Regular Meeting Minutes

President James Soriano called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Michelle Kundrat-present, James Soriano-present, Kathryn Kerr-present, Steven Hammond-present

Public Comment: Deb Lynch asked Council the status on the home on Angel Ave that burned. Andy Lattimore is interested in purchasing property on 20 Mile Rd but would like to have the zoning changed from commercial to residential. Jeffrey Haton is concerned about using sand in the playground because cats use it as a litterbox.

Chief Morgan read the police report: Officers covered the Lilac Festival, there were no major issues, Chief is working on several grants, one is a grant for hiring officers.

Kathryn Kerr made a motion seconded by Michelle Kundrat to allow Chief Morgan to pursue the grants he is working on, roll call-all yeses, motion passes

James Soriano read the DPW Report: The Marion Bridge load rating, James has emailed Jon at F&V about it and sent the rating from 2023, council has received several quotes for a new mower, James recommends purchasing the 60” Ferris ISX 800 27hp mower from Remus Repair for $10,299 and sell the 2016 John Deere with the bad engine for $500. Tommy Moore is about 95% done at the DPW Property. Much of the property has been recovered for DPW use. James Brownwell recommended we put in a request with the County to come mow the lagoon edges, due to the excessive growth of weeds and cattails. James has been doing a fantastic job with the sewer maintenance duties. Both James and Jake have been doing a fantastic job prepping the park for the Lilac Festival, as well as the general maintenance throughout the village.

James Soriano read the President Report: Cameron Lovett, from the Department of Agriculture, Food and Safety Inspector, came out during the Lilac Festival, Saturday June 6, 2025, for a market inspection. The Farmer’s Market passed inspection, although there were multiple vendors at the festival that were in violation of the Cottage Food Law. The Posse did not make it to the parade, if that happens again the parade should be cancelled if either law enforcement or the fire department isn’t available. There is no legal jurisdiction for a local municipality or private citizen to stop traffic on a state trunkline. James was called out for a few hours on Saturday during the festival for issues with the breakers blowing and needing to be reset. Steven and Emma from F&V were at the office this morning to go over the open bid process requirements, and questions from contractors. An onsite tour of the facilities was given to the contractors. The dam is still moving forward, a diving team will be out the week of June 16, 2025, for relocation of mussels and inspection of the dam. A pontoon will be used, accessing the water at the Fish Park. 382 Tourist Drive has a broken pipe on the discharge line between the grinder pump and the main line. Brian Sutton will be doing the repair soon. James is awaiting a call from for scheduling. Brian will bill the village, and the village will bill the homeowner as per the ordinance. Safe Routes to School is about ready for a walking audit, James will let council know when that will be.

Courtney Garchow was absent, James Soriano read the Treasurers report: Bank balances as of 5/31/2025 are: General Fund-$373,081.45, Sewer Fund-$382,849.02, Solid Waste Fund-$15,121.10, Major Streets-$33,815.81, Local Streets-$40,604.04, Motor Pool-$35,734.70, Sewer Bond Interest $1,062.82

CD Balances: Sewer Reserves (53,535.61)

General (25,000), Local (15,000), and Solid (10,000) =$50,000

Accumulated interest (Matures 6/16/2025): $2,167.34

General (50,000), Solid (20,000) = $70,000

Accumulated Interest (Matures 6/16/26): $460.22

Notes from Treasurer: Audit still in progress, Point Broadband finally issued the credit for the bills last year-$1,100. Courtney’s availability will be severely limited until understaffing at her other place of employment is improved. Day-to-day tasks will be completed on time, but office hours and meeting attendance will be affected, it is understandable if council wishes to post the job and see if another applicant is available for the position. Council needs to pass the tax resolution for delinquent taxes.

James Soriano made a motion seconded by Kathryn Kerr to accept the Treasurers Report, roll call-all yeses, motion passes

Melissa informed council that Vivid Farms LLC’s class B license is due to be renewed in July, and they have not paid their village taxes or their June lease payment. Council would like a letter sent to them.

Michelle Kundrat made a motion seconded by Steven Hammond to pay General Fund bills with check #19912-19932 571-580(E) for $30,322.42, Sewer Fund with check # 3492-3495 3140(E) for $121,043.12, Motor Pool fund with check # 39(E) for $424.16, Solid Waste Fund with check # 762(E) for $2,540.14, for a total of $154,329.84, roll call-all yeses, motion passes

Council is going to look into other options for the playground.

Council Comment: The Park auction brought in $2568 plus $500 in donations for a total of $3,068, Tom’s name is still on the Wex bill, Melissa will call and have it removed, we need new no bike on sidewalk signs and also clean up after your dog signs, the back of Central Park looks great, James Brownell did a lot of work back there. Steven Hammond brought quotes for bike racks in Central Park, council is going to look into possibly adding them into the Safe Routes to School Grant. The carnival brought things in on Monday and weren’t charged until Friday, need to reconsider some things for next year, would like to put it on the agenda for next month.
