Regular Meeting Minutes
President James Soriano called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Michelle Kundrat-Absent, James Soriano-present, Kathryn Kerr-present, Steven Hammond-present
Public Comment: There is interest in using the horse arena in Central Park, Melissa will check with our insurance company to find out if the Village is covered for it. The pickleball group would like to paint lines on the tennis court as the tape is not sticking in the summer due to the extreme heat. There was also talk about having better communication between Council and the Lilac Festival Board. Council would like Lilac Festival to pay for the police department’s hours when they are patrolling the festival, like Barryton Days does. Overall, the festival went well; they were disappointed with the carnival, thanked the village and DPW workers.

F&V went over options to cut part of the sewer project due to bids coming in higher than expected.
James Soriano made a motion seconded by Kathryn Kerr to accept the Resolution to Tentatively Award A Construction Contract For Wastewater System Improvements, roll call-all yeses, Michelle Kundrat-absent, motion passes
James Soriano read the DPW Report: We were asked to look into options besides sand for the park, all other options are too expensive at this time, County hasn’t gotten back to James about a price for cutting around the lagoons yet, need to get sand and salt for winter to dry out.
Kathryn Kerr made a motion seconded by Steven Hammond to purchase 4 tons of sand/salt mixture form Mecosta County, roll call-all yeses, Michelle Kundrat-absent, motion passes

James Soriano read the President Report: President report was included in the DPW Report
Courtney Garchow read the Treasurers report: Bank balances as of 6/31/2025 are: General Fund-$393,706.87, Sewer Fund-$297,015.42, Solid Waste Fund-$25,196.19, Major Streets-$37,321.00, Local Streets-$58,027.08, Motor Pool-$25,514.58, Sewer Bond Interest $1,062.91

Kathryn Kerr made a motion seconded by Steven Hammond to pay General Fund bills with check #19934-19945 581-585(E) for $11,921.22, Sewer Fund with check #3496-3501 3141(E) for $55,750.67, Motor Pool fund with check #1518-1519 40(E) for $10,681.34, for a total of $78,353.23, roll call-all yeses, Michelle Kundrat-absent, motion passes
Vivid Farms sent an email to the village requesting an extension on their license fee; however, they ended up paying the full amount.
James Soriano made a motion seconded by Kathryn Kerr to approve Vivid Farms Class B license renewal, roll call-all yeses, Michelle Kundrat-absent, motion passes
James Soriano made a motion seconded by Kathryn Kerr to approve the zoning change for 6 acres on 20 Mile Rd from Commercial to Residential, roll call-all yeses, Michelle Kundrat-absent, motion passes
An email was already sent to Eric Williams regarding 173 Angel with our options on how to proceed.
There was someone interested in the Ordinance Officer Position, but they changed their mind.
Michelle Kundrat requested Park Rental be put on the agenda, since she is absent it will be put on the August Agenda
Committees: a resident has been sent a warning about milkweed growing too high, blocking vision for neighbors trying to get out of their driveways, next step will be to send an officer. Weeds by the bridge are the homeowner’s responsibility.
