Regular Meeting Minutes

President James Soriano called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Michelle Kundrat-present, James Soriano-present, Kathryn Kerr-present, Steven Hammond-present

Public Comment: None

Kathryn Kerr made a motion seconded by Steven Hammond to appoint Michael Kundrat to the empty Trustee seat Roll call-all yeses, motion passes

Village Clerk swore in Michael Kundrat

Chief Morgan read the Police Report

James Soriano read the DPW Report: There has been trespassing and hunting on Village Property, Chief Morgan has trespassed 1 individual, need to post no trespassing signs all around the property, Jim has been helping with the plowing, Sara from Corey’s Funeral Home is donating a new flag for Central Park

Kathryn Kerr made a motion seconded by Steven Hammond to purchase no trespassing signs, not to exceed $100, roll call-all yeses, motion passes

Minutes of Regular Meeting November 12, 2025, were presented

Kathryn Kerr made a motion seconded by Michelle Kundrat to accept minutes with changes, roll call- all ayes, motion passes

James Soriano read the Presidents Report: Fleis & Vandenbrink reached out to Schnabel Engineering for the dam, they determined it is not cost effective to remove the radial arms and feel replacing the gear box is a better option and is also in the budget. F&V will be reimbursing the Village for the interest paid due to their late filing for reimbursement to the State.

Courtney Garchow read the Treasurers report: Bank balances as of 11/30/2025 are: General Fund-$446,037.79, Sewer Fund-$66,727.50, Solid Waste Fund-$17,922.71, Major Streets-$31,470.86, Local Streets-$34,506.63, Motor Pool-$18,853.97, Sewer Bond Interest $1,031.33

CD Balances: Sewer Reserves (53,535.61)

General (50,000), Solid (20,000) = $70,000

Accumulated Interest (Matures 6/8/26): $1,859.10

General (50,000), Sewer (50,000), Major (20,000) =$120,000

Accumulated Interest (Matures 2/16/2026): $4,397.21

General (50,000), Solid (10,000) Major (15, 000), Local (25,000) Motor Pool (20,000) =$120,000

Accumulated interest (Matures 11/10/ 2026): $788.95

Notes from Treasurer: Note payable-sewer loan past due, official extension filed through 12/31/2025, awaiting determination from F&V about them paying past due fees associated with their delayed filing. Community Policing Grant has been fully reimbursed to date, the budget for next fiscal year will be ready for discussion next meeting

James Soriano made a motion seconded by Kathryn Kerr to accept the Treasurers Report, roll call-all yeses, motion passes

Michelle Kundrat made a motion seconded by Kathryn Kerr to pay General Fund bills with check #20019-20031 632-644(E) for $17,786.70, Sewer Fund with check #3516-3519 3152(E) for $78,128.69, Motor Pool fund with check #1527-1528 47(E) for $482.94, Solid Waste Fund with check #772-773(E) for $5,700.20 Local Street Fund with Check #1069 for $800.00, Major Street Fund with check #1120 for $1,120, for a total of $104,018.53,  roll call-all yeses, motion passes

Table Village Land Lease for December

Kathryn Kerr made a motion seconded by Michael Kundrat to accept the Parks & Recreation Plan, roll call-all yeses, motion passes

Melissa will contact the attorney to schedule an appointment to inspect Vivid Farms Building, The house that burned on Angel Ave has been cleared by the Village and County and is ready to be put up for sale, Kat attended a meeting with EGLE about the County Flood Plain, someone is plowing snow across the road on Chippewa Dr, it’s piling up and bending the street sign, Chief will look into it

Public Comment: None

Council Comment: Mike will help plow and mow if needed, Steven Hammond resigned as a trustee due to moving, Council thanked him for his service to the village.
