Regular Meeting Minutes
President Kathryn Kerr called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Michelle Kundrat, Kathryn Kerr-present, Michael Kundrat-present, Terah Eaton-present
Public Comment: An Investor from Vivid Farms asked for a copy of the lease so he could take it back to the rest of the investors ad try to decide the best way to move forward, Todd Levitt was not present, however he spoke with Kathryn Kerr and wanted her to ask Council if they would consider renting the park for a reduced rate and the license fee for $1,000 instead of the normal $5,000. After a brief discussion, Chief Morgan reminded Council that the school owns the park and there can’t be a cannabis festival there. Mr. MacKersie had a list of 16 questions for council that he would like answered, he wants the answers written down and he will be back next month for the answers.
Michael Kundrat made a motion seconded by Michelle Kundrat to appoint Daniel Cross to the President seat, roll call-all ayes, motion passes

Chief Morgan read the Police Report: Both batteries in the AED machines have died, they are under warranty so hopefully the company will replace them. Chief has applied for a grant for 3 new body cams and the management system. Chief sent an email to all officers requiring them to work at least 200 hours a year. Chief was very happy to see so many people at the meeting and encouraged them to continue coming, as it really does help council see all sides to things. He is still looking for grants to hire more officers
Kathryn Kerr read the DPW Report: We need weed killer for the duck weed, and pothole patch. We need to have a follow-up mussel survey after June 1st.

Kathryn Kerr made a motion seconded by Michael Kundrat to purchase 20 bags of pothole patch, not to exceed $230.00 roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Michelle Kundrat to remove James Soriano and from all Village accounts, and add Daniel Cross to all Village accounts, roll call-all ayes, motion passes

Minutes of Regular Meeting February 25, 2026, Special meeting February 20, 2026, Public Hearing February 27, 2026, Annual Meeting February 27, 2026 were presented
Michelle Kundrat made a motion seconded by Michael Kundrat to accept minutes with corrections, roll call-all ayes, motion passes
Kathryn Kerr read the Presidents Report: The paperwork for the former leased land and new donated piece of land tax exemption has been turned in and approved. The contractor that will be working on the ponds wants to lease some property to store their equipment during construction. Melissa will contact the village attorney for further information.

The County is working on it, Michelle Kundrat made a motion seconded by Kathryn Kerr to pay General Fund bills with check #20077-20082 668-673(E) for $6,200.35, Sewer Fund with check #-3526 3157-3162(E) for $16,020.07, Motor Pool fund with check #1534-1535 52-53(E) for $725.78, Local Street Fund with Check #1074 35-39 (E) for $38,563.47, Major Street Fund with check #1123 42-45(E) for $9,219.55, for a total of $41,430.29, roll call-all yeses, motion passes

Public Comment: none
Council Comment: The park auction will be May 8th-22nd with pick up on May 29th, the property that the village annexed a few years ago still isn’t showing up on GIS, County is working on it on their end, certified minutes need to be sent to the Great Seal, Kathryn is working on the paperwork.
Michael Kundrat made a motion seconded by Michelle Kundrat to change the REU at Tommy’s Auto Detailing from 1 to 2, roll call-all yeses, motion passes
Tommy Moore has been doing a lot of volunteer work for the village, and the council would like to thank him.
