Regular Meeting Minutes
August 9, 2023
President James Soriano called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Evelyn Jones-absent, James Soriano-present, Kathryn Kerr-present, Steven Hammond-present, Lavonne Horstman-present
Public Comment: A resident informed Council that the issue from last month has not yet been resolved
DPW Report: Tom Brown read the report, he needs new GFI’s for the pavilions in Central Park and the Farmer’s Market, 20 cans of white spray paint for the street sign poles, 4 new safety vests. and a shop vac, he will be getting the quarterly water sample from the well in Central Park this week, doing hot patch, work at the lagoons and getting dirt for the alleys.
Kathryn Kerr made a motion seconded by Lavonne Horstman to purchase 14 GFI’s for Central Park and the Farmer’s Market, 20 cans of spray-paint, and a shop vac, not to exceed $450, roll call-all yeses, Evelyn Jones-absent, motion passes
James Soriano made a motion seconded by Kathryn Kerr to purchase 4 safety vests from Amazon, not to exceed $45, roll call-all yeses, Evelyn Jones-absent, motion passes
James Soriano made a motion seconded by Kathryn Kerr to purchase up to 4 more tons of hot patch, roll call-all yeses, Evelyn Jones-absent, motion passes
Minutes of Regular Meeting July 12, 2023, Public Hearing Minutes July12, 2023 and Special Meeting July 28, 2023 were presented
Kathryn Kerr made a motion seconded by Steven Hammond to accept all minutes as written, roll call- all ayes, Evelyn Jones-absent, motion passes
Kathryn Kerr made a motion seconded by Steven Hammond to amend her motion from the July 12, 2023 meeting to state the pavilion rental price increase is to begin in 2024, roll call, all yeses, Evelyn Jones-absent, motion passes
James Soriano read the President Report: James will wait till we get to fundraising on the agenda for his report
Melissa Lazzaro read the Clerk’s report: Melissa informed Council we no longer have to test for VOC’s at the well in Central Park, the test we did came back clean so there is no need to do further testing, the well just needs to be tested quarterly and the well at the Lion’s Club Park tested yearly.
James Soriano made a motion seconded by Kathryn Kerr to accept the Clerks Report, roll call, all ayes, Evelyn Jones-absent, motion passes
Courtney Garchow was absent, Melissa Lazzaro read the Bank Balances, haven’t received bank statements yet, so balances are from the website, General Fund-$123,239.76, Sewer Fund-$255,876.43, Solid Waste Fund-$41,967.67, Major Street Fund-$118,111.29, Local Street Fund-$51,723.22, Motor Pool Fund-$19,881.45, Sewer Bond Interest-$1,026.75.

Kathryn Kerr made a motion seconded by Lavonne Horstman to pay General Fund bills with check #19461-19479, 351-356(E), DD174-186 for $14,650.00, Sewer Fund with check #3415-3420 3076-3077(E) for $7,238.39, Motor Pool fund with check #1453-1457 for $6,961.49, and Solid Waste Fund with check #730(E) for a total of $28,978.12, roll call-all yeses, Evelyn Jones-absent, motion passes

Kathryn Kerr made a motion seconded by Lavonne Horstman to accept the resolution in support of allowing the Mecosta County Building and Zoning office to review the Village of Barryton permits prior to issuance of a County permit, roll call-all yeses, Evelyn Jones-absent, motion passes
Discussed options for fundraising-bricks and cookbooks
Spending policy was reviewed, Clerk, Treasurer and DPW Director are allowed to spend up to $200 monthly and are encouraged to so rather than bringing every little thing to be approved at the meeting.
Clerk, Treasurer and DPW Director will now make a monthly packet to disperse to Council and Council will be responsible for reading it instead of giving a monthly report at the meeting.
A Labor Committee Meeting has been scheduled for Wednesday August 16, 2023 at 12:00pm to discuss employee evaluations, will bring recommendations to the September Meeting.
Committees: Lavonne Horstman made a motion to reimburse Kathryn Kerr $20 for fuel she used in her personal vehicle while the small truck was down, no second, motion fails
Kathryn Kerr informed Council the Farmer’s Market Vendors would like a 220 breaker installed for food carts

Council Comment: Steven Hammond asked if the pavilion in the Lion’s Club Park could be painted
