Regular Meeting Minutes
President James Soriano called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Michelle Kundrat-present, Steven Hammond-present
Public Comment: None
Barryton Police Report: Chief Morgan read the report
DPW Report: James Soriano read the report: Toms Brown was absent, he told Jim he needs toilet paper and paper towels for the park
Kathryn Kerr made a motion seconded by Evelyn Jones to purchase toilet paper and paper towels for the park, not to exceed $76.00, roll call-all yeses, motion passes
Minutes of Regular Meeting July 13, 2022, and Special Meeting July 18, 2022, were presented
Evelyn Jones made a motion seconded by Steven Hammond to accept all minutes with corrections to the Regular Meeting Minutes, roll call- all ayes, motion passes
Evelyn Jones made a motion seconded by Kathryn Kerr to purchase a computer for the Police Department using license money from the previous year that was set aside for computer purchases by motion but not used, roll call-all yeses, motion passes
Evelyn Jones made a motion seconded by Kathryn Kerr to pay Chief Morgan and Officer Durham a 50/50 split of the salvage inspections, additionally 1 hour of pay will be deducted from their pay if doing an inspection while on duty, roll call-all yeses, motion passes
James Soriano read the President Report: The Public Hearing with the County Commissioners went well, it will be on the agenda for their next meeting on August 18, 2022, at 3:00 pm
Melissa Lazzaro read the Clerk’s report: Melissa would like to set up an ACH account with Amazon so that she and Courtney do not have to use their personal credit cards to make Village purchases. Reminded Council that Officer Durham’s 90 days are up on August 26th and his pay rate will change. Melissa also informed Council that mailing ordinance violations certified is taking up a lot of petty cash and asked if the amount of petty cash could be increased.
James Soriano made a motion seconded by Kathryn Kerr to set up an ACH account with Amazon for approved Village purchases, roll call-all yeses, motion passes
James Soriano made a motion seconded by Evelyn Jones to increase the office petty cash to $200, roll call-all yeses, motion passes
James Soriano made a motion seconded by Kathryn Kerr to accept the Clerks Report, all ayes, motion passes
Courtney Garchow read the Treasurers report: Bank balances as of 7/31/2022, General Fund-$128,379.26, Sewer Fund-$302,718.17, Solid Waste Fund-$40,848.12, Major Streets-$124,809.08, Local Streets-$49,967.89, Motor Pool-$31,886.21.
James Soriano made a motion seconded by Kathryn Kerr to accept the Treasurers Report as read, roll call-all yeses, motion passes
Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check #19185-19212 295-296(E) for $5,300.48, Sewer Fund with check # 3364-3368 3049-3050(E) for $6,183.10, Motor Pool fund with check #1410-1413 for $1,138.57, Solid Waste Fund with check #803 720(E) for $2,848.07, and Local Street with check #1036-1040 0-1(E) for $2,461.70 for a total of $17,931.92 with $5,479.07 in Due to’s and $12,452.85 in expenses, roll call-all yeses, motion passes
James Soriano made a motion seconded by Michelle Kundrat to split the taxes for Parcel #04 891 030 000 between the M66 Group, Vivid Farms, and the Village of Barryton using millage rate by acreage, with M66 Group owing $436.88 for 11.94 acres, Vivid Farms owing $73.18 for 2 acres and the Village of Barryton owing $189.30 for 5.19 acres, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by James Soriano to approve James Soriano’s recommendation to give a 3% raise for the Clerk and Treasurer based on their annual review, roll call-Michelle Kundrat-no, James Soriano-yes, Evelyn Jones-yes, Kathryn Kerr-yes, Steven Hammond-yes, motion passes
Evelyn Jones made a motion seconded by Kathryn Kerr to allow ten calendar days to pay ordinance violation tickets, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Evelyn Jones to accept the M66 Group Recreational Provisioning Center Renewal Application, roll call-all yeses, motion passes

Council Comment:
Michelle Kundrat made a motion for James Soriano and Evelyn Jones to abstain from voting on all motions pertaining to the M66 Group, motion failed due to no support
Steven Hammond asked if the yellow curbs could be repainted, working on quotes for concrete in the pavilion.
Kathryn Kerr made a motion seconded by Evelyn Jones to terminate Rocky Dunklee, roll call-all ayes, motion passes
Evelyn Jones made a motion seconded by Michelle Kundrat to adjourn, roll call-all ayes, motion passes
