Regular Meeting Minutes
President James Soriano called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Michelle Kundrat-present, James Soriano-present, Kathryn Kerr-present, Steven Hammond-present
Public Comment: AJ from Republic Services presented Council with a 5-year extension for services
Kathryn Kerr made a motion seconded by James Soriano to accept the 5-year extension with Republic Services, roll call-all yeses, motion passes
Scott from F & V presented Council with the design phase contract for the sewer project
Kathryn Kerr made a motion seconded by Steven Hammond to accept the design phase for the sewer project and allow F & V to move forward with the project, roll call-all yeses, motion passes.
Danielle from F & V presented Council with a preliminary engineering agreement for the sidewalk on M-66
Kathryn Kerr made a motion seconded by Steven Hammond to accept the preliminary engineering agreement for the M-66 sidewalk
A resident presented Council with a more in-depth proposal for a community garden, it will be on April’s agenda
Renne Earle requested main street be closed all day Saturday for Lilac Festival Car Show
James Soriano read the DPW Report: Need some supplies: 3 brush hog blades, 40 bags of cold patch, and parts for leaf vac. Thomas Moore gave a quote of $800 to clear behind the office, and $1,000 at the park, since its been nice out people have been putting yard waste out, we’ve been picking it up.
Michelle Kundrat made a motion seconded by Steven Hammond to spend up to $1,800 for 3 brush hog blades, 40 bags of cold patch and leaf vac parts, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Steven Hammond to accept the quote from Thomas Moore for clearing brush/weeds at the office and park for up to $2,000
Chief Morgan read the Police report: They found the suspect that stole the bottles/cans left outside Murphy’s Pizza & Subs, and are working on a couple insufficient funds checks
Minutes of Regular Meeting February 12, 2025, Public Hearing February 28, 2025 and Annual Meeting February 28, 2025 were presented
Kathryn Kerr made a motion seconded by Steven Hammond to accept the minutes as is, roll call- all ayes, motion passes
James Soriano read the President Report-On Friday March 14, 2025 he will be attending a zoom meeting with F & V for the design phase, discharge will be April 7 instead of March due to the ice on the ponds, please be mindful of what you post on social media, as it could bring liability to the village
Courtney Garchow read the Treasurers report: Bank balances as of 2/28/2025 are: General Fund-$480,550.26, Sewer Fund-$616,707.88, Solid Waste Fund-$37,130.94, Major Streets-$27,880.84, Local Streets-$40,431.37, Motor Pool-$24,382.39, Sewer Bond Interest $1,062.55
CD Balances: Sewer Reserves (53,535.61)

Michelle Kundrat made a motion seconded by Kathryn Kerr to pay General Fund bills for January with check #19863-19870 540-547(E) for $17,933.24, Sewer Fund with check # 3481-3484 3131(E) for $6,038.82, Motor Pool fund with check # 35(E) for $331.87, Major Street Fund with check #1118-1119 for $1,497.20, Solid Waste Fund with check # 757-758(E) for 4,880.28 for a total of $30,681.41, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by James Soriano to accept Tom Brown’s voluntary termination as of 3/12/2025 due to 2 no call no shows in 1 calendar year per Village Handbook. Melissa will send a letter, he will have 14 days to contact James Soriano to set up an appointment to turn in his keys and pick up any of his personal belongings, roll call-all yeses, motion passes
Michelle Kundrat made a motion seconded by Steven Hammond to have keypads installed on the office, meeting room and barn doors and to change the locks at the boy scout building roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Steven to terminate Roy Brown, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Steven Hammond to hire James Brownell as the Wastewater Operations Manager starting pay $14/hr., 90-day probation period, starting on Monday March 17, 2025, roll call-all yeses, motion passes
Committees: Kat contacted Mecosta County Parks, they would prefer us to reuse the wood from the picnic tables to rebuild broken tables, or make raised beds rather that put them in the auction, may have some used playground equipment we could have next year.
