Regular Meeting Minutes

November 8, 2023

President James Soriano called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Steven Hammond-present, Lavonne Horstman-present

Public Comment: A resident asked if leaf pick up would be extended

Police Report: Chief Morgan presented the Police Report

Minutes of Regular Meeting October 11, 2023, and Special Meeting October 23, 2023, were presented

Kathryn Kerr made a motion seconded by Steven Hammond to approve all minutes, roll call-all ayes, motion passes

James Soriano read the President Report: James updated Council on the street and dam grants

James Soriano made a motion seconded by Kathryn Kerr to move forward with TEDF-B Grant a 50% match grant, for Northern Ave, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Steven Hammond to put the Northern Ave Grant project up for bids, roll call-all yeses, motion passes

Bank Balances as of 9/29/2023-General Fund-$174,580.17, Sewer Fund-$263,921.68, Solid Waste Fund-$42,204.09, Major Street Fund-$118,415.18, Local Street Fund-$48,664.05, Motor Pool Fund-$17,162.97, Sewer Bond Interest-$1,026.90 (no new Bank rec)

James Soriano made a motion seconded by Kathryn Kerr to allow Courtney to put Village funds into a CD at Isabella Bank, roll call-all yeses, motion passes

James Soriano made a motion seconded by Kathryn Kerr to accept the Treasurers Report, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Lavonne Horstman to pay General Fund bills with check #19533-19551, 379-390(E) for $6,262.54, Sewer Fund with check #3425-3427 3085-3087(E) for $6,035.88, Motor Pool fund with check #1469-1472, 22(E)  for $3,799.68, Solid Waste Fund with check # 814, 733(E) for $2,629.93, Local Street Fund with check # 1056-1057  for $243.00,  for a total of $18,971.72, roll call-all yeses, motion passes

Correspondence from State Representative Kunse congratulating the Village on the TEDF Grant

Pump Station 6 still in progress

Kathryn Kerr made a motion seconded by Evelyn Jones to accept the snow removal bid from Thomas Moore at $160/hr., roll call-all yeses, motion passes

James Soriano made a motion seconded by Evelyn Jones to remove all ordinance fines from 393 Norman, charge for 1 administration fee and all village costs, roll call-all yeses, motion passes 

Evelyn Jones made a motion seconded by Kathryn Kerr to purchase new blades for both plows not to exceed $950.00, roll call-all yeses, motion passes

Public Comment: None

Council Comment: Steven Hammonds asked if the holes on Arthur could be patched

Kathryn Kerr made a motion seconded by Evelyn Jones to adjourn, roll call-all ayes, motion passes
