Regular Meeting Minutes
President James Soriano called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Michelle Kundrat-present, Steven Hammond-present
Public Comment: County Commissioner Jeri Strong gave a report: The County has received $8.4 Million from ARPA funds, which will be equally divided between all the Mecosta County Townships to be used for roads. $677,441.28 from the Marijuana excise tax, they are planning to use these funds for finishing the Dragon Trail and other projects for the public, a final report will be available next month. The Sheriff’s Department is down several Officers, they are purchasing new radar units and getting new vests with grant money, they are also short on EMT’s, Judge Scott Hill Kennedy will be retiring in June
A resident asked if Tom could grade Rio Passeo because of plowing
Barryton Police Report: Chief Morgan was absent
DPW Report: Tom Brown read the report: Tom is requesting a new chute for the lawn mower, a new seat for the tractor, a light for the park, six flag poles and fourteen flags, and fender flares for the truck, there is a tree at East River Park that needs to come down
James Soriano made a motion seconded by Kathryn Kerr to purchase a new chute for the lawn mower, not to exceed $120, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Evelyn Jones to purchase a new seat for the tractor, not to exceed $200, roll call-all yeses, motion passes
Evelyn Jones made a motion seconded by Kathryn Kerr to purchase a LED dusk to dawn light for Central Park, not to exceed $60, roll call-all yeses, motion passes
Michelle Kundrat made a motion seconded by Evelyn Jones to purchase six flag poles and fourteen flags, not to exceed $275, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Steven Hammond to purchase fender flares from Auto Value, not to exceed $200, roll call-James Soriano-yes, Kathryn Kerr-yes, Michelle Kundrat-yes, Evelyn Jones-no, Steven Hammond-yes, motion passes
James Soriano made a motion seconded by Kathryn Kerr to have F&B cut down the oak tree at East River Park, not to exceed $1,100 roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Evelyn Jones to purchase split rails and posts from Darryl Soper, not to exceed $60, roll call-all yeses, motion passes
Evelyn Jones made a motion seconded by Steven Hammond to allow Tom Brown to take the Village truck home tonight so he can keep checking on the dam through the night, roll call-all yeses, motion passes
Minutes of Regular Meeting April 13, 2022, and Special Meeting April 27, 2022, were presented
Kathryn Kerr made a motion seconded by Evelyn Jones to accept all minutes as written, roll call- all ayes, motion passes
James Soriano read the President Report-The State is performing a safety inspection on the Dam May 25, 2022, at no cost to the Village, James is trying to get an engineer to do a repair inspection
Melissa Lazzaro read the Clerk’s report: Melissa asked Council if they would like the port a potties to come a week earlier for the Farmer’s Market, ARPA Report is complete, Due Care Plan has been done and recorded, Melissa asked Evelyn if she has contacted the prosecutor’s office yet about restitution as requested in January
Kathryn Kerr made a motion seconded by Evelyn Jones to accept the Clerks Report, all ayes, motion passes
Melissa Lazzaro read the Treasurers report: Bank balances as of April 30, 2022, are: General Fund-$137,208.47, Sewer Fund-$281,909.67, Solid Waste Fund-$40,545.70, Major Streets-$116,922.50, Local Streets-$47,711.83, Motor Pool-$33,280.30. The Village received the MCCA refund of $400 per vehicle totaling $1,600 for a Motor pool deposit. Courtney confirmed with Isabella bank on 5/3/2022 that General and Sewer funds have been transitioned into corporate accounts. Courtney completed all due to’s to settle 2/28/2022 fiscal year, the budget for fiscal year 2/28/2022 has been included in Council’s book. Sewer delinquencies will be ready for next months meeting, Courtney asked Council if they would like her to send out a letter with taxes like she did last year and to come to her with anything they might like in it. Due to the 2020 census Village population went from 355 to 405, thus, creating an adjustment to our Revenue Sharing, the Village received $6,386 back dated from October to Current

Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check #19073-19097 288(E) for $7,582.87, Sewer Fund with check # 3349-3357 for $9,358.04, Motor Pool fund with check #1396-1398 for $740.10, Solid Waste Fund with check #798-799 for $2,599.06, Major Street fund with check # 1103-1104 for $504.89,Local Street Fund with check # 1032-1034 for $1,625.55 for a total of $22,410.51 with $9,851.56 in due to’s and $12, 558.95 in expenses, roll call-all yeses, motion passes
Steven Hammond presented Council with a proposed contract for the auctioneer for the pavilion fund raiser.
Kathryn Kerr made a motion seconded by Michelle Kundrat to accept the contract with Sherwood Auction Service LLC, roll call-all yeses, motion passes
Kathryn Kerr is still looking into Solar Panels

Public Comment: None
Council Comment: Check folder is not being put in the file cabinet after signing checks, this is an ongoing issue, Council Members need to make sure they put checks in the file cabinet and lock it. The Lilac Festival will be closing Northern Ave Saturday June 4, 2022, from 10am-11pm, and having a chili cook-off on Sunday June 5, 2022, Canna Jam will not be coming to Barryton this year, they are hoping to bring it next year, Mike and Michelle Kundrat will be donating a backpack blower to the Village, Council members thanked them.
