Regular Meeting Minutes
July 12, 2023
President James Soriano called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Steven Hammond-present, Lavonne Horstman-present
Public Comment: A resident expressed concern about fireworks being lit and flying and hitting their home and leaving debris in their yard
DPW Report: Tom Brown read the report, the small truck needs a new motor, will get prices for next month on pumps, new street signs are up
Kathryn Kerr made a motion seconded by Evelyn Jones to purchase a Jasper motor and other parts for the small truck for a cost of $7,200, roll call-all yeses, motion passes
Minutes of Regular Meeting June 14, 2023, Public Hearing Minutes June 14, 2023 and Special Meeting June 23, 2023 were presented
Evelyn Jones made a motion seconded by Kathryn Kerr to accept all minutes with Corrections, roll call- all ayes, motion passes
James Soriano read the President Report: James has secured $700,000 from the Governor’s Budget for the Dam, just waiting on the Governor’s signature. F&V will be out for a sludge judge on July 29th, wrote a resolution to require a Village permit before a County permit is issued
Melissa Lazzaro read the Clerk’s report: Melissa was absent, no report
Courtney Garchow read the Treasurers report: Bank Balances as of 6/30/2023: General Fund-$112,948.60, Sewer Fund-$279,321.21, Solid Waste Fund-$39,489.21, Major Street Fund-$115,941.02, Local Street Fund-$51,826.09, Motor Pool Fund-$28,366.07, Sewer Bond Interest-$1,025.91.
Sewer Loan 92-03 was paid, Audit is in progress, and Courtney will be on vacation the last week of July
Kathryn Kerr made a motion seconded by Steven Hammond to accept the Treasurers Report as read, roll call-all yeses, motion passes
Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check #19454-19467 345-350(E) for $14,912.38, Sewer Fund with check #3415-3416 3075-3076(E) for $8,163.76, Motor Pool fund with check #1451-1454 for $1,313.42, Local Street Fund with check # 1051-1052 for $1,881.08, for a total of $26,398.88, roll call-all yeses, motion passes

Discussed leasing the Boy Scout Building, City Impact Barryton is going to look at Quonset Hut, will discuss again next month
James Soriano made a motion seconded by Kathryn Kerr to change park rental fees: remove Village Hall, M-66 Pavilions to $50 per day per pavilion and $50 deposit per day, East River Park $30 per day, $50 deposit per day, Farmer’s Market Pavilion $50 per day, $50 deposit per day, no change to Central Park and Lion’s Club Gazebo, camping removed, Central Park Festival use $250 per day, $500 deposit, roll call-all yeses, motion passes
James Soriano made a motion seconded by Evelyn Jones to renew Michigan Rural Water Association membership for $385, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Lavonne Horstman to approve renewal application for M66 Group LLC Provisioning Center, roll call-James Soriano-yes, Steven Hammond-no, Evelyn Jones-yes, Lavonne Horstman-yes, Kathryn Kerr-yes, motion passes
James Soriano made a motion seconded by Evelyn Jones to renew contract with Coyne Oil Propane, for $1.749 per gallon, roll call-all yeses motion passes
Melissa will schedule a Labor Committee Meeting for DPW Applications
