Regular Meeting Minutes
President Daniel Cross called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Daniel Cross-present, Kathryn Kerr-present, Michelle Kundrat-present, Terah Eaton-present
Public Comment: A resident asked about the progress of the dam. We are waiting on final approval of the construction permit, then the bid process will start, work should start in October through Spring. Jeff Nelson was looking for minutes for June 25, 2026, Michelle Kundrat gave him a copy from her book.
Kathryn Kerr made a motion seconded by Michelle Kundrat to appoint Amy MacKersie to the empty Trustee seat, roll call-all ayes, motion passes
Melissa Lazzaro swore in Amy MacKersie and Lisa Rodgers
Barryton Police Report: Took the trailer to Barryton Days, everything went well, 4 complaints in town, sent a letter of amendment for the grant to hopefully get the new radios, which cost $11,486, he is hoping to possibly get MET money from the County also. He would also like to use some of the grant money for a community room. Chief recommends that if we decide to go ahead with the neighborhood watch program, we should have the attorney look at the information he sent.
DPW Report: Jake needs 2 yellow sewer floats and 10-15 pounds of pothole patch
Michelle Kundrat made a motion seconded by Kathryn Kerr to purchase pothole patch, not to exceed $173.00, roll call-all yeses, motion passes
Amy MacKersie made a motion seconded by Kathryn Kerr to purchase 2 yellow sewer floats, not to exceed $300, roll call-all yesses, motion passes
Minutes of Regular Meeting July 8, 2026, and Special Meeting July 16, 2026, were presented
Kathryn Kerr made a motion seconded by Michelle Kundrat to accept all minutes as written, roll call- all ayes, motion passes
Daniel Cross read the President Report: Dan would like to see the community working together to get the village cleaned up, a little bit goes a long way.
Melissa summarized a letter from the village attorney concerning the possible sale of the American Legion Building. The DNR confirmed that the village can sell any portion of the property, however because Post 473 is a private organization the village cannot transfer for no or merely nominal payment as it could be treated as an unlawful gift of public property. The post will contact the assessor to see how much the land would be assessed for and we will go from there.
The health department has been contacted concerning 360 Angel Ave, it was recommended to attach a filter to the sink to catch the hair
The flea market hasn’t been turning in dated receipts, after being asked several times to do so. Council would like to come up with a contract for them to sign.
Kathryn Kerr made a motion seconded by Michelle Kundrat to raise Mitchell Eastman’s pay to $18/hr. effective next pay period, roll call-all yeses, Amy MacKersie abstained, motion passes
Michelle Kundrat made a motion seconded by Kathryn Kerr to allow any business owner on Northern Ave to install curb stops and drill into the existing curb to install them, roll call-all yeses, motion passes
Kathryn Kerr made a motion seconded by Michelle Kundrat to remove Courtney Garchow from all village accounts and add Lisa Rodgers, all ayes, motion passes
Melissa will send an email to the villages State auditor to see who he recommends to be the administrator for BS&A
Michelle Kundrat made a motion seconded by Kathryn Kerr to pay Courtney Garchow $16/hr. for training Lisa as necessary, roll call-all yeses, motion passes
Amy MacKersie made a motion seconded by Kathryn Kerr to remove Courtney Garchow from the village credit card and add Lisa Rodgers, roll call-all yeses, motion passes
The village has tentatively been approved for a $1 million grant to possibly use for pond 3.
Michelle Kundrat made a motion seconded by Kathryn Kerr, to remove the gravel for a decrease of $47, 323.47and rebuild and replace valves at primary cell #1 & #2 effluent discharge structure for a cost of $8,732.23 roll call-all yeses, motion passes
Michelle Kundrat made a motion seconded by Kathryn Kerr to extend the meeting 10 minutes, roll call-all ayes, motion passes
Terah is having a hard time getting donations for the auction this year, due to high gas prices and a lot of people cannot donate.
