Regular Meeting Minutes

President James Soriano called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Steven Hammond-present

Public Comment: None

Kathryn Kerr made a motion seconded by Evelyn Jones to appoint LaVonne Horstman to the empty Trustee seat, roll call-all yeses, motion passes

DPW Report: Tom Brown read the report, Tom presented Council with quotes for a new lawn mower, Council would like more time to research the products before voting, needs new sewer flags, doing discharge soon, dam is looking good.

James Soriano made a motion seconded by Kathryn Kerr to purchase 200 sewer flags from USA Blue Book, not to exceed $45.00, roll call-all yeses, motion passes

Minutes of Regular Meeting February 8, 2023, Public Hearing February 28, 2023, Annual Meeting Minutes February 28, 2023 and Special Meeting Minutes February 28, 2023 were presented

Evelyn Jones made a motion seconded by Kathryn Kerr to accept all minutes as written, roll call- all ayes, motion passes

James Soriano read the President Report: James has sent emails to our State Representative, and State Senator for funding for the dam from the Governor’s Appropriations, he will also be calling to schedule appointments with each of them in Lansing to personally speak with them.

Melissa Lazzaro read the Clerk’s report: A letter was sent to Vivid Farms LLC about the tax payment, payment was sent, ARPA reporting in April, the Due Care Plan is due in April, the water at Central Park and Lions Club Park are due for testing.

James Soriano made a motion seconded by Evelyn Jones to accept the Clerks Report, all ayes, motion passes

Courtney Garchow read the Treasurers report: Bank Balances as of 2/28/2023: General Fund-$157,623.94, Sewer Fund-$259,902.18, Solid Waste Fund-$42,939.84, Major Street Fund-$102,795.17, Local Street Fund-$47.653.13, Motor Pool Fund-$40,956.31, Sewer Bond Interest-$1,025.67.

Still waiting for the audit contract, be cautious with the new budget, Courtney will be leaving early on March 21, 2023 and is having surgery March 23, 2023, she will be off for a week, Melissa is covering for her.

James Soriano made a motion seconded by Evelyn Jones to accept the Treasurers Report as read, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check #19379-19399 317-324(E) for $9,480.23, Sewer Fund with check #3403 3063-3066(E) for $5,814.96, Motor Pool fund with check #1434-1439 18-20 (E) for $4,129.30, Local Street Fund with check # 6-8 (E)  for $1, 268.39,  Major Street Fund with check # 1107-1107 7-9 (E) for $3,946.80 and Solid Waste Fund with check # 810 724-726 (E) for $3,150.17  for a total of $27,789.85, roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Evelyn Jones to send the letter from Isabella Bank about financing pump station 6 to Eric Williams for review, approval and our next steps, roll call-all yeses, motion passes

James Soriano made a motion seconded by Kathryn Kerr to accept the amendments to Ordinance #30-2023 and 31-2023, roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Steven Hammond to accept the amendments adding parcel numbers and making lease payments quarterly  instead of yearly if desired to  Vivid Farms LLC and M-66 Group LLC leases, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Steven Hammond to accept the Professional Services Agreement with Fleis & Vandenbrink for a Wastewater System Evaluation and Capital Improvement Plan, not to exceed $16, 000, roll call-all yeses, motion passes

James Soriano made a motion seconded by Evelyn Jones to accept the new format for the Ordinance Book, roll call-all yeses, motion passes

James Soriano made a motion seconded by Evelyn Jones to accept the contract with Sherwood Auction Services for another online auction for Park Projects, roll call-all yeses, motion passes

Council Comment: Steven Hammond was happy to see neighbors out helping other neighbors snow blow and shovel during the last big storm, James will be picking up the key to the Boy Scouts Building on Thursday, and Tom has been plowing at the museum.
