Regular Meeting Minutes

President James Soriano called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Steven Hammond-present, LaVonne Horstman-present

Public Comment: A resident asked when yard waste starts-next week

Police Report: Chief Morgan read the Police Report, March through April 12, 2023, there were 5 traffic stops-4 tickets, 1 warning, County handled 5 complaints, Barryton PD handled 3.  Casey will be scheduling more CPL Classes, had 1 salvage inspection, Chief attended a human trafficking class last month, he paid for gas and food, would like to be reimbursed for the hotel, looking for a LEIN class for Melissa to help with reports

James Soriano made a motion seconded by Kathryn Kerr to reimburse Chief Morgan $90.10 for his hotel during a human trafficking class, roll call-all yeses, motion passes

DPW Report: Tom Brown read the report, the new slide has been installed, Tom presented Council with quotes for a portable air compressor to blow off the mower and for water lines at Central Park bathrooms and the Farmer’s Market line, paint for Central Park bathroom floor, trash bags for the parks, weed killer, black dirt, and hot patch, DPW will be starting at 7:00 am through September

James Soriano made a motion seconded by Kathryn Kerr to purchase 6-gallon air compressor, not to exceed $229.00, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Steven Hammond to purchase 2 gallons of epoxy and cleaner for the Central Park bathroom floor, not to exceed $90.00, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to purchase 3 boxes of trash bags, not to exceed $40.00, roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Evelyn Jones to get a dump load of black dirt from Brian Sutton, not to exceed $300.00, roll call-James Soriano-yes, Evelyn Jones-yes, LaVonne Horstman-yes, Steven Hammond-no, Kathryn Kerr-yes, motion passes

Evelyn Jones made a motion seconded by Steven Hammond to purchase 10 tons of hot patch at $60.00 a ton, roll call-all yeses, motion passes

James Soriano made a motion seconded by Kathryn Kerr to have Barryton Excavating clear the brush behind the Office by the end of May, not to exceed $300.00, roll call-all yeses, motion passes

Minutes of Regular Meeting March 8, 2023, were presented

Evelyn Jones made a motion seconded by Kathryn Kerr to accept minutes as written, roll call- all ayes, motion passes

James Soriano read the President Report: There is not enough time for the Ferris Students to get the well project done this year, it will be 1st on the list next year, on April 14th James will be meeting with Senator Hauck for funding for the dam, Representative Kunse is also working on the same thing, trying to get on the appropriations for the Governor’s Office. There is a financial meeting set for April 26, 2023, with Paul Bristol from USDA, Josh Eling from Isabella Bank, Matt Biolette from F&V and Village Attorney Eric Williams, to work on financing for pump station 6. Had a Sewer Assessment meeting with Matt Biolette and Elaine Venema from F& V, she is looking to start evaluating in May. Received the keys to the Boy Scout Building and gave them to Tom, the walking trail, Farmer’s Market parking lot and bridge need to be sealed this year and the gazebo’s need to be sealed

Melissa Lazzaro read the Clerk’s report: Melissa presented council with quotes for gloves for DPW, paper towels and toilet paper for Central Park bathrooms and paper for the office from Quill and Amazon, worked with the township assessor on getting the Village parcel tax exempt for 2023 summer taxes, working on ARPA Report and insurance renewal, need information to add the Boy Scout building to our insurance,, spoke with DHD #10 about the artesian wells, the one in Lion’s Club Park can be tested yearly, the one in Central Park will need to be tested quarterly starting when I receive paperwork, presented portable restroom quotes from County Wide and Randy’s Plumbing and Portables, due to several years of vandalism at the East River Park no company will put portable restrooms there anymore.

Kathryn Kerr made a motion seconded by Steven Hammond to purchase gloves, toilet paper, paper towels and paper from Amazon, not to exceed $200, roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by James Soriano to rent 1 portable restroom for Central Park by the Farmer’s Market from County Wide for a cost of $145 monthly plus 1-time delivery fee, roll call-all yeses, motion passes

James Soriano made a motion seconded by Evelyn Jones to accept the Clerks Report, all ayes, motion passes

Courtney Garchow read the Treasurers report: Bank Balances as of 3/31/2023: General Fund-$141,202.35, Sewer Fund-$267,028.55, Solid Waste Fund-$44,650.82, Major Street Fund-$109,323.40, Local Street Fund-$51,008.40, Motor Pool Fund-$37,033.92, Sewer Bond Interest-$1,025.71.

Courtney gave Council the final budget from fiscal year 22-23, sewer loan 92-03 current balance is $17,000 at 5% interest, Council should consider making a lump sum payment to pay in full to save approximately $1,000 per year in interest if paid by July, Contract for the audit, will cost up to $12,000, the Farmer’s Market has been approved for Spectrum RX and Senior Project Fresh again this year, Courtney will be adding unpaid ordinance fines to the tax roll this year.

Kathryn Kerr made a motion seconded by Evelyn Jones to accept the contract for the bi-annual audit performed by the State of Michigan, roll call-all yeses, motion passes

James Soriano made a motion seconded by Evelyn Jones to pay off sewer loan 92-03 for $17,000, roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by James Soriano to accept the Treasurers Report as read, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Steven Hammond to pay General Fund bills with check #19403-19418 327-333(E) for $8,426.21, Sewer Fund with check #3404-3406 3067-3069(E) for $754.26, Motor Pool fund with check #1440-1442 for $1,113.04, and Solid Waste Fund with check 727  (E) for $2,342.87  for a total of $12,636.38, roll call-all yeses, motion passes

The Village received a letter from Eric Williams, the Village Attorney, stating that some municipalities have been billed at $200/hr. and the correct billing should be $250/hr.

The contract for the Village’s Lagoon Operator expires in May, a new contract has been sent and will be ready next month

James Soriano informed Council that there is a dispensary that is interested in coming to Barryton and asked Council if they would be interested in adding another Provisioning Center License, Council would consider it if there was a letter of interest or an in-person request

Kathryn Kerr made a motion seconded by Evelyn Jones to accept the quote from Hardcrete for the sidewalks in Central Park for $3,150, Park Project Funds will be used for this project, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Steven Hammond to cancel the Pacific Pride Card, roll call-all yeses, motion passes

James Soriano made a motion seconded by Kathryn Kerr to allow the American Legion to store items for their yard sale during Lilac Festival in the Quonset Hut, will contact Kathryn Kerr for access, roll call-all yeses, motion passes

Public Comment: Eric Earle thanked Council for allowing him to tap Village trees this year, he doesn’t plan on tapping next year.

Council Comment: Ordinance Official asked Council if it would be possible to get milage added to pay

James Soriano made a motion seconded by Lavonne Horstman to allow the Ordinance Official to use the Village truck for Village ordinance work, roll call-all yeses, motion passes
