Regular Meeting Minutes

President James Soriano called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Michelle Kundrat-absent, James Soriano-present, Kathryn Kerr-present, Steven Hammond-present

Public Comment: None

Chief Morgan read the Police Report: The street sign on Angel and 66 was stolen again, he will check with County on the report, , they have had a lot of salvage inspections lately, would like to purchase a scan tool to prevent them from having to go under the vehicle, at a cost of $468.99, there is an annual subscription required with this tool, the first year is free, after that its $169.00 per year. He had a meeting Lexipol about grant writing, there’s three different level they offer, the first level is $1,500 the village would write the grant and manage it, they would look it over and offer suggestions if needed, second level is $3,000 the village would write it and manage it and they would look it over and offer more help that the first level, third level is $6,000 and they would do everything, the village would just have to give them the local statistics. They have a 42% success rate.  Officer Durham was due for a review; Chief turned that in and recommended a promotion to Sergeant and $1.00/hr. raise.

Kathryn Kerr made a motion seconded by Steven Hammond to purchase the MX 900 scan tool and annual subscription, not to exceed $500.00, roll call-all yeses, Michelle Kundrat-absent, motion passes

James Soriano made a motion seconded by Kathryn Kerr to approve James Durham’s promotion to Sergeant and $1.00/hr. raise, roll call-all yeses, Michelle Kundrat-absent, motion passes

James Soriano read the DPW Report: The area in front of the office has been sealed, they need 4 more buckets to finish, approximately $60.00 Jake will use petty cash to pick it up. The leaf trailer is working well, could be a one man job, but preferably not. Discharge starts October 13th.

Minutes of Regular Meeting September 10 2025, were presented

Kathryn Kerr made a motion seconded by Steven Hammond to accept minutes, roll call- all ayes, Michelle Kundrat-absent, motion passes

James Soriano read the President Report: Steven was able to get information on a local attorney, he is available to come to the November meeting at no charge to introduce himself and answer any questions council may have. His fees are the same as the current attorney.

Courtney Garchow read the Treasurers report: Bank balances as of 9/30/2025 are: General Fund-$343,061.22, Sewer Fund-$115,553.72, Solid Waste Fund-$16,855.70, Major Streets-$27,901.16, Local Streets-$33,798.42, Motor Pool-$20,321.77, Sewer Bond Interest $1,031.16

CD Balances: Sewer Reserves (53,535.61)

General (50,000), Solid (20,000) = $70,000

Accumulated Interest (Matures 6/8/26): $1,160.04

General (50,000), Sewer (50,000), Major (20,000) =$120,000

Accumulated Interest (Matures 2/16/2026): $3,584.69

General (50,000), Solid (20,000) Major (15, 000), Local (25,000) Motor Pool (20,000) =$120,000

Accumulated interest (Matures 11/10/ 2026): $0

Notes from Treasurer: Taxes turned over to Mecosta County Treasurer, waiting on reimbursement.

Kathryn Kerr made a motion seconded by Steven Hammond to pay General Fund bills with check #19986-20000 604-618(E) for $14,242.52, Sewer Fund with check #3511-3512 3147-3150(E) for $47,838.15, Motor Pool fund with check #1522-1525 44-45(E) for $1,330.30, Solid Waste Fund with check #768-769E) for $551.00 Local Street Fund with Check #1067 for $1,200 Major Street Fund with check #36-38 (E) for 2430.78, for a total of $67,592.79,  roll call-all yeses, motion passes

We need to find a way to advertise the available land to lease, if not we need to take it off the tax roll.

Kathryn Kerr made a motion seconded by James Soriano to renew the annual PROTEC Membership, roll call-all yeses, Michelle Kundrat-absent, motion passes

Public Comment: None

Council Comment: Parks and Recreation Plan has been updated, it needs to be put out to the public for 30 days, will have a public hearing before the December meeting, Melissa will put notice in the paper, there will be a copy in the office and on the website.

Kathryn Kerr made a motion seconded by Steven Hammond to post notice of the Parks and Recreation Plan for viewing, not to exceed $150.00, roll call-all yeses, Michelle Kundrat-absent, motion passes

The insurance for the burned house should have been paid out, Scott Foder got the bid to tear it down, was hoping clean up would have started by now, Kathryn will make some calls to find out what the holdup is.
