Regular Meeting Minutes
President James Soriano called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Michelle Kundrat-present, James Soriano-present, Kathryn Kerr-present, Steven Hammond-present
Public Comment: Alisha Holiday asked Council for permission to make a 1.2-acre land split on Holiday’s Property on 20th Ave. TNT racing is planning on coming back to Barryton next year. They would like to take down the arena and use the fencing for a border to prevent people from coming into the pit area. Derek Hall, the state auditor went over results of the Villages bi-annual audit, and all funds are looking good, only Major Street Fund lost money, due to the Northern Ave project.
Kathryn Kerr made a motion seconded by James Soriano to approve a 1.2-acre land split for Keith and Char Holiday, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Michelle Kundrat to allow TNT to remove the arena fencing and run it north/south in the back area of Central Park, roll call-all yeses, motion passes
Chief Morgan read the Police Report: He is hoping to be back to work by the end of the month, Barryton Days was very successful, he had the Police tent set up and gave away lots of swag, he had some good conversations with people, some that didn’t realize Barryton had a police department. There were 3 officers working both nights, there were no issues in town or at the beer tent. The new bike was also put to use that weekend. He will be doing evaluations soon and promoting James Durham and asking for a pay raise. Officer Mike donated new shirts and hats for all the officers. He is also working on a grant to get a new computer for the police cruiser. Looking to hire a grant writer for the COPS Grant, it would cost somewhere between $5,000-$8,000. The person in Clare that was doing salvage inspections is no longer doing them, so Chief expects the number of inspections to go up.
James Soriano read the DPW Report: The leaf trailer is in progress of being built, no big projects going on, just getting ready for leaf season.

James Soriano read the President Report: James wants council to be aware they may have to make some hard decisions coming up if the dam project exceeds our cost expectation and funding, may have to remove the dam, the removing of the mussels took a lot of money away from the project.
Courtney Garchow read the Treasurers report: Bank balances as of 8/31/2025 are: General Fund-$445,270.07, Sewer Fund-$174,992.74, Solid Waste Fund-$23,972.51, Major Streets-$42,466.16, Local Streets-$59,699.11, Motor Pool-$34,777.10, Sewer Bond Interest $1,031.08
CD Balances: Sewer Reserves (53,535.61)

Michelle Kundrat made a motion seconded by Steven Hammond to pay General Fund bills with check #19967-19983 599-602(E) for $107,232.40, Sewer Fund with check #3508-3510 3146(E) for $36,505.84, Motor Pool fund with check #1520 43(E) for $485.24, Solid Waste Fund with check #767(E) for $2,850.10 for a total of $147,073.58, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Steven Hammond to renew the current labor law poster subscription for $39.00, roll call-all yeses, motion passes
Public Comment: None
Council Comment: Farmers Market is done for the year due to no vendors
Kat will offer $2,500 for the bleachers in Central Park
Officer Jim and Kat have been working together on ordinances; it’s working out well.
Michelle Kundrat asked about using the Village Hall for possible support group meetings
Kathryn Kerr made a motion seconded by Steven Hammond to allow Michelle Kundrat to hold meetings in the Village Hall once a week, roll call-all ayes, motion passes
Steven is looking into information on a new village attorney
Kathryn Kerr has stopped receiving Parks and Recreation surveys, the results will go to the Planning Commission
