Regular Meeting Minutes

President James Soriano called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Lavonne Horstman-present, Steven Hammond-present

Public Comment: A resident thanked Council for continuing to work on the abandoned car situation and for getting it taken care of.

James Soriano made a motion seconded by Kathryn Kerr to move forward with Fleis & Vandenbrink for the dam engineering project, roll call-all yeses, motion passes

James Soriano made a motion seconded by Kathryn Kerr to move forward with the Wastewater System Improvements CWSRF project No. 5939-01 with Fleis & Vandenbrink for $235,000, roll call-all yeses, motion passes

James Soriano made a motion seconded by Kathryn Kerr to accept the Resolution Authorizing Publication of Notice of Intent to issue revenue bonds and declaring intent to reimburse (Clean Water State Revolving Fund Project), roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Evelyn Jones to adopt the sewer maintenance checklist effective immediately, roll call-all yeses, motion passes

Minutes of Regular Meeting October 9, 2024 and Special Meeting October 2, 2024 were presented

Kathryn Kerr made a motion seconded by Steven Hammond to accept the minutes as written, roll call- all ayes, motion passes

James Soriano read the President Report-The sewer system should be jetted and videoed every seven years, the last one was done in 2010, we need to budget for this, James is working on getting quotes. Rob Mills has requested the sewer bill at Mikes Repair shop be lowered due to it not being a detail shop anymore.

James Soriano made a motion seconded by Evelyn Jones to lower the sewer bill at Mikes Repair Shop to 1 REU-$43.17, roll call-all yeses, motion passes

Courtney Garchow read the Treasurers report: Bank balances as of October 31, 2024 are: General Fund-$474,997.88., Sewer Fund-$243,763.98, Solid Waste Fund-$17,849.34, Major Streets-$38,189.51, Local Streets-$37,353.57, Motor Pool-$24,184.43.

The Northern Ave grant has been reimbursed for the full 50%, still waiting for official inspection and sign off. M66 delinquent payment has been received, lawyer fees to be mailed out. Still working on getting the Point Broadband bill lower, also if we have the dumpster at the barn emptied on a monthly schedule it will cost $100 per month instead of $128 every time we call, which going back 18 months, is monthly.

James Soriano made a motion seconded by Kathryn Kerr to accept the Treasurers Report as read, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check #19803-19816 496-502(E) for $20,918.58, Sewer Fund with check # 3461-3464 3123-3126(E) for $11,035.72, Motor Pool fund with check #1504-1507 31-32(E) for $1,698.44, Solid Waste Fund with check #752-753(E) for $3,737.24, Major Street fund with check #24-26(E) for $2,733.54, Local Street Fund with check #1063 20-21(E) for $2,454.53 for a total of $42,578.05, roll call-all yeses, motion passes

An email from a resident about recycling in the village was read, Melissa will respond to him.

Snow plowing will probably be Tom, Rob Moore is available if needed, Jake and Jim are available in a pinch.

Evelyn Jones made a motion seconded by Lavonne Horstman to accept the 2025 CWSRF Revenue Bonds & Bond Anticipation Note with Bendzinski & Co., roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Evelyn Jones, to make Tom Brown  the Sewer Maintenance Employee with up to 20 hours/week, anything over that must have the President or Pro-Tem’s approval,  and Jacob Morgan the DPW Director, roll call- all yeses, motion passes

Kathryn Kerr made a motion seconded by Steven Hammond to put the empty seat up for appointment if needed after the certification of the election comes out, roll call- all yeses, motion passes
