Regular Meeting Minutes
President James Soriano called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Michelle Kundrat-present, Steven Hammond-present
Public Comment: A resident asked if anything can be done about the soccer parking on Arthur St on Saturdays, they are parking on both sides of the road, taking it down to one lane
Eric Williams is continuing to work on an agreement for the possible sale of Village land
Barryton Police Report: Chief Morgan was absent
Evelyn Jones made a motion seconded by Michelle Kundrat to allow Chief Morgan to purchase a new vest and necessary equipment needed, not to exceed $1,123, roll call-all yeses, motion passes
DPW Report: Tom Brown read the report: DPW started working on the cleaning the streets, Tom is requesting toilet paper and paper towels for Central Park Bathrooms, and weed killer
James Soriano made a motion seconded by Evelyn Jones to install a spigot on the east side of the Central Park bathrooms, not to exceed $100, roll call-all yeses, motion passes
Tom is going to continue looking for a high grade weed killer
Kathryn Kerr made a motion seconded by Steven Hammond to purchase 2 cases of toilet paper and 2 cases of paper towels, not to exceed $100, roll call-all yesses, motion passes
Minutes of Regular Meeting May 11, 2022 and Special Meeting May 26, 2022 were presented
Evelyn Jones made a motion seconded by Michelle Kundrat to accept all minutes as written, roll call- all ayes, motion passes
James Soriano read the President Report- A resident that has pump station #5 on the corner of his property feels the Village should maintain the grass, there was a dam inspection on May 25th report should be sent in about 30 days, still need the engineering inspection to start the process of fixing the dam
Melissa Lazzaro read the Clerk’s report: Melissa is requesting gloves for cleaning, and paper, a resident sold their property at the end of May, the sewer and trash bill for June was included in the closing costs, the resident would like to be reimbursed for that cost, Melissa presented Council with a quote for a 50×100 ice rink for Council to look at and decide if they want to move forward with purchasing, the remaining ARPA funds should be dispersed within 30 days, Melissa presented Council with the delinquent sewer and trash resolution, in the amount of $15,382.31
Michelle Kundrat made a motion seconded by Evelyn Jones to purchase 2 boxes of gloves and paper, not to exceed $54.00, roll call-all yeses, motion passes
James Soriano made a motion seconded by Kathryn Kerr to accept the delinquent sewer and trash Resolution, roll call-all yeses, motion passes
James Soriano made a motion seconded by Michelle Kundrat to accept the Clerks Report, all ayes, motion passes
Courtney Garchow read the Treasurers report: Bank balances as of 4/30/ 2022,the May bank statement was not available, General Fund-$137,208.47, Sewer Fund-$281,909.67, Solid Waste Fund-$40,545.70, Major Streets-$116,922.50, Local Streets-$47,711.83, Motor Pool-$33,280.30. Courtney needs the direct deposit form from those who want it, the penalty waiver the former Treasurer requested has been granted, Courtney gave some suggestions for Streets fund raiser-sponsorship, shirts, koozies, hoodies, bake sale, needs 3 rolls of stamps for taxes, WIC Project Fresh, Senior Fresh, Spectrum RX Health have been renewed for the 2022 season, MML Liability has been renewed with an increase of about $1,000 from last year, Courtney will be on vacation and may miss the July meeting, Marijuana spreadsheets remained unchanged except the lease added $123.04 for Republic’s Fuel Recovery Charge, Need to order Motor Pool checks

Evelyn Jones made a motion seconded by Steven Hammond to purchase 500 Motor Pool checks, not to exceed $312.99, roll call-all yeses, motion passes
Evelyn Jones made a motion seconded by Steven Hammond to accept the Treasurers Report as read, roll call-all yeses, motion passes
Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check #19106-19132 290(E) for $20,344.12, Sewer Fund with check # 3358=3360 for $841.38, Motor Pool fund with check #1399-1403 for $1,496.05, Solid Waste Fund with check #800-801 for $2,610.88, and Local Street with check #1035 for $49.36 for a total of $25,341.79, roll call-all yeses, motion passes
Michelle Kundrat made a motion seconded by Evelyn Jones to renew the PROTEC membership for $50.63, roll call-all yeses, motion passes
Michelle Kundrat made a motion seconded by Evelyn Jones to set up an account at Gil-Roy’s, roll call-Evelyn Jones-yes, Kathryn Kerr-yes, Steven Hammond-yes, James Soriano-no, Michelle Kundrat-yes, motion passes
Kathryn Kerr will continue to get information on bringing Solar panels to the Village
Grass cutting fee tabled till July
Kathryn Kerr made a motion seconded by Evelyn Jones to accept the proposal from FLEIS&VANDENBRINK to inspect the dam for $6,800, to come from lease money, all yeses, motion passes
Kathryn Kerr made a motion seconded by Evelyn Jones to accept the proposal by The Driveway Doctor to restripe Northern Ave for $680, roll call-Kathryn Kerr-yes, Michelle Kundrat-yes, Steven Hammond-yes, James Soriano-no, Evelyn Jones-yes, motion passes
Committees: Farmer’s Market is changing their hours, now closing at 1:00, Nicole would also like to start a flea market on Saturdays.
Public Comment: A resident asked if the Village is mowing the grass at the Museum-private property, it’s not private, it’s a non-profit
Council Comment: the Lilac Festival Committee has donated some lilac bushes to Central Park
