,050 and we received a Marijuana license fee of $5, 000. Mindy contacted Derek Hall (auditor) about the leftover funds from the licensing fees, if the funds are not spent, the fund balance stays reserved and can only be spent on next year’s oversight of the marijuana activities, raises should not be put against the funding unless they directly correlate to the oversight. Mindy is holding off on due to’s until all February bills are paid.

Kathryn Kerr made a motion seconded by Michelle Kundrat to accept the Treasurers Report as read, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check #18979-19012 283(E) for $6,577.62, Sewer Fund with check # 3343-3346 for $996.48, Motor Pool fund with check #1381-1386 for $1,751.96, Solid Waste Fund with check #793-794 for $4,363.20, Major Street fund with check # 1096-1097 for $2,891.30 for a total of $16,580.56, roll call-all yeses, motion passes

Melissa Lazzaro read a letter from the Fork Township Board concerning the non-exclusive well agreement between Fork Township and the Village of Barryton.

Melissa also gave Council information from Matt Biolette from Republic Services about possibly bringing recycling to the Village.

Kathryn Kerr made a motion seconded by Steven Hammond to accept the resolution and move forward annexing land into the Village, roll call-all yeses, motion passes

Kathryn Kerr will continue looking into solar panels

The Village is still looking for a Salvage Inspector

Steven Hammond is working on quotes for getting hand driers and installation for Central Park bathrooms

Council decided there is no need for an audit this year, and will plan for the regular scheduled one next year  

Kathryn Kerr made a motion seconded by James Soriano to give Rocky Dunklee a dollar an hour raise effective March 1, 2022, roll call-Evelyn Jones-no, all yeses, motion passes

Kathryn Kerr made a motion seconded by Steven Hammond to give Tom Brown a $2.00 an hour raise effective March 1, 2022, roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Evelyn Jones to give Chief Morgan a dollar an hour raise and to keep Officer Allen at his current wage, roll call-all yeses, motion passes

James Soriano made a motion seconded by Michelle Kundrat to submit the Put Your Town on the Map Grant, roll call-all yeses, motion passes

Michelle Kundrat made a motion seconded by Kathryn Kerr to allow the Lilac Festival to use Central Park June 4, 5, & 6, 2022 for $150.00, roll call-all yeses, motion passes

Committees: Still looking for a Market Master for the Farmer’s Market
