Regular Meeting Minutes
President James Soriano called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Michelle Kundrat-present, James Soriano-present, Kathryn Kerr-present, Steven Hammond-present
Public Comment: Alisha and Justin Holiday asked for permission to put a mobile home on 20th Ave-Keith and Char Holidays property, it will be split. F&V gave an update on the sewer project, they got it down to the 7.2 million by removing pond 3, all lift stations will be replaced, and we will be getting erosion control gravel at ponds 1&2. Working on addressing the State to try to get the rest of the money to finish the project. There is no evidence of leaking in pond 3. Step 1 is completed, step 2 is to sign the contract to start construction. The interest on $427,000 will be due when we receive the new bond.
James Soriano made a motion seconded by Kathryn Kerr to allow Justin and Alisha Holiday to put a mobile home on Keith and Char Holiday’s property on 20 Mile Rd, to later be split, roll call-all yeses, motion passes
James Soriano read the DPW Report: James Brownell turned in his keys, due to personal issues. Jim has been filling in especially with the dam draw down. Jake will be picking up cold patch to work on Coolidge Ave.
James Soriano made a motion seconded by Steven Hammond to build a top for the trailer for leaf season, not to exceed $1,500, roll call-all yeses, motion passes
Minutes of Regular Meeting July 9, 2025, and Public Hearing July 9, 2025, were presented
Kathryn Kerr made a motion seconded by Steven Hammond to accept all minutes as is, roll call- all ayes, motion passes
James Soriano read the President Report: The racetrack and horse arena have nothing scheduled for the next year, possible race coming next year, would need a 100% commitment from them to consider purchasing the bleachers that are there.
Kathryn Kerr made a motion seconded by Steven Hammond to remove Angelina Brayley from the Police Grant and add Courtney Garchow at a rate of 1% of successful reimbursement, roll call-all yeses, motion passes
Courtney Garchow read the Treasurers report: Bank balances as of 7/31/2025 are: General Fund-$375,856.11, Sewer Fund-$242,744.02, Solid Waste Fund-$25,106.99, Major Streets-$38,830.48, Local Streets-$57,909.27, Motor Pool-$35,229.07, Sewer Bond Interest $1,063.00

Kathryn Kerr made a motion seconded by Michelle Kundrat to accept the donated property from the Tice family and to have Village attorney handle the transaction at the Villages cost, roll call-all yeses, motion passes
Michelle Kundrat made a motion seconded by Kathryn Kerr to charge $250 per day from the time equipment comes to the time all equipment is gone for any festival that rents Central Park, roll call-all yeses, motion passes
Melissa will contact previous applicant to see if he’s still interested in the job
Michelle Kundrat made a motion seconded by Steven Hammond to contact Village attorney to obtain an easement on the south side of the dam, not to exceed $1,200, roll call-all yeses, motion passes
James Soriano made a motion seconded by Kathryn Kerr to accept the Coyne Oil contract at $1.79 per gallon
Wait on bike racks to see if they can be included in the Safe Routes to School grant.
James Soriano made a motion seconded by Kathryn Kerr to purchase 2 basketball hoops from Dick’s pending tax exemption and account set up, roll call-all yeses, motion passes
Committees: Resident cut the milk weed in his yard, Officer Durham went to see resident about several violations, when showed the cost of cleanup, said he would get right on it.
James Soriano made a motion seconded by Kathryn Kerr to purchase grass violation sheets, not to exceed $105, roll call-all yeses, motion passes
James Soriano made a motion seconded by Kathryn Kerr to contact Eric Williams for guidance on how to get 173 Angel Ave cleaned up, roll call-all yeses, motion passes
At 7:54 James Soriano left to meet Jake and F&V at the dam
Planning Commission needs to do a public survey for the Parks and Recreation Plan
Public Comment: A resident asked if the village was still looking for a new attorney
Council Comment: Trick or Treating will be from 4-7 this year, no costume contest
Michelle Kundrat asked about using the Village Hall, will talk about it again next month when James is here.
