Regular Meeting Minutes

President James Soriano called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Michelle Kundrat-present, Steven Hammond-present

Public Comment: A resident asked if anything is being done about the abandoned vehicles at a neighbor’s property, and talked about the continuing stray cat problem

Matt Biolette from Republic Services was present and presented Council with a quote and ideas for recycle in the Village. He also presented Council with an amendment to our contract regarding a fuel surcharge

Kathryn Kerr made a motion seconded by Evelyn Jones to accept the Republic Services fuel charge amendment until December 31, 2022, amendment will be re-evaluated at that time, to be paid with lease money, roll call-all yeses, motion passes

Closed meeting from 6:45-7:06

Kathryn Kerr made a motion seconded by James Soriano to accept the Labor Boards recommendation to terminate Mindy Campbell effective immediately, roll call-James Soriano-yes, Evelyn Jones-no, Kathryn Kerr-yes, Michelle Kundrat-no, Steven Hammond-yes, motion passes

Kathryn Kerr made a motion seconded by James Soriano to hire Courtney Garchow as the Village Treasurer effective immediately, roll call-James Soriano-yes, Michelle Kundrat-yes, Kathryn Kerr-yes, Evelyn Jones-no, Steven Hammond-yes, motion passes

Melissa Lazzaro swore in Courtney Garchow as Treasurer

Council appointed Nicole McNamara as the new Farmer’s Market Master

Barryton Police Report: Chief Morgan was absent

DPW Report: Tom Brown read the report: DPW is discharging, it is going well, yard waste begins April 15- November 14, Tom is requesting cold patch.

Kathryn Kerr made a motion seconded by Evelyn Jones to purchase 20 bags of cold patch, not to exceed $200, roll call-all yeses, motion passes

James Soriano made a motion seconded by Kathryn Kerr to purchase 2 cartons of Toilet Paper for the park bathrooms, not to exceed $72.00, roll call-all yeses, motion passes

Minutes of Regular Meeting March 9, 2022 were presented

Evelyn Jones made a motion seconded by Kathryn Kerr to accept the minutes as written, roll call- all ayes, motion passes

James Soriano read the President Report-The President has nothing to report at this time

Melissa Lazzaro read the Clerk’s report: Melissa reminded Council the water from the artesian wells in the parks need to be tested this year, Melissa is requesting note pads and receipt books

James Soriano made a motion seconded by Kathryn Kerr to purchase 1 package of 12 note pads, not to exceed $16.00, roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Michelle Kundrat to purchase 6 receipt books, 1 for the Farmer’s Market, the rest for the Office not to exceed $95.00, roll call-all yeses, motion passes

James Soriano made a motion seconded by Steven Hammond to accept the Clerks Report, all ayes, motion passes

Melissa Lazzaro read the Treasurers report: Bank balances as of March 31, 2022 are: General Fund-$128,785.04, Sewer Fund-$278,686.19, Solid Waste Fund-$39,725.27, Major Streets-$113,935.46, Local Streets-$48,472.49, Motor Pool-$31,208.23. Petty cash from the Office and DPW has been verified, bank reconciliation is completed, $10,000 for the land leases has been received, Mindy contacted the auditor about purchasing computers with last year’s licensing fees, he said if they are going to be used to maintain or process the documentation related to the oversight and enforcement yes we can, the WIC application for the Farmer’s Market has been completed and returned, she received an agreement for direct deposit, there is a startup fee and a monthly fee, she wrote letters to Unemployment and the State about the late penalties, unemployment took the fee from $60 to $10, the State reduced the penalty to just the interest $15.43

Evelyn Jones made a motion seconded by Michelle Kundrat to accept the Treasurers Report as read, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check #19010-19067 284-285(E) for $4,117.35, Sewer Fund with check # 3346 for $298.00, Motor Pool fund with check #1390-1394 for $887.12, Solid Waste Fund with check #795 for $2,309.84, Major Street fund with check # 1100 for $136.29 for a total of $7,748.60, roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by James Soriano to accept the Capital Improvement Plan, roll call-all yeses, motion passes

James Soriano made a motion seconded by Evelyn Jones to extend the meeting 15 minutes, all ayes, motion passes

Kathryn Kerr will continue to get information on bringing Solar panels to the Village

Council was presented with quotes to install hand dryers at Central Park and the Office, Tom will contact a local plumber for a quote

Chief Morgan and the New Officer starting in June will be taking the Salvage Inspector Class this summer

Eric Williams is continuing to work on an agreement for the possible sale of Village land

Kathryn Kerr made a motion seconded by Michelle Kundrat to accept the updated Hourly Employee Pay and Vacation Policy, all yeses, motion passes

Evelyn Jones made a motion seconded by Michelle Kundrat to hire a new part time DPW worker, as needed, up to 20 hrs. weekly at $10.00/hr. to be posted on Facebook, and the boards in town, roll call-all yeses, motion passes

Michelle Kundrat made a motion seconded by Evelyn Jones to pay Council Members $10.00/hr. to fill in until a new DPW worker is hired, roll call-all yeses, motion passes

Michelle Kundrat made a motion seconded by Kathryn Kerr to extend until 9:00pm, roll call- all ayes, motion passes

Evelyn Jones made a motion seconded by James Soriano to rent port a potties from County Wide for a first month cost of $345, extra cost for delivery, then $270 monthly, roll call-all yeses, motion passes

Tom will take care of the Due Care Plan and make note of it in the book

The Village Spending Policy was reviewed, no changes were made

Kathryn Kerr made a motion seconded by Steven Hammond to have RS Scott perform this year’s bridge inspection foe $600, roll call-all yeses, motion passes

Michelle Kundrat made a motion seconded by Evelyn Jones to extend until 9:15pm, roll call-all ayes, motion passes

James Soriano made a motion seconded by Evelyn Jones to set the charge for connecting to the Village Sewer System $1,950, roll call-all yeses, motion passes
