Regular Meeting Minutes
President James Soriano called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Michelle Kundrat-present, James Soriano-present, Kathryn Kerr-present, Steven Hammond-present
Public Comment: Tyler Dutcher presented Council with a business plan for leasing more land out by the lagoons
James Soriano read the DPW Report: Due to Tom not having a vehicle and still on restrictive duty his schedule will be no more than 20 hours, working in the sewer on Monday Wednesday and Friday
Minutes of Regular Meeting November 13, 2024 were presented
Kathryn Kerr made a motion seconded by Michelle Kundrat to accept the minutes as written, roll call- all ayes, motion passes
James Soriano read the President Report-James attended via zoom a kickoff meeting for the dam, everything is on schedule. All the paperwork for sewer funding has been signed as well.
Courtney Garchow was absent, James Soriano read the Treasurers report: Bank balances as of November 30, 2024 are: General Fund-$465,614.19, Sewer Fund-$250,491.05, Solid Waste Fund-$17,579.67, Major Streets-$41,681.55, Local Streets-$39,066.53, Motor Pool-$23,029.18.
Courtney prepared a new rate study; she recommended the Council raise the current REU rate to match the study. M66-deliquent payment received, lawyer fees to be mailed. Earned PTO/Wage update effective February 21, 2025, minimum wage effective January 1, 2025.
James Soriano made a motion seconded by Steven Horstman to change the sewer rate from $43.17 to $47.39 effective January 1, 2025, roll call-all yeses, motion passes
James Soriano made a motion seconded by Kathryn Kerr to accept the Treasurers Report as read, roll call-all yeses, motion passes
Melissa informed the Council that the property at 59 Northern Ave is being charged 2 REU’s for the restaurant, but nothing for the apartment.
James Soriano made a motion seconded by Kathryn Kerr to add another REU to 59 Northern Ave for the apartment, and to send a letter to the building owner explaining why it’s being added, also bill to be sent to owner, not tenant, roll call-all yeses, motion passes
Michelle Kundrat made a motion seconded by Kathryn Kerr to pay General Fund bills with check #19820-19832 503-513(E) for $6,752.81, Sewer Fund with check # 3465-3467 3127(E) for $4,228.02, Motor Pool fund with check #1508 33(E) for $1,508.44, Solid Waste Fund with check 754(E) for $2,468.38, for a total of $14,957.65, roll call-all yeses, motion passes
Two quotes for cleaning and scoping the sewer system were provided to Council, needs to be done in the next 3 years
Kathryn Kerr made a motion seconded by Michelle Kundrat to accept the Resolution Authorizing Issuance of 2025 Bond Anticipation Note, roll call-all yeses, motion passes
James Soriano made a motion seconded by Kathryn Kerr to hire Mike Currant to the Police Department at a starting rate of $15.10, roll call- all yeses, motion passes
Kathryn Kerr made a motion seconded by Steven Hammond to purchase a new tactical rifle for the Police Department, roll call- all yeses, motion passes
James Soriano made a motion to remove Evelyn Jones from all Village accounts and add Steven Hammond to the bank signature cards and safety deposit boxes, roll call-all yeses, motion passes
Committees: Evelyn Jones was removed from all committees
