Regular Meeting Minutes
President James Soriano called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Steven Hammond-present, Lavonne Horstman-present
Public Comment: A member of the Lilac Festival asked if the Village would waive their fireworks permit fee next year since the fireworks this year had to be cancelled due to the dry weather and wind.
Lavonne Horstman made a motion seconded by Evelyn Jones to waive the fireworks permit fee for the Lilac Festival in 2024 due to the cancellation this year because of the weather, roll call- Kathryn Kerr-no, Steven Hammond-yes, James Soriano-no, Lavonne Horstman-yes, Evelyn Jones-yes, motion passes
Cindy Mason from City Impact Barryton is looking for a building for the many activities they hold, she asked Council if they would consider leasing the old Boy Scout building to them, it will be on next month’s agenda.
DPW Report: Tom Brown was absent, Melissa Lazzaro read the report: Tom is requesting new trailer lights for the water trailer, a gallon of red and yellow paint for the water trailer, and 4 boxes of trash bags for the parks.
Evelyn Jones made a motion seconded by Lavonne Horstman to purchase trailer lights for the water trailer, not to exceed $55.00, roll call-all yeses, motion passes
James Soriano made a motion seconded by Kathryn Kerr to purchase 2 gallons of paint for the water trailer, not to exceed $96.00, roll call-all yeses, motion passes
James Soriano made a motion seconded by Evelyn Jones to purchase 4 boxes of trash bags for the park, not to exceed $52.00, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Evelyn Jones to post a part time DPW worker position starting pay $12.00/hr. to be evaluated in 30 days, roll call-all yeses, motion passes
Minutes of Regular Meeting May 10, 2023, and Special Meeting May 22, 2023 were presented
Evelyn Jones made a motion seconded by Kathryn Kerr to accept all minutes as written, roll call- all ayes, motion passes
James Soriano read the President Report: James spoke with PLM Lake and Land Management to get a quote for next year, he would like to put 2024 park and pavilion rental rates on the July agenda and asked Melissa to send a copy of current rates to Council to evaluate.
Melissa Lazzaro read the Clerk’s report: Melissa has a Class B renewal from Vivid Farms LLC to be approved, Melissa will be off the first 2 weeks in July for medical reasons.
James Soriano made a motion seconded by Kathryn Kerr to approve Vivid Farm LLC Class B renewal, roll call-all yeses, motion passes
James Soriano made a motion seconded by Kathryn Kerr to accept the Clerks Report, all ayes, motion passes
Courtney Garchow read the Treasurers report: Bank Balances as of 5/31/2023: General Fund-$124,043.05, Sewer Fund-$275,174.32, Solid Waste Fund-$41,847.30, Major Street Fund-$112,747.35, Local Street Fund-$51,073.20, Motor Pool Fund-$38,239.45, Sewer Bond Interest-$1,025.83.
Sewer Loan 92-03 submitted, still waiting on Audit, Courtney presented Council with the newsletter to go out with taxes
Kathryn Kerr made a motion seconded by Steven Hammond to accept the Treasurers Report as read, roll call-all yeses, motion passes
Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check #19431-19452 340-344(E) for $26,817.28, Sewer Fund with check #3410-3414 3072-3074(E) for $1,938.28, Motor Pool fund with check #1446-1450 for $11,867.96, Local Street Fund with check # 1050 for $756.00, and Solid Waste Fund with check # 812 for $4,557.86 for a total of $45,937.38, roll call-all yeses, motion passes
